Infrastructure Officer

I.             Job Summary:

Bangladesh has made impressive progress during the MDG period (2000-2015) of improved access to safe water and sanitation. The trend of progress as estimated by Joint Monitoring Program (JMP) for Bangladesh shows that 97% population have gained access to safely managed and basic water services by end of 2015, which was 95% in 2000. In sanitation, 47% gained access to basic services while 22% have access to limited shared services. Still 31% population use unimproved latrine, which was 44% in 2000. Open defecation was reduced from 19% in 2000 to Zero in 2015, which is a great achievement. Though very few people now fetch water from rivers or defecate in fields, the vast majority still live in environments plagued by inadequate WASH that hinder the country’s overall development. WASH is inadequate in the sense that most people rely on rudimentary water and sanitation facilities that cannot be effortlessly accessed or guaranteed safe and sustainable in the long run.

The overall purpose for ‘Implementation of Community Approaches to Total Sanitation (CATS-II) /ASWA-II’ project is to achieve the desired positive public health impact from zero open defecation, use of improved sanitation facilities, safe hygiene behavior and ensuring safety sustainability of safe water through arsenic safe union and water safety communities’ declaration.

The specific objectives of the project are:

  • To achieve zero open defecation and improved WASH practices in five Upazilas under Khulna and Rangpur divisions.
  • To build sustainable arsenic safe drinking water Unions combined with improved KAP in safe WASH and O&M of drinking water provisions through educational intervention.

CARE Bangladesh will implement the ‘Implementation of Community Approaches to Total Sanitation (CATS-II) /ASWA-II’ in five districts under Khulna and Rangpur divisions with the financial support from UNICEF.  

The Infrastructure Officer is responsible for strengthening the technical capacity of the WASH Facilitators (FF), the School Facilitators (SF) and other peer level staff in the Implementation of WASH Packages in five upazilas and in selected Schools in Khulna and Rangpur Divisions under the project. The Infrastructure Officer- WASH will assist to prepare the technical modules, guidelines and drawing, design BoQ related to school-based wash activities. S/he will be responsible for providing the support of the construction of WASH facilities in schools. He is also monitor, follow up and maintain the quality work of the WASH works of school facilities.

II.            Responsibilities and Tasks:  
Describe the major responsibilities, principal tasks, competencies and end results for which the position is accountable (try to limit responsibilities to five).  List the responsibilities in the order of importance and state the percentage of time the employee spends on each responsibility during a typical year.
Employees who supervise other regular employees on a continuous basis should have Staff Management as the number one Job Responsibility.  The general rule of thumb for percentage of time for management of others is 5% per direct report.  Example: If a supervisor has six direct reports then at least 30% of his/her job should be allocated to supervising those employees.

Responsibility # 1: Implementation of Technical Strategies and Guidelines

  • Implement overall strategy and guideline of WASH activities that will be done at school and community level. 
  • Under the leadership of the Project Manager (PM) and other peers, develop strategic and operational plans to strengthen the WASH in the school agenda in the region.
  • Assist to produce and disseminate all the required drawing, design and BoQ related to WASH activities.
  • Conduct the different training to relevant stakeholders and communities.


Responsibility #2 Capacity building of the concerned stakeholders (Local Private Entrepreneurs, Mason Groups, School Authority, student council) for quality construction and proper functioning of WASH facilities at schools


  • Produced better understanding about drawing, specification and construction process in the BOQ (bill of quantities) among Local Private Entrepreneurs, School Management Committee/PIC and Masons by training/ orientation/ coaching;
  • Conduct Orientation/training reports to impart knowledge and skill on proper operation and maintenance of WASH facilities at school. 
  • Maintain regular contacts with the Union Parishads, and SMC for proper functioning of WASH facilities at school.


Responsibility# 3 Ensures the implementation process for the installation of WASH facilities in selected secondary schools considering particular phenomenon of geo-hydrology and targeted beneficiary of the intervention areas.


  • WASH facilities construction plan at school is prepared and approved before implementation starts:
  • Assist appropriate drawing, design and specification on the construction of WASH facilities based on set criteria of the project.
  • Implementation of WASH facilities is achieved to high quality standard with effective and timely expenditure and produced the deliverables.
  • Support to SMC/ Project Implementation Committee (PIC) to achieve comprehensive work-plan of each school with the Head Mason/Contractor for the construction works.


Responsibility# 4 Ensures comprehensive and effective monitoring for the quality of construction works and performance installed WASH facilities at school and community level following corporate guideline.


  • Prepare periodic reports on the supervision and monitoring of the quality of the construction works as per agreed technical drawing, design and standard in the Bill of Quantities (BOQ).
  • Reports on inspection/checking the quality of the construction materials and each component of the construction works as per BOQ.
  • Assist simple construction monitoring tools and performance monitoring of WASH facilities for School authority is in place before implementation.
  • Assist SMC and teachers to develop a sustainable mechanism of O&M system at each school.
  • Project Office level MIS is updated with generating information from monitoring for management decisions.


Responsibility # 5: Assist supervisor for preparing quality donor reporting on WASH facilities at school as per guideline.


  • Assist supervisor in preparing monthly/quarterly progress report with qualitative and quantitative information on the ongoing construction works of the Project.
  • Prepare construction reports of WASH facilities and final report with qualitative and quantitative information of WASH facilities of the project.

IV.          Working Condition:  

Based at CARE Rangpur Regional office with 70%-time travel in the field

V. Qualification:  

  • Diploma in Civil engineering with 3-5 yrs experience.
  • Minimum 3 years professional experience in the construction of school, wash sanitation or protection wall or relevant construction work.
  • Good understanding of Community contracting or LGED contract system and manual.
  • Should have experience in WASH programs.

VI.          Core Competencies:  

  • Should have a good understanding of MS office tools
  • Should have a good understanding of Auto-CAD.
  • Good small-scale construction knowledge.
  • Expert in producing community contract.
  • Good communication skill in both English and Bangla.
  • Ensure and Promote GEDI and be GEDI sensitive, creating an enabling environment where diversity can flourish and all staff and stakeholders experience inclusion and appreciation.
