Position: Program Officer (WASH)

Age: Maximum 45 years

Job Location: Ukhia/Teknaf/ Cox’s Bazar

Salary : Tk. 50,000-60,000 (Consolidated) per month.

• Masters or equivalent degree preferably in Disaster Science and Management, Social Sciences or relevant field from any recognized  university.
• Professional qualification or Diploma in the Civil Engineering will be an added value.
• Minimum 3 years of experience in leading WASH management component.
• Should be self driven and positive to work in a team.

• Strong verbal and written English communication skills.
• Knowledge on local language will be given preference.

• Responsible for the overall monitoring and timely and effective implementation WASH related activities of project. 
• Field visit to the project areas regularly for close monitoring as well as verify the qualities and quantities of the above activities.
• Guide Field Officers/Site Engineers for implementation of WASH related activities of projects like latrine construction, tube well installation, awareness raising on hygiene promotion, and community mobilization etc.
• Maintain team spirit among the staff members and keep linkage with other operational areas.
• Prepare drawing, design, cost estimate and analyze of rates for shelter, site development and other infrastructure construction works.
• Maintain effective liaison with related stakeholders.
• Assist Team Leader-Project to prepare the reports for the project.
• Assists in maintaining trackers for budget monitoring, level of effort utilization.

Position: Accounts Officer

Age: Maximum 45 years

Job Location: Ukhia/Teknaf/ Cox’s Bazar

Salary : Tk. 40,000-60,000 (Consolidated) per month.

• M. Com/ MBA preferably with Honors in Accounting/ Finance from any recognized University
• Minimum 2 years working experience in the similar job in any reputed organizations.
• Experience in working with UN projects will be an added value.
• Experience in preparing/ monitoring budgets, revision of budgets, variance analysis.
• Knowledge and skill in operation of Computer and ICT.
• Strong skills in administration, finance, and process management.
• Should be self driven and positive to work in a team.
• Strong verbal and written English communication skills.
• Knowledge on local language will be given preference.

• Maintain books of accounts of the project and ensure smooth functioning of the accounting systems and record keeping pertaining to the project.
• Store and preserve all the valuable and necessary documents and records related to project accounting.
• Maintain Accounting Software for Project Accounts and update regular posting, where necessary.
• Report on daily cash balance.
• Maintain Fixed Asset Register and stock registers of Project.
• Preserve all project related documents/ records/ data including hard and soft copy back-up.
• Assist the Senior Accounts Officer for preparing annual budget, budget control and financial monitoring.
• Regularly update information (accounting) and book keeping as per accepted principals of Project Memorandum, agreement and rules of Caritas Bangladesh.
• Assist the Senior Accounts Officer to prepare monthly and periodical financial statements, fund requisition and correspondence with the respective banks .
• Assist and cooperate Internal and External audit of the Project.
• Support for administrative affairs of the project with regard to the procurement of goods, materials, equipments and staff matters.

4.

Position: Logistics and Procurement Officer

Age: Maximum 45 years

Job Location: Ukhia/Teknaf/ Cox’s Bazar

Salary : Tk. 40,000-60,000 (Consolidated) per month.

• M.Com/MBA from any recognized university.
• Minimum 3 years working experience in the similar job in any reputed organizations.
• Should be self driven and positive to work in a team.

• Strong verbal and written English communication skills.

• Knowledge on local language will be given preference.

• Support and administer all travel related tasks as advised by Project Direct.
• Responsible for proper and timely maintenance of vehicle and related vehicle documentation.
• Prepare payment to the vendors with proper approval from Project Director through following Caritas Procurement Policy.  
• Support/ Assist other project staff by maintaining technical infrastructure (procurement for Printer cartridge); arranging for equipment servicing and repairs when needed as advised by the Program Director.
• Creating and updating the national and international staff contact lists (tel, mobile, e-mail and address lists) as required.
• Assist in activities such as meetings, conferences and workshops.
• Manage the ticket booking, arrival support if needed Airport Visa on Arrival service, pick ups by the vehicle, and track all communications as advised by Program Director/ other senior staffs of Project.  
• Manage hotel reservations for visitors or new staff as needed. Provide the visitors’ brief as updated and Bangladesh Constant Companion Card to all visitors upon their arrival.
• Responsible for processing procurement related works of the project. 
• Prepare tender notice and arrangement for sending those to vendors for collecting quotations.
• Prepare work orders and visitor’s bills etc.
• Monthly checking of stationery register, courier and franking machine bills.

