Senior Technical Advisor

Background. The Advancing Universal Health Coverage (AUHC) Activity is USAID-funded health initiative to assist the goals of the Government of Bangladesh to significantly expand access to safe, affordable and quality health services, while increasing financial protection for the poor. Specific project objectives are:

  • Develop and implement a program to transform the Smiling Sun Network into a centrally managed, sustainable private social enterprise
  • Adopt proven innovative approaches to create new strategies to expand access to and uptake of essential service packages
  • Develop and implement sustainable financial systems to facilitate expanded coverage and ensure equitable access to health services
  • Improve the quality of care
  • Improve program strategies drawn from lessons learned (crosscutting)

Position Description. The Senior Technical  Advisor is responsible for assisting the Chief of Party (COP) with development and implementation of AUHC technical initiatives. The specific area of focus in on health service delivery. The Senior Technical Advisor will also place special emphasis on ensuring that existing service improvement, new service development and expansion initiatives that AUHC implements on behalf of SHN are implemented in a timely manner. To do this, the Senior Technical advisor will be garnering commitment and support from the AUHC incubator.

Principal Duties and Responsibilities:

  • Ensure implementation of AUHC special service activities by developing strategies for SHN ensuring that they are aligned with SHN’s strategic business initiatives and tracking current activities in the AUHC workplan to follow progress.
  • Work with the MERL team to ensure that activities are monitored and evaluated.
  • Work with AUHC QA/QI team to ensure that services developed and offered through SHN conform to quality assurance standards and protocols
  • When required, provide technical assistance and guidance to SHN through the AUHC grants and subcontracts team.
  • Support chief of party to develop, adapt, implement and maintain key management systems that will support project planning, reporting, and performance management.
  • Help the COP coordinate activities among AUHC international and local partners.
  • Assist the COP in presenting technical strategies, performance and progress to USAID.
  • Ensure compliance with U.S. Government regulations, Chemonics’ corporate policies, the laws of the Government of Bangladesh.
  • Other duties as assigned.

Requirements:

  • An MBBS in Medicine or another clinical field.
  • 8-10 years experience managing a development project with a minimum of 5 years experience  directly working with the implementation of health service delivery. Strong preference will be given to those candidates that have experience working with the delivery of health services in the private sector.  
  • Knowledge of the health service delivery landscape in Bangladesh—private, Government of Bangladesh, and NGOs.  In-depth knowledge of the Surjer Hashi Network preferred but not required.
  • Successful experience directing multidisciplinary teams. Preference will be given to those candidates that have a proven track record simultaneously managing project teams in a way that provides the requisite oversight yet empowers staff to solve their own problems, make their own decisions, and establishes trust.
  • Ability to communicate verbally and in writing in English.

Location of Assignment
The location of this assignment is Dhaka, Bangladesh, with periodic travel throughout the country required.
