PSI, together with a team of international and local partners, will implement the USAID-funded Advancing UHC in Bangladesh (AUHC) project to transform the world’s largest NGO network of maternal and health clinics across 64 districts in Bangladesh into a sustainable, pro-poor social enterprise, the Surjer Hashi Network (SHN), to advance the country’s progress toward universal health coverage.

We are looking for a dynamic and self-motivated MIS Manager who will manage and support the design, development and implementation of a Management Information System central to the Surjer Hashi Network Program. This position will apply analytical and efficient systems and data management skills to ensure availability of accurate operational information and analysis on a timely manner to aide in project-wide evidence-based decision making.

The ideal candidate will have a passion for business elevation through data use, possess excellent problem solving and analytical skills, and drive high-quality work independently. This position will collaborate closely with members of AUHC project technical team as well as PSI’s Global Business Systems and Quality Assurance team.

Your contribution

In this role you will lead the following key activities: 

  • Overall MIS Design and Implementation
  • Assisting the Systems Design Advisor in the design and implementation of a project-wide MIS that allows the project to monitor and achieve its objectives
  • Provide technical expertise in assessing IT systems and initiatives to design the MIS
  • Identify system requirements and project needs to design the MIS
  • Support the assessment for suitability of vendors to meet project’s data requirements and needs 
  • Meet and liaise with vendors for most efficient and cost-effective products, services and acquisition of system resource
  • Manage the deployment and roll-out of the new MIS
  • Ensure appropriate and seamless integration of external systems, such as HNQIS and EMR into overarching project MIS
  • MIS Management and Innovations
  • Manage and troubleshoot day-to-day MIS use and system issues
  • Develop analytical plans to enhance the role of data in the project through the MIS
  • Regularly review the role of the MIS in the project and initiate improvements
  • Ensure the system’s functionalities allow effective data monitoring and evaluation
  • Provide teams with any needed critical information for decision making from any MIS sub-system
  • Build capacity within teams to utilise the MIS effectively and efficiently
  • Project Management
  • Manage resources effectively and efficiently to ensure the budget and MIS project objectives are met
  • Continuously manage MIS expectations with stakeholders throughout the design and implementation lifecycle
  • Provide progress and forecast reports during MIS design and implementation phases as requested
  • Ensure standardization and optimization of data and systems
  • Meticulous documentation, SOP development, and written trail for all MIS/data related steps and decisions taken
  • Well thought-out decisions and implementation of MIS for the specific project needs and types of user, taking into consideration appropriate technologies, budget, scale, reporting requirements, program critical applications/functions, competing priorities, and user skills/capacities.

What are we looking for?

  • Undergraduate degree in Software Engineering, Computer Science, Information Technology or a related field
  • Minimum 5 years of work experience, including experience in general purpose programming languages (C++, Python, Java, JavaScript, PHP etc.), ERPs and RDBMS (Oracle, PostgreSQL, MySQL etc.)
  • 3 years direct experience in handling the design, development, and implementation of data and/or IT systems
  • 2 years direct experience as a systems manager for application integration and/or ERP/MIS
  • Experience with Business Intelligence solutions e.g. Crystal reports, Power BI
  • Strong knowledge of system design methodologies and industry best practices
  • Hands-on experience with ad hoc query programs, automated testing tools, and reporting software
  • Familiarity with DHIS2 management systems; DHIS2 management skills preferred
  • Proven data analysis, data verification, and problem-solving abilities
  • Experience with statistical reporting and analysis
  • Good project management skills and/or substantial exposure to project-based work
  • Excellent written and oral communication skills
  • Ability to communicate ideas in both technical and user-friendly language
  • Experience working in a team-oriented, collaborative environment
  • Ability to build capacity of individuals and teams at various levels within the organization
  • A Bangladeshi national
  • English fluency required
