Director of Compliance  

Background. A pro-poor social enterprise, SHN has just embarked on its challenging journey of transforming a large (up to 400 Clinics) network of clinics, previously managed by more than 20 NGOs, into a centrally managed platform, called Surjer Hashi Network (SHN). Its mission is to offer high quality, customer-oriented and affordable healthcare services for all Bangladeshis. It wants to serve the poor, committed to increase the market for all by attending to unmet needs and demand and thereby impacting on positive changes in people’s health seeking attitude. General Summary. The Director of Compliance will report directly to the SHN Board of Directors. The Director of Compliance will manage the development of standards and procedures to ensure effective compliance with SHN, Government of Bangladesh, US Government and other donor regulations and policies. The Director of Compliance will supervise the administration and implementation of compliance protocols, and promote staff awareness around SHN, Government of Bangladesh, US Government and other donor’s policies and regulations.  The Director of Compliance will proactively identify risks and develop appropriate mitigation measures, thus allowing SHN to focus on maximizing service delivery of the network of clinics. S/he will conduct scheduled and ad-hoc audits of financial, grants, and procurements systems and provide hands-on mentoring to associated staff. The Director of Compliance will always adhere to and act according to the SHN Ethics Policy, as outlined in the SHN Human Resources and Administrative Manual and will make the principles of the Policy a part of SHN’s culture and standard operating procedures. 

Principal Duties and Responsibilities:

  • Ensures that SHN operations, policies and procedures comply with SHN, Government of Bangladesh, US Government regulation, and any supplemental policies developed specifically for SHN.
  • Establish standards and procedures to ensure that the project systems are effective in preventing, detecting, identifying and correcting noncompliance with applicable laws and regulations.
  • When required, leads investigations into areas of noncompliance and makes recommendations to the SHN regarding results of the investigations and corrective actions.
  • Promote staff awareness of relevant regulations applicable to SHN staff, assisting on all ethics and compliance matters to ensure ethical business practices.
  • Provide hands-on mentoring to staff, local partners, clinics and donors as needed. 
  • Undertake regularly scheduled and ad-hoc audits of project finance, grants, human resources, and procurement records and administration.
  • Conduct regular, independent verification to check for compliance with all required procedures, particularly procurement, grants, finance, and human resources.
  • Serve as the primary contact on adherence to Family Planning Compliance regulations and policy, ensuring compliance, regular monitoring and appropriate disclosure of identified issues, if required.
  • Other relevant duties assigned by the SHN board.  

Job Qualifications:

  • Master’s degree in business administration, public administration, or another relevant field.
  • Minimum 8 years relevant professional experience with audits, fraud investigation, establishing compliance systems, staff training and adherence.
  • Skilled in developing and implementing compliance and controls systems preferably in large entities with multiple locations, staff and stakeholders.
  • Excellent interpersonal skills with a proven ability to work effectively with multidimensional teams.
  • Familiarity with US Government, Government of Bangladesh and international assistance programs compliance policies and requirements, including but not limited to, USG Family Planning Compliance regulations and policy.
  • Must have the ability to work in a professional and cordial manner with staff, implementing and cooperating partners, and government agencies. Also, must be able to work independently with minimal supervision, to be able to accept and discharge substantial responsibilities, to prioritize work assignments, to meet deadlines, and to exercise professional judgment.
  • Strongly preferred that the candidate has prior experience with grants and procurement.
  • Proficient in Microsoft programs (i.e. Excel, Word, PowerPoint) and have the ability to use variously commercially available accounting software programs.
  • Excellent communication skills, including interpersonal and fluency in English and Bangla.
