PSI, together with a team of international and local partners, will implement the USAID-funded Advancing UHC in Bangladesh (AUHC) project to transform the world’s largest NGO network of maternal and health clinics across 64 districts in Bangladesh into a sustainable, pro-poor social enterprise, the Surjer Hashi Network (SHN), to advance the country’s progress toward universal health coverage.

We are looking for a dynamic and self-motivated EMR and HNQIS Manager who will manage and support the design, development and implementation of an Electronic Medical Records (EMR) system, central to the SHN Program. This position will also support the Quality Assurance Systems Manager with the roll out of HNQIS [Health Network Quality Improvement System], a DHIS2 based application, used for ensuring service delivery standard. This position will apply analytical and efficient systems and data management skills to ensure clinic and client data management and tracking, as well as enabling improvements and uphold of standards of service delivery.

The ideal candidate will have a passion for public health and data use, possess excellent problem solving and analytical skills, and drive high-quality work independently. This position will collaborate closely with members of AUHC project technical team as well as PSI’s Global Business Systems and Quality Assurance team.

Your contribution

In this role you will lead the following key activities: 

  • EMR System and HNQIS Design and Implementation
  • Assisting the Systems Design Advisor in the design and implementation of a project-wide EMR system that allows clinics within the SHN to monitor, track and deliver customized service and cost packages to clients
  • Provide technical expertise in EMR solutions and their customizations to fit the SHN needs
  • Identify system requirements and project needs to design the EMR solution
  • Support the assessment for suitability of vendors for the EMR system
  • Meet and liaise with vendors for most efficient and cost-effective products, services and acquisition of system resource
  • Manage the deployment and roll-out of the EMR system
  • Integrate a feasible Unique Identifier (UID) mechanism with the EMR system for optimization of EMR functionalities and service delivery standards
  • Ensure compliance with applicable regulatory and accrediting data privacy and security standards under the guidance of the Systems Design Advisor and QA & QI Director.
  • Work closely with the QA Systems Manager and Global Business Systems Team to manage the design and roll-out of HNQIS
  • Ensure appropriate and seamless integration of the EMR and HNQIS systems and their data into overarching project MIS
  • EMR and HNQIS Management and Innovations
  • Manage and troubleshoot day-to-day EMR use and system issues
  • Develop analytical plans to enhance the role of client data in the project
  • Regularly review the EMR and HNQIS systems and initiate improvements
  • Support capacity building of clinics and facility staff within SHN to use the EMR system effectively
  • Project Management
  • Manage resources effectively and efficiently to ensure the budget and EMR and HNQIS systems objectives are met
  • Continuously manage expectations with stakeholders throughout the design and implementation lifecycle
  • Provide progress and forecast reports during design and implementation phases as requested
  • Ensure standardization and optimization of data and systems
  • Meticulous documentation, SOP development, and written trail for all EMR and HNQIS related steps and decisions taken
  • Well thought-out decisions and implementation of EMR and HNQIS systems for the specific project needs and types of user, taking into consideration appropriate technologies, budget, scale, limitation in the field, reporting requirements, program critical applications/functions, competing priorities, and user skills/capacities.

What are we looking for?

  • Undergraduate Degree in Software Engineering, Computer Science, Information Technology or a related field; Graduate degree in Public Health, Science, Medicine or a related field preferred
  • Minimum 5 years of work experience, including experience in general purpose programming languages, ERPs/MIS and Health Information Systems  
  • 3 years direct experience in handling the design, development, and implementation of Health Information Systems
  • 2 years direct experience as a systems manager for Health Information Systems, preferably Electronic Medical Records
  • Strong knowledge of system design methodologies and industry best practices
  • Hands-on experience with automated testing tools, and reporting software
  • Strong knowledge of data privacy and personal data protection acts in Bangladesh
  • Proven data analysis, data verification, and problem-solving abilities
  • Experience with statistical reporting and analysis
  • Good project management skills and/or substantial exposure to project-based work
  • Excellent written and oral communication skills
  • Ability to communicate ideas in both technical and user-friendly language
  • Experience working in a team-oriented, collaborative environment
  • Ability to build capacity of individuals and teams at various levels within the organization
  • A Bangladeshi national
  • English fluency required
