Caritas Switzerland (CaCH) is an International NGO inviting applications from eligible candidates (men and women) for the Coordinator for its “Emergency Response to the Rohingya Refugees crisis in Bangladesh through provision of shelter and WASH services” project.  This is a contractual position and the duration of the contract is six months (may be extendable).  The position is based in Cox's Bazar, Bangladesh with frequent visits to field locations

A. Goal and General Framework of the Position:

The position is to ensure effective coordination and quality implementation of the Rohingya Crisis Response project titled “Emergency Response to the Rohingya Refugees crisis in Bangladesh through provision of shelter and WASH services” to be implemented by the partner organization of CaCH. The Coordinator, Rohingya Response Project will be responsible for overseeing of implementation in close collaboration with implementing partner and relevant Government and UN organizations under the guidance of CaCH Bangladesh Country Office in Dhaka. The role of Coordinator is a key contact point between Cox’s Bazar response team and Country Office. The Coordinator will ensure monitoring of the quality and timely delivery of the project activities.

B. Overall Responsibilities of the Coordinator:

The Coordinator in close coordination & under direct supervision of the Country Director of CaCH is responsible to foster and facilitate synergy between CaCH and implementing partner organization towards joint planning, execution, monitoring in a timely manner maintaining quality program delivery and reporting to back donor. S/he ensures that all project activities are in progress as per Project Proposal, Logical Framework, Gantt Chart, Budget and other program documents.

Overall main responsibilities of the Coordinator include:

  • Ensure coordination and follow up of all level of activities under the Rohingya Crisis Response Project maintaining good relationship with partner organization.
  • Forge multi-stakeholder (government agencies, local administration, UNHCR, IOM & RRRC, different clusters such as Shelter, WASH, Food, Protection & Health and other Rohingya crisis response actors) cooperation and coordination towards achieving project goal; and
  • Ensure donor compliance and quality assurance of the program delivery (incl. planning, reporting, budgeting and implementation).

C. Required Qualifications & Competencies:

Formal Education: 

  • Masters in Social Science/Development Studies/Disaster Management.

Professional Experience:

  • At least 7 years of professional experience in humanitarian/emergency contexts
  • At least 5 years’ experience on emergency responses (food/ NFI distributions, logistics and WASH support)
  • At least 3 years of experience in management of programs in INGOs.
  • Previous experience in the region would be an asset
  • Familiarity with Bangladesh, Government policies & priorities in Emergency Response and Crisis Management. 
  • Several years of experience in project monitoring and evaluation.
  • Expertise in project financial management.
  • Excellent understanding of the international donor community.
  • Sufficient knowledge and understanding of NGO works.
  • Links with national, international NGOs and donor agencies including government bodies.

D. Further Knowledge

  • Excellent analytical, critical thinking and decision-making skills.
  • High pro-activeness and creativity.
  • Excellent written and oral English language skills.
  • Very good intercultural communication, leadership and negotiation skills.
  • Firmness and team spirit.
  • Ability and willingness to cope with situations of pressure.
  • Interest and motivation to actively engage in the themes that Caritas engages; incl. interest in the exploration of new potential fields.
  • Familiar with Core Humanitarian Standards, Code of Conduct of IFRC, SPHERE etc.
  • Able to lead a team with a set of resources.
