Deputy Chief of Party - Finance and Operations

Background:
The Advancing Universal Health Coverage (AUHC) Activity is USAID-funded health initiative to assist the goals of the Government of Bangladesh to significantly expand access to safe, affordable and quality health services, while increasing financial protection for the poor. Specific project objectives are:

  • Develop and implement a program to transform the Smiling Sun Network into a centrally managed, sustainable private social enterprise
  • Adopt proven innovative approaches to create new strategies to expand access to and uptake of essential service packages
  • Develop and implement sustainable financial systems to facilitate expanded coverage and ensure equitable access to health services
  • Improve the quality of care
  • Improve program strategies drawn from lessons learned (crosscutting)

Position Description:
The Deputy Chief of Party for Finance and Operations (DCOP) is responsible for assisting the Chief of Party (COP) with development and implementation of management systems and supervision of project operations and staff. S/he will ensure the coordination and coherence of and adherence to U.S. government regulations and Chemonics’ corporate and field office policies. The Deputy Chief of Party for Finance and Operations will serve as acting Chief of Party, as directed, and will work closely with AUHC’s finance, operations and procurment teams as well as Chemonics home office staff to ensure consistent practices are instituted.

Principal Duties and Responsibilities:

  • Ensure proper administration of the program through the supervision of the project finance, grants, procurement and administrations teams.
  • When required, provide finance and administrative technical assistance to the Surjer Hashi Network (SHN), and other AUHC grantees and subcontractors.
  • Track and report quarterly on project financial management indicators.
  • Support chief of party to develop, implement and maintain key management systems that will support project planning, reporting, and performance management; financial management; property and technical procurement systems; grants management; and personnel management.
  • Monitor and support the standardization of operational systems and policies across the AUHC project.
  • Ensure compliance with U.S. Government regulations, Chemonics’ corporate policies, the laws of the Government of Bangladesh.
  • Serve as acting chief of party – fully delegated responsibility and decision-making for technical and administrative project implementation and management – as directed.
  • Other duties as assigned.

Requirements:

  • A Masters’ Degree in Finance, Accounting, Management or another relevant field.
  • 8-10 years experience managing a development project with a minimum of 5 years experience as either a COP, DCOP or senior manager on a USAID-funded project. Strong preference will be given to those candidates that have USAID contract experience.
  • Knowledge of US Government financial, procurement, grants and compliance regulations.
  • A proven track record simultaneously managing project teams in a way that provides the requisite oversight yet empowers staff to solve their own problems, make their own decisions, and establishes trust.
  • Demonstrated ability to work independently with minimal day to day direction.
  • Ability to communicate verbally and in writing in English.
