Seeking Architect and Engineering Consultant

Background. Chemonics International is an US-based company implementing the Advancing Universal Health Coverage (AUHC) Activity. The AUHC project is a USAID-funded health initiative to assist the goals of the Government of Bangladesh to significantly expand access to safe, affordable and quality health services, while increasing financial protection, particularly of the poor, in support of the Government of Bangladesh’s National Health Care Financing Strategy (2012-2032).

One of the principal components of the AUHC activity is the establishment of the Surjer Hashi Network (SHN), a locally registered, not-for-profit social enterprise. As part of this establishment and operationalization, SHN has leased 3,800 sq. ft. of commercial space for two years as office accommodations.

General Summary

Chemonics requires the services of an architect and engineering consultant to advise and oversee renovations to a leased commercial space for SHN in Dhaka. The consultant shall assess the leased space, develop floor plans for the renovated office, review and provide technical input for the request for quotations (RFQ) for construction/renovation of the leased space, assist in the evaluation of offerors, and ensure the quality of renovation work. The consultant will also oversee the work of the firm selected to perform the construction/renovation work.

Principal Duties and Responsibilities

This assignment includes two phases: design and implementation. The architect and engineering consultant shall be responsible for the tasks outlined, but not limited to,in the following:

Design Phase

  • Visit the project site to assess the site and gather any supplemental site data necessary to develop the draft and final designs.
  • Participate in design review meetings with designated staff from AUHC and SHN until the floor plans are finalized. The review meeting shall be frequent enough to keep all parties informed of design progress and to enable decisions to be made by either AUHC and SHN representatives. Chemonics reserves the right request a design review meeting with the Consultant as it deems necessary.
  • Prepare a preliminary cost estimate or bill of quantities for the design which indicates items of work, units of measurement, quantities of work, rate for doing the work, and total value of the work.
  • Ensure designs comply with national Bangladesh building and life safety codes as well as any specific local construction standards for Dhaka.
  • Deliver final floor plans that shall be sufficiently detailed to permit construction contractors to submit responsive bids. Chemonics reserves the right request revisions to the final designs as it deems necessary.

Bidding Phase

  • Work with project technical team and counterparts to develop technical specifications for RFQ documents.
  • Assist in answering all bidders inquiries pertaining to the design.
  • Provide technical input and respond to questions or clarifications from the evaluation committee on the bids for a construction firm to perform the renovations
  • Provide technical input and respond to questions or clarifications from AUHC representatives to finalize the subcontract for the selected construction firm.

Construction Phase

  • As needed, the consultant shall clarify the design intent and correct any errors or omissions in the original documents.
  • Monitor construction implementation to ensure proper completion of contract in accordance with project specifications and to account for potential deficiencies in critical aspects of the work or to reject defective materials and workmanship.
  • Provide construction oversight for assigned renovations including periodic milestone inspections for compliance with required standards.
  • Provide construction oversight to ensure the construction firm adheres to the contractual quotations and time schedules.
  • Provide a weekly progress report of each major task to ensure proper completion of tasks as agreed in the construction contract and document any deficiencies observed and corrective actions taken.
  • Ensure renovation activities comply with national Bangladesh building and life safety codes as well as any specific local construction standards for Dhaka.
  • Perform any other duties to support design and build out of as requested by designated AUHC and SHN staff.

Deliverables

  • Final detailed plans (CAD drawings) and written specifications for office design/construction based on discussions with the AUHC designated staff
  • Bill of quantities and written technical specifications, including an overall initial cost estimate (and any other input requested), for development of RFQ for office construction/renovation
  • Written evaluation worksheets of the offers submitted in response to the RFQ for construction/renovation
  • Weekly written progress reports and final inspection report of completed construction/renovation work

Level of Effort and Period of Performance

The total level of effort for this assignment is estimated at 16 days beginning on or about November 1, 2018 and ending on or about December 31, 2018.

Job Qualifications

  • Required Bachelor’s degree in interior architecture, engineering, or related area of study
  • Minimum five years of experience performing office property assessments and interior design drawings and blueprints, or related work
  • Minimum five years of experience overseeing office build-outs.
  • Ability to work quickly and professionally
  • English speaking and written proficiency required
