Technical Coordinator - WASH

1 position, based at CARE Bangladesh Dhaka Office.

The duration of the proposed contract is up to February 28, 2022.

Bangladesh has made impressive progress during the MDG period (2000-2015) of improved access to safe water and sanitation. The trend of progress as estimated by Joint Monitoring Program (JMP) for Bangladesh shows that 97% population have gained access to safely managed and basic water services by end of 2015, which was 95% in 2000. In sanitation, 47% gained access to basic services while 22% have access to limited shared services. Still 31% population use unimproved latrine, which was 44% in 2000. Open defecation was reduced from 19% in 2000 to Zero in 2015, which is a great achievement. Though very few people now fetch water from rivers or defecate in fields, the vast majority still live in environments plagued by inadequate WASH that hinder the country’s overall development. WASH is inadequate in the sense that most people rely on rudimentary water and sanitation facilities that cannot be effortlessly accessed or guaranteed safe and sustainable in the long run.

The overall purpose of ‘Implementation of Community Approaches to Total Sanitation (CATS-II) /ASWA-II’ project is to achieve the desired positive public health impact from zero open defecation, use of improved sanitation facilities, safe hygiene behavior and ensuring safety sustainability of safe water through arsenic safe union and water safety communities’ declaration.
The specific objectives of the project are:

  • To achieve zero open defecation and improved WASH practices in five Upazilas under Khulna and Rangpur divisions.
  • To build sustainable arsenic safe drinking water Unions combined with improved KAP in safe WASH and O&M of drinking water provisions through educational intervention.

CARE Bangladesh will implement the ‘Implementation of Community Approaches to Total Sanitation (CATS-II) /ASWA-II’ in five districts under Khulna and Rangpur divisions with the financial support from UNICEF.

The Technical Coordinator - WASH is responsible for strengthening the technical capacity of the WASH Officer, WASH Facilitator, School Facilitator and other peer level staff in the Implementation of Community Approaches to Total Sanitation (CATS-II)/ASWA-II. The technical coordinator will assist to prepare the modules, guidelines and other Information, Education and Communication (IEC) and Behavior Change Communication (BCC) materials related to school-based wash activities. S/he will be responsible for providing the support in sanitation, and hygiene activities at schools and at the community as well.

II.            Responsibilities and Tasks:  
Describe the major responsibilities, principal tasks, competencies and end results for which the position is accountable (try to limit responsibilities to five).  List the responsibilities in the order of importance and state the percentage of time the employee spends on each responsibility during a typical year.
Employees who supervise other regular employees on a continuous basis should have Staff Management as the number one Job Responsibility.  The general rule of thumb for percentage of time for management of others is 5% per direct report.  Example: If a supervisor has six direct reports then at least 30% of his/her job should be allocated to supervising those employees.

Responsibility # 1: Project planning, implementation and management.

  • Assist Team Leader to prepare project implementation plans and ensure effective implementation of these plans.
  • Clear knowledge of project budget and synchronize it in accordance with implementation plan and donor regulations.
  • Track progress of implementation on a regular basis and make adjustments if required.
  • Support to mobilize Local Level Support Structure (DPHE department, Upazila coordination committee, Upazila NGO coordination committee, UPs, other projects of CARE Bangladesh, local NGOs etc.) to be more responsive to the needs of the project.
  • Support in production of modules and guidelines for the capacity building of FFs and Volunteer as well as community.


Responsibility # 2: Development and Implementation of Technical Strategies and Guidelines.


  • In light of the overall strategies, the local context and dynamics develop the guidelines and capacity building modules for the WASH activities that will be done at school level. 
  • Under the leadership of the CBDO –Team Leader (TL) and other peers, develop strategic and operational plans to strengthen the WASH in the school agenda in the region.
  • Assist to produce and disseminate all the IEC/BCC materials related to WASH activities.
  • Develop and share the different training materials and posters to relevant stakeholders and communities.


Responsibility #2 Capacity building of the concerned stakeholders (Local Private Entrepreneurs, Mason Groups, School Authority, student council) for quality implementation and proper functioning of WASH facilities at schools


  • Developed better understanding about drawing, specification and construction process in the BOQ (bill of quantities) among Local Private Entrepreneurs, School Management Committee/PIC and Masons by training/ orientation/ coaching.
  • Orientation/training reports to impart knowledge and skill on proper operation and maintenance of WASH facilities at school and community. 
  • Maintain regular contacts with the Local Entrepreneurs, Union Parishads and SMC for proper functioning of WASH facilities at school.


Responsibility# 3 Ensures the implementation process for the installation of WASH facilities in the primary schools considering particular phenomenon of geo-hydrology and targeted beneficiary of the intervention areas.


  • Plan of WASH facilities at school is developed and assist field staff to start the implementation.
  • Assist Infrastructure Officer, School Facilitator to implement the planned activities at school level.
  • Ensure the implementation of WASH facilities is achieved to high quality standard with effective and timely expenditure and produced the deliverables.
  • SMC/ Project Implementation Committee (PIC) of each school have comprehensive work-plan with the Head Mason/Contractor for the construction works.


Responsibility# 4 Ensures comprehensive and effective monitoring for the high quality of implementation of WASH facilities at school and community level following corporate guideline.


  • Conduct monitoring visit at a regular interval.
  • Periodic reports on the supervision and monitoring the quality of the implementation of planned activities.
  • Project Office level MIS is updated with generating information from monitoring for management decisions.


Responsibility # 5: Support to Team Leader for preparing quality donor reporting on WASH facilities at  school as per guideline


  • Support Team Leader in preparing monthly/quarterly progress report with qualitative and quantitative information on the ongoing construction works of the Project.
  • Prepare completion reports of WASH facilities and final report with qualitative and quantitative information of WASH facilities of the project.

IV.    Working Condition:  

Based at CARE Bangladesh Dhaka Office with 60%-time travel in the field.

V. Qualification:  

  • Minimum 5 -7 years professional experience in the construction of school, wash sanitation or protection wall or relevant construction work.
  • BSC in Civil engineering or Diploma in Civil engineering with 5 -7 years’ experience.
  • Good understanding of Community contracting or LGED contract system and manual.
  • Should have experience in WASH programs.

VI.   Core Competencies:  

  • Should have a good understanding of MS office tools.
  • Good small-scale construction knowledge.
  • Expert in producing community contract.
  • Good communication skill in both English and Bangla.
  • Ensure and Promote GEDI and be GEDI sensitive, creating an enabling environment where diversity can flourish and all staff and stakeholders experience inclusion and appreciation.
