Finance and Administrative Officer

Bangladesh has made impressive progress during the MDG period (2000-2015) of improved access to safe water and sanitation. The trend of progress as estimated by Joint Monitoring Program (JMP) for Bangladesh shows that 97% population have gained access to safely managed and basic water services by end of 2015, which was 95% in 2000. In sanitation, 47% gained access to basic services while 22% have access to limited shared services. Still 31% population use unimproved latrine, which was 44% in 2000. Open defecation was reduced from 19% in 2000 to Zero in 2015, which is a great achievement. Though very few people now fetch water from rivers or defecate in fields, the vast majority still live in environments plagued by inadequate WASH that hinder the country’s overall development. WASH is inadequate in the sense that most people rely on rudimentary water and sanitation facilities that cannot be effortlessly accessed or guaranteed safe and sustainable in the long run.

The overall purpose for Implementation of Community Approaches to Total Sanitation (CATS-II)/ASWA-II. project is to achieve the desired positive public health impact from zero open defecation, use of improved sanitation facilities, safe hygiene behavior and ensuring safety sustainability of safe water through arsenic safe union and water safety communities’ declaration.

The specific objectives of the project are:

  • To achieve zero open defecation and improved WASH practices in five Upazilas under Khulna and Rangpur divisions.
  • To build sustainable arsenic safe drinking water Unions combined with improved KAP in safe WASH and O&M of drinking water provisions through educational intervention.

CARE Bangladesh will implement the ‘Implementation of Community Approaches to Total Sanitation (CATS-II) /ASWA-II’ in five districts under Khulna and Rangpur divisions with the financial support from UNICEF.

The Finance and Administrative Officer position is designed to provide extensive support to the ‘Implementation of Community Approaches to Total Sanitation (CATS-II)/ASWA-II’ to be implemented in five upazillas under Khulna and Rangpur divisions. S/he will provide support in all aspects of budget, financial reporting, administrative, logistics, communication and procurement. S/he requires the intimate knowledge and experience on budget preparation, budget monitoring cash call preparation, administrative and procurement policies. The incumbent requires experience to deal with the financial issues of WASH project. S/he is required to know the budget, financial and reporting system of UNICEF-funded projects. S/he will support in maintaining the project materials/equipments, maintaining inventory records, and tracking of procurement. The incumbent will assist the project in procurement of materials/equipment.

II. Responsibilities and Tasks:

Responsibility # 1: Financial Management

 

  • Prepare budget and cash call on a regular basis. Segregate the budget by regions, by activities to help project management people.
  • Prepare procurement and expenditure plan for the smooth project implementation based on approved work-plan and budget.
  • Review/check expenses (TERs, bill/vouchers) of project staff; also ensure appropriate charging of these expenses.
  • Monitor expenses of project activities and provide feedback to project management through analyzing the expenses and preparing/producing the burn rate.
  • Prepare financial reports in conversant with UNICEF system. Prepare monthly /quarterly Statement of Expenses (SoE); also need to prepare quarterly FACE report and submit to Donor.

Responsibility # 2: Provide Administrative and logistic support to the project implementation.

  • Arrange for booking venues and ensure logistics for ASWA-II/CATS-II project’s training, workshop, meetings, conference held in project areas and outside of the office.
  • Collect bill from vendor and submit to project finance with necessary attachments.
  • Arrange tickets, vehicle, accommodations, etc. for staff and outside visitors.
  • Maintain stationary including its inventory. All these tasks are done through the mission policies.
  • Ensure cleanliness of office; arrange repair of equipments as and when required by project staff.
  • Keep all the computerized documents/formats updated.
  • Document and filling all kind of training, advocacy and inventory related documents of the program in a nice manner and preserve the documents.

 

 

Responsibility # 3: Inventory/ Resource Management.

  • Ensure that the project resources are used effectively and cost effectively.
  • Maintain the recording of all project materials to register in a systematic way.
  • Keep records and projects assets by location and provide necessary information for management purpose.
  • Ensure preparation and timely submission of FF&E reports to property and Assets.
  • Prepare turnover plans to Property & Assets as and when required.
  • Monitor use and condition of project equipment and if necessary, recommend cleaning servicing and/or replacement.
  • Conduct the physical count of inventory for the project materials and resources as per organizational as well as donor policy.
  • Ensure that the recording of all project materials is properly done and filing systems are well organized.
  • Order and receive all necessary stationers from the store for the program.

 

Responsibility # 4:  Documentation and report preparation and submission.

  • Help in project documentation, including workshop / meeting reports, case study, guideline, project presentation, etc.
  • Monitor the safety and security arrangement of the office & take steps in combination & FOMT.
  • Ensure timely dispose and turnover report as per existing policy and procedure.
  • Deal with other administrative reports including accident reports as and when occurs.

 

Responsibility # 5: Liaison with other departments and others organization.

10%

  • Liaison with Administration/Procurement/HR/TSD/IT department for administrative/procurement/inventory/recruitment and logistics maters.
  • Sometimes attend the tender opening session as project representative as and when requested by the Administration.
  • Contact with project district/upazila offices regarding logistics and administrative support.
  • Maintain liaison with the outside organization (s) as and when instructed.

V. Qualification:  
  • 3 to 5 years practical experience in relevant field.
  • Masters in commerce, preferable in Finance /Accounting.
  • Should have ability to conduct cost analysis.
  • Should have knowledge on financial operation and management.
  • Must have practical working experiences in WASH sector.
  • Must be conversant with UNICEF budget and financial reporting system.
  • Should have knowledge on general administration.
  • Ability to plan and optimum use of available resources.
  • Good knowledge on budget.
  • Computer skill (word processing, spreadsheet and database). Skill on People Software Program will be as an additional computer competency.
  • Excellent verbal and written communication skills.
  • Good communication skills in Bangla and English.

VI.  Core Competencies:  

  • Organizing and analytical skill.
  • Computer literacy, in particular MS word, MS excel, Power Point.
  • Capacity to work in a team and under tight deadlines.
  • Good Verbal and written communication skills in Bangla and English.
  • Excellent knowledge on record keeping.
