Program Support Officer

Bangladesh has made impressive progress during the MDG period (2000-2015) of improved access to safe water and sanitation. The trend of progress as estimated by Joint Monitoring Program (JMP) for Bangladesh shows that 97% population have gained access to safely managed and basic water services by end of 2015, which was 95% in 2000. In sanitation, 47% gained access to basic services while 22% have access to limited shared services. Still 31% population use unimproved latrine, which was 44% in 2000. Open defecation was reduced from 19% in 2000 to Zero in 2015, which is a great achievement. Though very few people now fetch water from rivers or defecate in fields, the vast majority still live in environments plagued by inadequate WASH that hinder the country’s overall development. WASH is inadequate in the sense that most people rely on rudimentary water and sanitation facilities that cannot be effortlessly accessed or guaranteed safe and sustainable in the long run.

The overall purpose of ‘Implementation of Community Approaches to Total Sanitation (CATS-II) /ASWA-II’ project is to achieve the desired positive public health impact from zero open defecation, use of improved sanitation facilities, safe hygiene behavior and ensuring safety sustainability of safe water through arsenic safe union and water safety communities’ declaration.
The specific objectives of the project are:

  • To achieve zero open defecation and improved WASH practices in five Upazilas under Khulna and Rangpur divisions.
  • To build sustainable arsenic safe drinking water Unions combined with improved KAP in safe WASH and O&M of drinking water provisions through educational intervention.

CARE Bangladesh will implement the ‘Implementation of Community Approaches to Total Sanitation (CATS-II) /ASWA-II’ in five districts under Khulna and Rangpur divisions with the financial support from UNICEF.

The Program Support Officer is responsible for dealing with the Implementation of the project in all aspects of administrative, Finance, Logistic, Communication and procurement. This position requires develop and maintain a good knowledge of this project and all subjects connected with relevant projects/ programs, including an understanding of organizational values, program approach, rules and regulations in order to be able to communicate at all levels on the project/ program subject. S/he will work as part of a team contributing positively and constructively to the achievement of the target of the project on time.

 

II.            Responsibilities and Tasks:  
Describe the major responsibilities, principal tasks, competencies and end results for which the position is accountable (try to limit responsibilities to five).  List the responsibilities in the order of importance and state the percentage of time the employee spends on each responsibility during a typical year.
Employees who supervise other regular employees on a continuous basis should have Staff Management as the number one Job Responsibility.  The general rule of thumb for percentage of time for management of others is 5% per direct report.  Example: If a supervisor has six direct reports then at least 30% of his/her job should be allocated to supervising those employees.

Responsibility # 1: Ensure logistics support to project.

  • Arrange all logistics support for any kind of meeting, workshop, or consultant.
  • Maintain Liaison with procurement department.
  • Make procurement plan and accelerate the purchase for the projects.

 

Responsibility # 2: Arrange tickets, Vehicle and accommodation for all official visitors.

  • Arrange accommodation for staff, official other visitors as and when needed for.
  • Arrange tickets, vehicles, materials & equipment and other supplies for concern requirement.

 

Responsibility # 3: Preserve all records on Project inventories/ materials and filing all documentations.

  • Maintain an inventory of all the items of all projects/ departments under the Implementation of Community Approaches to Total Sanitation (CATS-II)/ASWA-II.
  • Prepare inventory reports.
  • Prepare FF & E, equipment list, IT list and other reports and similarly submit to the concerned departments as per policy.
  • Initiate necessary arrangement for consultant hiring.
  • PAMODZI need to prepare GRN in PAMODZI of each receiving goods.

 

Responsibility # 4: Assist in organizing meeting, Workshop and logistic support.

  • Logistic support for trainings and meetings.
  • Assist in various workshops, meeting for advisory group, providing associated administrative all support such as compiling agendas, taking and distributing minutes.
  • Arrange refreshments and other support.

 

Responsibility # 5: Ensure administrative and logistic support to project and office staff.

15%

  • Orientation and administrative support for new employees.
  • Arrange logistics to program such as office accommodation / seating arrangement, supplies and communication system and ensure proper utilization of office equipments and their optimization etc.
  • Arrange travel and accommodation support for respected project.

Project Manager – Implementation of Community Approaches to Total Sanitation (CATS-II)/ASWA-II.

IV.          Working Condition:  

Based in CARE Khulna/Rangpur Regional office.

V. Qualification:
  • Bachelor Degree with 2-3 years of experience in the development sector.
  • Good Interpersonal and communication skills.
  • Computer skills.
  • Organizing skills.
VI. Core Competencies:  
  • Have knowledge on the program functioning.
  • Experience on logistics plan and support.
  • Have skill on preparing Inventory and other administrative documents.
  • Ensure and Promote GEDI and be GEDI sensitive, creating an enabling environment where diversity can flourish and all staff and stakeholders experience inclusion and appreciation.
