NGO Transition Advisor

Background. The Advancing Universal Health Coverage (AUHC) Activity, implemented by Chemonics International, is USAID-funded health initiative to assist the goals of the Government of Bangladesh to significantly expand access to safe, affordable and quality health services, while increasing financial protection for the poor. Specific project objectives are:

  • Develop and implement a program to transform the Smiling Sun Network into a centrally managed, sustainable private social enterprise
  • Adopt proven innovative approaches to create new strategies to expand access to and uptake of essential service packages
  • Develop and implement sustainable financial systems to facilitate expanded coverage and ensure equitable access to health services
  • Improve the quality of care
  • Improve program strategies drawn from lessons learned (crosscutting)

Purpose. Over the next year, the AUHC project will transition the management of 399 Surjer Hashi Network (SHN) clinics that are currently being managed by 25 NGOs to a newly formed social enterprise. This will involve changing the employment status of over 6,000 clinic staff, re-negotiating clinic facility leases, acquiring licenses for various Government of Bangladesh entities to legally operate clinics and provide services, as well as monitoring the day to day management of clinical services. The NGO Transition Advisor will work as part of the NGO Transition Team whose responsibility it is to ensure that this transition occurs as seamlessly as possible. In addition, this team is responsible for developing clinic level technical assistance plans to prepare as many clinics as possible to gain full entry into the Surjer Hashi Network. This position will report to the Senior NGO Transition Advisor.

Principal Duties and Responsibilities

  • Assist with the transition of NGO clinics to SHN;
  • Develop and help implement clinic-level technical assistance plans so that clinics have the capacity to fully join the SHN network;
  • Ensure that clinics are using the various SHN clinic management protocols and standards;
  • Tracking clinic services statistics and analysis the trends of income and expenditure toward clinic sustainability.
  • Collaborate with the AUHC Quality Team to ensure that clinical services are delivered in a way that is consistent with the SHN quality guidelines;
  • Work with the AUHC Training Manager to identify staff training needs;
  • Participate in the development of the AUHC training plan that will be developed by the AUHC Training Manager;
  • Work with local authorities and Government of Bangladesh entities to ensure that all clinics have the appropriate licenses and permissions to operate;
  • Provide inputs to business planning process of individual clinic
  • Identify the service expansion potential and led the expansion process.
  • Internal coordination and communication among other technical team in line with clinic transition.
  • Provide input to AUHC progress reports, work plans and other deliverables as required; and
  • Other duties as assigned by the Senior NGO Transition Advisor.

Qualifications.

  • Minimum of a Master’s degree in public health, international development, education, or another relevant field.
  • At least five years professional experience in the management of health programs.
  • In-depth knowledge of the Smiling Sun Network strongly preferred.  
  • Knowledge of health service delivery in Bangladesh required.
  • Excellent communication skills, the ability to coordinate across teams, flexibility, and ability to multitask.
  • Bilingual in English and Bangla.
  • Good analytical ability and writing skills.

Location of Assignment

The location of this assignment is Dhaka, Bangladesh with intermittent travel to the SHN clinics.
