Procurement and Supply Chain Manager

Background. A pro-poor social enterprise, had just set out and embarked on its challenging journey of transforming a large (up to 400 Clinics) network of clinics, previously managed by more than 20 NGOs, into a centrally managed platform, called Surjer Hashi Network (SHN). General Summary. Reporting to Chief Management Officer, the Procurement and Supply Chain Manager is responsible for procuring all materials and products for SHN. This includes all items for the SHN offices as well as the SHN clinics. Supervising the Procurement Assistant, the Procurement and Supply Chain Manager is responsible for the purchasing and delivery of pharmaceuticals and equipment to all SHN clinics. He/she will provide strong oversight of the procurement processes in each clinic. The Procurement and Supply Chain Manager will be responsible for maintaining vendor relationships and the SHN drug and equipment catalogue.

Principal Duties and Responsibilities:

  • Together with the Procurement Assistant provide a key specialist role in developing, implementing, managing and providing oversight of approved SHN procurement policies and strategies.
  • Train and mentor SHN Clinic Managers and staff on procurement and delivery procedures. 
  • Develop and implement changes to procurement procedures to improve responsiveness, accuracy and timeliness of data and actions.
  • Ensure that local suppliers are qualified and approved and ensure processes for new product approval is documented and adhered to, including input of regulatory bodies.
  • Support investigation into all non-performance supply incidents to establish the root causes and develop and implement appropriate changes to procedures to avoid recurrence.
  • Prepare the submission and presentation of procurement and supply chain performance reports when required.
  • Analyze procurement data for trends in use and drug and product purchasing.  
  • Clearly communicate approved procurement policies and procedures and assist in the ongoing guidance, training, mentoring and development for SHN staff.

Job Qualifications:

  • Minimum 5 years of procurement, supply chain, and/or technically relevant work experience. Pharmaceutical procurement experience required.
  • Master’s degree in a relevant field required.  
  • Solid understanding of USAID procurement regulations.
  • Knowledge of Government of Bangladesh and other local procurement rules and regulations required.
  • Experience in health service delivery preferred.
  • Demonstrated ability to communicate clearly and concisely both orally and in writing, and lead presentations, training courses, and effective meetings in both Bangla and English.
  • Strong knowledge of MS Office applications.
  • Ability to work both independently and as part of a team.
