Currently, Concern Worldwide, Bangladesh is looking for a suitable candidate for the following position:

Head of Human Resources (01 Position) : The Head of Human Resources will lead the HR team to ensure high quality and efficient staff recruitment, contract management, orientation, learning and development, performance management, code of conduct compliance, employee engagement and staff care/ wellbeing. The Head of HR will maximize staffing resources, promote a positive organizational culture and ensure efficiency of work processes. S/he is responsible for ensuring Concern has competent and empowered human resources, in a fair, diverse and efficient workplace, where respect for people and equality are valued and promoted within the programme of excellent people practices.

Duty Station: Dhaka 

Annual Gross Salary Range: BDT   14,49,504.00 – BDT   19,07448.00 + other admissible benefits (festival bonus, provident fund, gratuity, health and life insurance and outpatient medical)

Contract Duration: Three (03) years

Major Areas of Responsibility:

  • Leading the overall operational and strategic management of the HR department.
  • Ensuring policy documents are regularly reviewed and updated incorporating feedback from staff, best practices in HRM and following Bangladesh labour and other legislation, as well as Concern Worldwide National Staff Handbook.
  • Performing advisory role on day-to-day HR operations in Cox’s Bazar Rohingya response operations; develop robust systems, policy and practice on people management in complex emergencies.
  • Ensuring clear workflows and synergies between Head office and Cox’s bazar field office to increase efficiency and improve processes.
  • Enabling effective staff performance management through mentoring, coaching and formal performance development review (PDR) processes. Ensuring regular formal PDRs are undertaken and results are analyzed and shared with colleagues from the Organisational Learning and Development unit, to support effective Training and Development planning.
  • Ensuring consistent and transparent recruitment procedures, using competency based methods, incorporating positive actions to promote diversity, ensuring full participation from line managers and maintaining a sound documentation process to demonstrate all decisions made.
  • Ensuring high quality consultants are hired in a timely way, based on needs, to bring new ideas to improve effectiveness of our work and increase our organisational understanding.
  • Ensuring that budgets and financial planning are in place to enable best practice in HR Management related activities.
  • Providing back-up support to Systems Director to ensure all legal, contractual and statutory requirement activities for the organisation progress within the framework and comply with the laws and legislation of the country.
  • Reviewing and monitoring individual contract agreement made by and between Concern and third parties ensuring that the national laws are respected to enable organisation being free from legal obligation.
  • Coordinating and consulting with Lawyer while dealing with critical legal issues for the organisation.
  • Orientating of team member and other stakeholders in particular the Complaint Response Mechanism (CRM).

Key Requirements:

  • Masters/ MBA in Human Resources Management or equivalent from reputed University
  • At least 7 years demonstrated experience in multi-functional areas of HR, particularly in recruitment, staff relations and performance management on which minimum 3 years in a senior management level position, within a development organisation/NGO.
  • Hands on experience in the development and implementation of strategic and operational HR plans through a number of planning cycles.
  • Prior NGO experience at management level within a complex country programme in emergency response/humanitarian environments will get preference. Knowledge of latest developments in Human Resource Management and NGO practices (eg People In Aid) would be an advantage.
  • Proven operational HR track-record - experience of providing a senior generalist HR service to managers across a full range of HR issues
  • S/he is expected to have sound skills in handling and advising on complex people management issues , as well as recruitment and selection
  • Ability to work in a challenging environment, maintain a positive team dynamic, excellent interpersonal-skills/ ability to manage multicultural teams
  • Strong communication skills with excellent written and spoken ability in English and Bangla and proficiency in Microsoft Office (Word, Excel, Outlook) are other pre-requisites. Knowledge of Bangla  Keyboard  is desirable

Concern Code of Conduct and its Associated Policies
