The Senior Financial Analyst position is to manage Country Office grants/contracts and budget for her/his assigned portfolio, actively participate in Country Office cost proposal review process. This position is an integral member of CARE Bangladesh Finance team. She/he will also work on Financial System General ledger and Accounts Receivable Module Financial Activities to perform her/his responsibilities. The Financial Analyst will play a crucial role in providing high quality financial management information through standard Financial analysis to support an effective humanitarian operation in CO. She/he will be overall responsible to review and analyze the financial position of projects, liquidity position of the ongoing projects and compliance status of the signed contracts. The Senior Financial Analyst will analyze the spending pattern of the running projects against donor approved budget. She/he will also communicate directly with budget holders and ACD program, Budget manager /Finance Controller/ACDs on audit and other findings as applicable. The Senior Financial Analyst will prepare Management Information reports covering various financial issues. She/he assists Section Manager - Budget for preparation of monthly closing of accounts. She/he prepares various types of report and data in order to donor/ CARE HQ as per requirement.


II.  Responsibilities and Tasks:

Responsibility # 1: Prepare, review financial reports (including FD-4  audits) and perform analysis on assigned projects  for CO, donor and other counterpart etc.

  • Monthly / Quarterly/Bi-annually/Annually Donor Financial Report.
  • Prepare necessary worksheets to fill up the prescribed format of financial reports. On the basis of the above worksheets prepare the actual expenses report as per the prescribed format for onward submission to donor office.
  • Prepare Cash Call to donor or Arrange of Monthly FRLC to CARE USA through taking inputs from SM Budget and Projects Heads.
  • Preparing fund received entry and Adjusting Journal Entry, if require.
  • Preparing or arrange to prepare budget variance analysis report.
  • Arrange or Prepare Donor/ FD-4 Audit Report as per Donor/ NGOAB format.
  • Facilitate the external auditor during FD4 audit under NGO Affairs Bureau and assigned Project audit of CARE Bangladesh as per scheduled time.
  • Prepare necessary worksheets to fill up the prescribed audit report format, show vouchers and necessary documents to satisfy audit queries.
  • Receive final audit report and forward to Program Department for their onward submission to NGOAB.
  • Documented all information related to projects.
  • Ensure the entries for fund accounting and intra company transaction.

 

Responsibility # 2: Liaison with Budget holders , program including ACD Program and others stake holders ( CI, CARE departments, NGOAB, Field office etc) on routine financial issues of assigned projects

  • Liaison with budget holders, Project /program on routine Finance issues.
  • After each month end communicate project status to TLs/ ACD -Program etc.
  • Communicate Project heads on standard financial analysis and other review findings on Project/s spending, variance, fund situation, project stage of completion, closing and reporting related issues etc.
  • Communicate compliance issues and follow-up with the stake holders.
  • Highlight risk related to assign projects.
  • Follow up the fund transfer status of assigned projects after submission of the financial reports/cash call/FRLC.
  • Sending Annual Audit report to donors, Projects Coordinators and concerned other departments, if require.

 

Responsibility # 3: Ensure Financial data integrity through Standard Financial analysis and ensure timely action through appropriate coordination.

  • Prepare Shared Cost analysis for short term Projects and ensure cost recovery operations.
  • Identify the gap of the shared cost and communicate with key contacts.
  • Monitor exchange rates and identify action needed.
  • Communicates the low burn rate activities to key contacts for appropriate actions.
  • After closing of each month, reconciled Fund Balance.
  • Reconcile FC wise AR balances with Trial Balance.
  • Prepare the portfolio report on monthly basis and Collect the Stakeholders comments on that report. Highlight the major issues which need to close monitoring.
  • Perform any other financial analysis if required for business purpose.

 

Responsibility # 4: Review the new Cost Proposal or budget revision with details budget to ensure an effective cost proposal /revised Budget.

  • Review the details budget of a new cost proposal.
  • Reviewing budget revision for existing projects and ensure adjustments (if require).
  • Ensure that shared cost amount are budgeted to each proposal as appropriate.
  • Preparation of GCRC and CHECK List as per Agreement.
  • Review Agreement/IPIA/PIFA whether it’s possible to meet up the requirement before final review of supervisor and signing of Management.

 

Responsibility # 5: Prepare the Match plan, highlight the gap on monthly basis and communicate with Budget holders /other for appropriate actions.

  • Collect all required information from budget Holder and document match spending.
  • Review all information & input the actual facts for monthly/quarterly progress.
  • Update match requirements and funding status based on committed and likely grant information for appropriate decision.

 

Responsibility # 6: Upholding CARE Bangladesh value and ensuring its principles

  • Comply and exercise the organizational values and culture.
  • Help to promote rights, governance and gender related initiatives.
  • Contribute in Finance GPOG planning and support its implementation.

IV. Working Condition:  

Based in CARE Bangladesh Dhaka Office with approximately 20% travel time to Field Offices.


  • Qualification:
  • 5 to 7 years experiences in relevant field.
  • Masters in Accounting/Finance or relevant subject. CA/CMA Intermediate qualifications will be added advantage.
  • Knowledge on different donor's regulations like USAID, EU, DFID, GAC, UNICEF, SDC etc.
  • Should have knowledge on Finance & Administration policies.
  • Should have sound computer skills (MS word, MS Excel, Access & PEOPLESOFT (PAMODZI) & OTHER FINANCIAL SYSTEMs and the Internet).
  • Good communication skills in Bangla and English.

  • Able to understand and make changing on action of others through proper communication to manage the job functions better as well as have some negotiation skills.
  • Budget and financial reports preparation experience.
  • Ability to prioritize activities, to act and decide promptly.