5.

Position: Field Officer (WASH)

Age: Maximum 45 years

• Taking all sorts of initiatives for proper implementation of WASH related activities of projects like latrine construction, tube well installation, awareness raising on hygiene promotion, and community mobilization etc.
• Guide Community Facilitators for proper implementation of community mobilization activities under the project.  
• Maintain team spirit among the staff members of Caritas and keep linkage with other operational agencies of the areas.
• Assist to prepare drawing, design, cost estimate and analyze of rates for WASH and other infrastructure construction works.
• Maintain effective liaison with project offices, relevant Govt. department, NGOs, community leaders (Majhi) and other stakeholders working in the project area for smooth implementation of the projects.

Position: Field Officer (Shelter)

Age: Maximum 45 years

Job Location: Ukhia/Teknaf/ Cox’s Bazar

Salary : Tk. 40,000-60,000 (Consolidated) per month.

• Bachelor degree preferably Disaster Science and Management, Social Sciences or relevant field from any recognized  university.

• Diploma in the Civil Engineering will be an added value.

•  Minimum 1 years of experience in leading DRR component.
• Should be self driven and positive to work in a team.

• Strong verbal and written English communication skills.
• Knowledge on local language will be given preference.

• Responsible for the overall monitoring and timely and effective implementation of shelter related projects activities of allocated area.

• Taking all sorts of initiatives for proper implementation of shelter and site development related activities of projects like emergency, upgrade and durable shelter construction, path/road construction, making of steps, bridges, slope protection  and community mobilization etc.
• Guide Community Development Facilitator for proper implementation of community mobilization activities under the project.  
• Maintain team spirit among the staff members of Caritas and keep linkage with other operational agencies of the areas.
• Assist to prepare drawing, design, cost estimate and analyze of rates for shelter and site development infrastructure construction works.
• Maintain effective liaison with project offices, relevant Govt. department, NGOs, community leaders (Majhi) and other stakeholders working in the project area for smooth implementation of the projects.
• Assist Program Officer to prepare the reports for the project.

7.

Position: Team Leader (Operations)

Age: Maximum 45 years

Job Location: Cox’s Bazar

Salary : Tk 80,000-1,00,000 (Consolidated) per month.

• Masters Degree from any recognized  university.

• Minimum 3-5 years of managerial experience in similar position in an NGO, preferably in INGO.
• Excellent planning and organization skills and experience on project/operation management systems.
• Strong verbal and written English communication skills.
• Supervisory experience and management and team building skills, especially in a multicultural setting.
• Should be self driven and positive to work in a team.
• Knowledge on local language will be given preference.

• Responsible for the day-to-day operations for the Project.
• Assists Project Director with project budget preparation, monitoring, and reporting.
• Prepare activity-level budgets under the guidance of the Program Director.
• Assist in maintaining trackers for budget monitoring, level of effort utilization.
• Develop and maintain the various project management trackers.
• Carry out periodic project-related research as requested.
• Ensure CB’ systems policies, Standard Operating Procedures, donor policies and applicable local regulations are understood and complied with at all times.
• Work closely with Program Director to mitigate fraud, conflict of interest and ensure accountability
• Visit, assess and support field sites to ensure operational systems are maximized.
• Communicate with the field level employees in the project, as well as higher-level employees such as senior leaders and management.
• Ensure that transparent and accountable procurement systems are in place, with appropriate controls and that policies are being followed, manage relationships with key vendors, and ensures procurement activities are properly and fully documented.
• Oversee and implement standard warehouse/stores management procedures and monitoring stock levels and advise on appropriate stocking to meet project demands.
• Oversee facility and assets management; ensuring that security standards are maintained at all premises.

8.

Position:  Manager-MEAL

Age: Maximum 45 years

Job Location: Cox’s Bazar

Salary: Tk.1,00,000-1,15,000/-(Consolidated) per month.

