Bangladesh has made impressive progress during the MDG period (2000-2015) of improved access to safe water and sanitation. The trend of progress as estimated by Joint Monitoring Program (JMP) for Bangladesh shows that 97% population have gained access to safely managed and basic water services by end of 2015, which was 95% in 2000. In sanitation, 47% gained access to basic services while 22% have access to limited shared services. Still 31% population use unimproved latrine, which was 44% in 2000. Open defecation was reduced from 19% in 2000 to Zero in 2015, which is a great achievement. Though very few people now fetch water from rivers or defecate in fields, the vast majority still live in environments plagued by inadequate WASH that hinder the country’s overall development. WASH is inadequate in the sense that most people rely on rudimentary water and sanitation facilities that cannot be effortlessly accessed or guaranteed safe and sustainable in the long run.

The overall purpose of ‘Implementation of Community Approaches to Total Sanitation (CATS-II) /ASWA-II’ project is to achieve the desired positive public health impact from zero open defecation, use of improved sanitation facilities, safe hygiene behavior and ensuring safety sustainability of safe water through arsenic safe union and water safety communities’ declaration.
The specific objectives of the project are:

  • To achieve zero open defecation and improved WASH practices in five Upazilas under Khulna and Rangpur divisions.
  • To build sustainable arsenic safe drinking water Unions combined with improved KAP in safe WASH and O&M of drinking water provisions through educational intervention.

CARE Bangladesh will implement the ‘Implementation of Community Approaches to Total Sanitation (CATS-II) /ASWA-II’ in five districts under Khulna and Rangpur divisions with the financial support from UNICEF.

The key role of the Project Manager (PM) will be to assist the Team Leader in project planning, field staff supervision, progress monitoring, management of Monitoring & Evaluation (M&E) activities in the field, lead staff capacity building and assisting in formal reporting as per donor requirement. S/he will be responsible for ensuring that knowledge and learning activities are integrated within the project’s core approach. S/he will also lead the networking and liaison with local level stakeholders to create synergies.

II.            Responsibilities and Tasks:  
Describe the major responsibilities, principal tasks, competencies and end results for which the position is accountable (try to limit responsibilities to five).  List the responsibilities in the order of importance and state the percentage of time the employee spends on each responsibility during a typical year.
Employees who supervise other regular employees on a continuous basis should have Staff Management as the number one Job Responsibility.  The general rule of thumb for percentage of time for management of others is 5% per direct report.  Example: If a supervisor has six direct reports then at least 30% of his/her job should be allocated to supervising those employees.

Responsibility # 1: Project Planning, Implementation and Management.

 

  • Assist Team Leader in formulating project plans and ensure effective implementation of these plans.
  • Acquire required knowledge on PRA tools, community mobilization triggering process, private sector engagement concept, low cost sanitation options, mass awareness campaigns, community led total sanitation process, structure of local government.
  • Be on top of project budget and synchronize it in accordance with implementation plan and donor regulations.
  • Track progress of implementation on a regular basis and make adjustments if require.
  • Mobilize Local Level Support Structure (DPHE department, LGED department, District coordination committee, SMCs , Upazila NGO coordination committee, UPs, LEBs,  other projects of CARE Bangladesh, local NGOs etc.) to be more responsive to the needs of the project.
  • Support in production of modules and guidelines for the capacity building of UP and citizens forums such as SMCs, Natural Leaders , EKATA group.

Responsibility # 2: Program Monitoring and Evaluation and Reporting.

 

  • Manage monitoring and evaluation activities at the field level.
  • Pay regular field visit with a focus on ensuring quality.
  • Build staff capacity on quality assurance and follow up targeted outcomes.
  • Document good practices and lessons learned.
  • Contribute to the preparation of the donor reporting.
  • Ensure quality monitoring data collection from the field.
  • Coordinate ‘Annual Participatory Impact Assessment’ process in the project area.

Responsibility # 3: Knowledge and Learning.

 

  • Ensure that knowledge and learning activities are integrated within the core approach of the project.
  • Assist in documentation of best practice of CLTS.
  • Practice and promote ‘Reflective learning’ process within the project staff.
  • Facilitate the capture of learning through learning sharing workshops.
  • Arrange Advocacy Workshops at district level.

Responsibility # 4: Staff Supervision.

 

Supervise the field staff that reports directly to the PM and perform the following:

  • Staff recruitment (as and when required).
  • Performance management.
  • On job coaching and counseling.
  • Staff Development.

Responsibility # 5: Networking with Government and Non-Government Organizations.

 

  • Build strong relationship with Upazilla and district administration, especially with DPHE and LGED department to bring synergies and to ensure the project activities are in line.
  • Arrange field visit and regular meeting with Local Government Department, journalists, other SMCs, Coordination committee for ODF.
  • Work closely with UNICEF programs and other CARE programs and learn good practices from other organizations as well as reflect in the program.

Responsibility # 6: Other Ad-hoc Tasks.

 

Attend personal capacity building events:

  • This can be in the form of training, cross-visits, etc.

Ad-hoc information request:

  • This will be limited as much as possible, but may require attention from time to time.

IV.          Working Condition:  

Based in CARE- Rangpur Regional Office OR Khulna Regional Office. Will spend approximately 60% time in the field.

V. Qualification:  
  • 5 - 7 years exclusive management experience.
  • Masters in Social Science or other relevant disciplines.
  • Excellent verbal and written communication skills in English and Bengali
  • Should have good computer skill in MS Office
