PSI, together with a team of international and local partners, will implement the USAID-funded Advancing UHC in Bangladesh (AUHC) project to transform the world’s largest NGO network of maternal and health clinics across 64 districts in Bangladesh into a sustainable, pro-poor social enterprise, the Surjer Hashi Network (SHN), to advance the country’s progress toward universal health coverage.

We are looking for a dynamic and self-motivated Quality Assurance Systems Manager who will manage and support the design, development and implementation of Quality Standards, Assessment Tools, and Quality Assurance Systems – including HNQIS [Health Network Quality Improvement System], a DHIS2 based application. The QA System will measure and evaluate the quality of care delivered by the SHN providers and affiliated partners across all districts to ensure standards of service delivery are met.

The ideal candidate will have a passion for public health, possess excellent problem solving and analytical skills, and drive high-quality, creative work independently. This position will collaborate closely with members of AUHC project technical team as well as PSI’s Global Business Systems and Quality Assurance team.

Your contribution

In this role you will lead the following key activities: 

  • Quality Standards, Assessments, Compliance and Measurement
  • Ensure that services provided are fit for purpose, consistent and meet both external and internal requirements, including client satisfaction and expectations.
  • Build Quality Assurance and Quality Improvement plans and adhere to stakeholder expectations on the delivery of the same.
  • Assist in conducting and reviewing QA surveys data and reports.
  • Identify deficiencies in the quality of service delivery and establish effective mechanisms for providing feedback on quality assessment findings, as well as improvements.
  • Ensure compliance with applicable regulatory and accrediting quality standards under the guidance of the Systems Design Advisor and QA & QI Director.
  • Coordinate routine data quality audits and internal and external audits of the project
  • Overall Design and Implementation of Quality Assurance Systems and Tools
  • Assist the Systems Design Advisor in the design and implementation of project-wide QA System and Tools to measure and/or appraise whether providers meet the Surjer Hashi Network standards of service delivery.
  • Provide technical expertise and initiatives in quality assessment activities and tools
  • Identify project requirements and health network needs to build quality assurance
  • Support the assessment for suitability of vendors to meet project’s quality data requirements and needs
  • Meet and liaise with vendors for most efficient and cost-effective products, services and acquisition of system resource
  • Manage the design and roll-out of the new QA Systems and Tools, including HNQIS
  • Work closely with the MIS Manager to ensure all Quality Systems Tools and Assessments integrate seamlessly into the overarching program MIS
  • Ensure the system’s and tools’ functionalities allow effective quality monitoring and evaluation
  • Management and Capacity Building
  • Provide support on capacity building of providers as well as staff to ensure they understand and practise SHN definitions of quality standards.
  • Manage resources efficiently to ensure the budget and quality objectives are met
  • Provide progress and forecast reports during QA System design and implementation phases as requested
  • Ensure standardization and optimization of quality and data collection
  • Meticulous documentation, Quality SOP and protocol development, and written trail for all Quality Systems and Assurance related steps and decisions taken

What are we looking for?

  • Post-graduate degree in Public Health, Science, Medicine or a related field
  • Minimum 5 years of relevant work experience
  • 3 years direct experience working with Quality Assurance and related systems and tools
  • 2 years direct experience as a Quality manager for public health related project
  • Good understanding of family planning and reproductive and maternal health policies and practices in developing countries
  • Strong knowledge of quality standards and monitoring and evaluation in public health programs
  • Knowledge of system design methodologies and best practices in quality assurance
  • Hands-on experience with quality assurance systems and tools
  • Familiarity with DHIS2 management systems; DHIS2 management skills preferred
  • Proven data analysis, data verification, and problem-solving abilities
  • Good project management skills and/or substantial exposure to project-based work
  • Excellent written and oral communication skills
  • Ability to communicate ideas in both technical and user-friendly language
  • Experience working in a team-oriented, collaborative environment
  • Ability to build capacity of individuals and teams at various levels within the organization
  • A Bangladeshi national
  • English fluency required