• Masters Degree in Economics/Development or Social Studies / Statistics from any recognized  university or related field & experience
• Minimum 3-5 years of experience in the areas of MEAL in emergency response in any  NGO, preferably an INGO.
• Excellent skills in designing and planning of M&E and methods, tools development and execute by APPS development for data collection by using tablets.
• Excellent database management skills in Microsoft Excel, Access, and transmitted data via internet with statistical analysis by using SPSS,commcarehq, internet transmitted data, STATA, EpiInfo, etc.
• Strong analytical skills and able to prepare regular monitoring report, evaluation report, rapid assessment in different issues on emergency response as well as MEAL report.
• Strong verbal and written English communication skills with information management systems.
• Should be self driven and positive to work in a team.
• Knowledge on local language will be given preference

• Provide technical support for planning, designing and implementation of MEAL and conduct different rapid assessments such as social and economic vulnerability, feedback mechanism, need assessment, gender analysis, stakeholder analysis, baseline study by using different methods in emergency responses.
• Develop and review theories of change, setting indicators for Shelter NFI, Food security, Protection, CFS, WASH, health, nutrition, site development, upgradation and management in emergency response for M&E.
• Develop and application of appropriate Methods for MEAL in emergency response and designing tools and materials by APPS development for data collection by using tablets.
• Prepare MEAL report, M&E report and different necessary rapid assessment report on emergency response and timely delivery to the team leader complying with donor requirements and share with project management, implementing partners and stakeholders.
• Ensure project monitoring systems provide timely, high quality data that is consistently collected, analyzed and shared with project management, implementing partners and stakeholders.
• Collaborate with project/program managers to co-facilitate quarterly learning to action discussions that include reflection on project monitoring data to inform evidence-based decision making and action planning.
• Provide technical assistance to MEAL systems of emergency response project for the forcibly displaced Myanmar nationals and ensure the quality and integrity of all data gathered.
• Ensure all monitoring data is recorded in the project databases and tracking tools in a timely and accurate manner.
• Assist Project Director and project staffs in preparation of timely, high quality donor and project progress reports.
• Develop and co-facilitate M&E workshops/training for project staffs as needs are identified by Project Director.
• Conduct or support period reviews of project M&E systems to refine M&E practices and systems and to address gaps or challenges.

9.

GIS Manager

Age: Maximum 45 years

Job Location: Cox’s Bazar

Salary : Tk. 1,00,000-1,20,000 (consolidated) per month.

• Masters Degree in Geography or Environmental Science or any-related field.
• Minimum of one (1) year experience in GIS preferably working with NGOs or government agencies.
• Experience in working and implementing NGO-related projects preferred.
• Training in GIS a must. Training in CommCare is preferred.

• Must know how to use GPS collection devices (e.g. Garmin, Trimble, Bad Elf)

• Ability to build relationships and work with stakeholders on multiple levels including nongovernment organizations, donors, media groups, religious groups (Catholic, Muslim, etc.), and government units.
• Strong skills in developing organizational and community capacity including institutional strengthening, mentoring and coaching.
• Proven organizational skills and ability to manage multiple tasks simultaneously.
• Strong verbal and written English communication skills.
• Excellent interpersonal communication skills.
• Proficient in the use of ArcGIS Desktop/Pro and Online, MS Windows and MS Office programs.

• Assist in maintaining a GIS system for site planning and development, and ensuring compatiblity with UNHCR site planning systems.
• Plot points from a map onto the physical site boundary lines, community facilities, latrines, water points roads and drainages.
• Reversely plot the final location of the above facilities and infrastructure and feed it into the as built site plan.
• Assist in developing the site plan and information for assigned site to be upgraded and developed (Site Ref: BB and UU).
• Plan a schedule of GIS activity implementation according to the project’s Detailed Implementation Plan and ensure implementation. Notifies supervisor of any deviations from the plan or needed adjustments.
• Provide technical assistance to staff and site beneficiaries in areas of risk, vulnerability, hazard and asset mapping. Develops training or communications materials as needed.
• Share maps and data with the Inter Sector Coordination Group (ISCG), UNHCR clusters, local government, and other interested parties.
• Contribute to an information management system for the tracking of project indicators, in coordination with M&E staff and the rest of the team.
• Analyzes monitoring and evaluation data related to Rohingya response, with M&E and Protection Unit support as needed, to identify challenges and suggest areas for program quality improvement. Ensure Rohingya response targets in the project as met.
• Monitor project through site visits and interviews with site beneficiaries. Prepares field reports.
• Support related project evaluations and project reviews and learning events in consultation with the immediate supervisor and the M&E and Protection Unit.
• Provide information to supervisor on cash forecasting and spending plans for GIS activity procurement and budgets.

