Senior MEAL Officer - Gender, protection & SRH under MEAL Sector for Humanitarian Response Program, Cox’s Bazar, Bangladesh

I.      Job Summary:

This position will be responsible for MEAL at a programmatic level, across all projects and at a strategic level for at least one sector of CARE Strategy. It will support project’s MEAL activities as well as will establish learning curve with central MEAL section. The incumbent will also responsible to undergo any responsibility from central MEAL system and will maintain relationship with internal and external stakeholder to capture learning. Donor commitment’s, field level accountability mechanism and reporting channel will be maintained by the position. The position need extensive analytical performance within the stipulated time frame.


II.    Responsibilities and Tasks:

Responsibility # 1: Monitoring & Evaluation: Implement M&E strategy and timely execution of M&E activities

30%

  • Build MEAL Project Planning (MEAL PP) and Indicator Progress Tracking Table (IPTT) based on proposal documents using standardised templates. Check incoherence in narrative/budget/logframe to review (or build logframe if not existing) in coordination with Sector Lead.
  • Track projects and program/sector progress by updating MEAL PP (workplan) and IPTT on a monthly basis during monthly sector meeting with the support of the Reporting, Documentation and Monitoring officer.
  • Support MEAL coordinator with necessary data during donor reporting on MEAL section (output and Outcome progress).
  • Develop and update dashboard/GPS mapping per sector based on CARE overall MEAL strategy and MEAL framework.
  • Develop harmonised MEAL tools as per MEAL PP with inputs from the sector team and in coordination with Senior MEAL officers across sectors.
  • Conduct regular monitoring on the technical quality of sectoral interventions to ensure that interventions are implemented in line with (and monitored and evaluated against) CARE’s Humanitarian Accountability Framework, including:
  • The Core Humanitarian Standard.
  • Sphere Standards for WASH, shelter, NFIs and livelihoods.
  • Minimum standards in gender (including the WASH minimum commitments).
  • Lead on (internal) evaluation and manage (external) evaluation to measure changes (outcomes) resulting from CARE’s interventions.
  • Supervise the monitoring of outputs and check of data quality done by Reporting, Documentation and Monitoring Officer.

 

 

  • Responsibility # 2: Capture/record learning and disseminating them

  • Gather and analyse lessons learned and to share internally with sector lead and senior management in monthly sector meeting so decision can be made to improve program.
  • Convene cross-sector learning events including with partners and participate in external learning events.
  • Participate to proposal writing to reflect lessons learned on past program, review logframe and include MEAL activities / budget in the project.

 

  • Responsibility # 3: Ensure accountability system in place at all level of program implementation

  • Conduct regular consultation with affected communities to proactively share information about interventions, to assess participant satisfaction and collect feedback.
  • Coordinate information sharing with communities across sectors to ensure messages are harmonized.
  • Coordinate with Senior Accountability Officer and Sector team to respond and use feedbacks to improve programming.

 

Responsibility # 4: Capacity building of MEAL staff including partner staff to better monitor activities and implementation

20%

  • Provide technical support, on job training and capacity building for CARE and partners program staff and volunteers on MEAL system and tools.
  • Provide training and orientation for partners, program staff, volunteers and enumerators on CARE’s Humanitarian Accountability Framework including:
  • The Core Humanitarian Standard
  • Sphere Standards for WASH, shelter, NFIs and livelihoods.
  • Minimum standards in gender (including the WASH minimum commitments).

Based in Cox’s Bazar Field Office


  • Qualification:
  • 3 to 5 years experiences in M&E framework development, survey, research, impact assessment and knowledge management.
  • Masters in Statistics, with practical focus on M&E, documentation and project report writing.
  • Familiar with various participatory tools and approaches.
  • High computer skills at MS Office, Excel, MS-Access and SPSS.
  • Very good comprehension of qualitative and quantitative aspects of M&E.
  • Knowledge of ‘community-led approach’, pro-poor local governance, and economic and social empowerment of the extreme poor.
  • Good communication skills in Bangla and English.

VI.  Core Competencies:

  • Practical experience of working in maternal and child health or social development project.