Position: Senior Accounts Officer

Age: Maximum 45 years

Job Location: Cox’s Bazar

Salary : Tk. 80,000-1,00,000/- (consolidated) per month.

• M. Com/ MBA preferably with Honors in Accounting/ Finance from any recognized University.
• Professional qualification, such as CA-CC shall be treated as additional qualification.
• Minimum 3 years working experience in the similar job in any reputed organizations.
• Experience in UN Project/Program will be an added value.
• Experience in preparing/ monitoring budgets, revision of budgets, variance analysis.
• Knowledge and skill in operation of Computer and ICT.
• Strong skills in administration, finance, and process management.
• Strong verbal and written English communication skills.

• Liaise closely with Regional Director, Project Director, Field Offices & partners’ finance team in implementing the accounting  and financial system as per the standard policies of Caritas and as per the regulations stipulated in the project agreement.
• Lead finance and admin related matter of the field offices.
• Maintain books of accounts of the project and ensure smooth functioning of the accounting systems and record keeping pertaining to the project.
• Store and preserve all the valuable and necessary documents and records related to project accounting.
• Regularly update information (accounting) and book keeping as per accepted principals of Project Memorandum, agreement and rules of Caritas Bangladesh.
• Supervise and guide the project and field level accounts team. Conduct internal review visits for regularizing the accounts and inventory at all the levels and ensure that all policies are complied with.
• Prepare monthly and periodical financial statements, fund requisition and correspondence with the respective banks.
• Prepare Budget Monitoring Review and Analysis report for smooth implementation of the project.
• Ensure the budgetary control. Remind the concerned project personnel to keep the expenditure within the budget limit. Assist and cooperate with team in other activities. 
• Fund Management of the Project (Cash forecast and cash disbursement) and ensure adequate fund flow to the Project to run the project activities smoothly.
• Arrange Internal and External audit of the Project.
• Financial Monitoring visit to Sub-grantee, Regional Office and Field Offices.
• Capacity building of the Accounts Personnel of field offices of the Project on Caritas Bangladesh rules and regulation.

Position: Monitoring and Evaluation Officer

Age: Maximum 45 years

Job Location: Ukhia/Teknaf/ Cox’s Bazar

Salary : Tk. 50,000-70,000/- (consolidated) per month

• Master’s degree in Statistics/Economics/Social Science preferably with honors from any recognized  university.
• Minimum 3 years working experience in the similar job in any NGO/INGO.
• Excellent data management (collection, entry, analysis and visualization) skills in Microsoft Excel, Access, or similar platforms. Familiarity with analysis software such as SPSS, STATA, EpiInfo, etc. is a plus.
• Strong verbal and written English communication skills.
• Strong analytical skills with the ability to detect and report inconsistencies
• Knowledge on local language will be given preference.

• Develop questionnaire, arrange field-testing before data collection and devise other materials needed to extract data pertaining to the activities.
• Take lead in providing support to upazila for collecting the required data and put mechanism in place for data validation.
• Prepare and implement monitoring tool for the project.
• Undertake field visit at project area as per demand of the project and make individual plan for collecting data for project monitoring purpose.
• Conduct baseline survey, Midline and Endline surveys on family profile of the project working/ implementing areas under guidance of Manager (M&E).
• Regularly update community based database.
• Measure project achievement as per log frame.
• Develop a MIS system for the project and prepare monitoring report.
• Monitor progress and performance of the project activities and prepare monitoring report of Project as and when needed.
• Share the periodic progress explaining the key accomplishment and major hurdles across upazila based on the M&E systems developed in the project. This will guide the senior leadership to take appropriate actions.
• Provide all the necessary information - analysed data, success stories and learning for preparing quarterly reports.
• Support UNHCR to maintain the M&E audit trails for the data reported by different levels.
• Assist in research activities, study/evaluation process, and data compilation and    provide necessary support in preparation of study/evaluation report of Project.
• Conduct training and help to develop the skills of the project personnel on various aspects of monitoring.
