Senior Project Officer – SSWG Area Lead under Gender, GBV & Protection Sector for Humanitarian Response Program, Cox’s Bazar, Bangladesh

Since August 2017, the heavy influx of Myanmar nationals into Cox’s Bazaar requires emergency response in accordance with CARE’s humanitarian mandate. CARE is responding to the crisis in multiple sectors including Health and Nutrition, Sexual and Reproductive Health, WASH and Protection & Gender Based Violence (GBV).

CARE is recruiting Senior Project Officer – SSWG Area Lead for its emergency operation in Cox’s Bazar with assistance targeted at displaced Rohingya and host communities. She will mobilize to team for implementing GBV projects in refugee and host community.   

This position is responsible for helping displaced Myanmar Nationals to recover more quickly through supporting quality implementation of GBV and Protection Projects of CARE humanitarian response. The candidate is expected to have demonstrated knowledge and experience in managing GBV and protection projects in humanitarian response.


II.    Responsibilities and Tasks:

Responsibility # 1: SSWG related Project Implementation Support

40%

  • Develop implementation plans, guidelines and necessary monitoring tools for Community Engagement activities, in line with project requirements.
  • Participate in and follow up Camp Coordination Meetings, Camp Committees, Majhi meetings, and sub-sectoral committee meetings in the camp level, and finalize meeting notes/minutes.
  • Participate in different sector coordination meetings in the camp whenever necessary.
  • Contributes to the quality, timely and effective implementation of SSWG activities
  • Provides support to SSWG staffs to implement MHPSS and case management activities with support of TC-Case manager and TC-MHPSS.
  • Contributes to ensuring that projects are of quality and at par with IASC, CARE policy and other international humanitarian standards;
  • Supports to conduct the regular staff meetings to monitor the project and SSWG activities.
  • Collects and feedback on needed based on the SSWG user opinion and provide technical assistant to SSWG related staffs

 

Responsibility # 2: Documentation, Monitoring and Reporting

  • Coordinated to documents SSWG activities, coordination meetings and other activities related to the project;
  • Regularly coordinate to collects data of SSWG activities, site/camp gender, GBV and protection situation and provides information to Sector Lead -GBV;
  • Support the monitoring and collecting feedback from beneficiaries/stakeholders on the project to inform project implementation;
  • In coordination Sector Lead -GBV and  collaboration with MEAL team, monitor the  targets and indicators of SSWG
  • Develops workplans and reports of activities 
  • Provides weekly, monthly and periodic project reports to the  of tasks and activities; 

 

Responsibility # 3: Provide Budgetary support and Ensure Financial management of SSWG

  • Prepare financial requisition following project budget lines and submit accordingly to the management for approval.
  • Responsible for SSWG budget preparation and budget revision.
  • Prepare quarterly budget Vs. Actual expense of SSWG activities.
  • Keep the record of the updated fund status and will provide analytical report to the management on the fund utilization in time.
  • Keep the record, Review & checked all kind of project bill voucher, project advance, travel expense and miscellanies expenses.

 

Responsibility # 4: Support Capacity Building Actions

10%

  • Organize and support the conduct of capacity building activities with TC –MHPSS, TC –CM and Sector Lead –GBV
  • Support the facilitation workshops, trainings on gender, GBV and protection; 
  • Feedback any identified capacity building needs of CARE staff on gender, GBV and protection issues.

Based in Ukhia Team office under Cox’s Bazar field Office


  • Qualification:
  • 3 to 5 years of relevant work experience in management of emergency projects, especially in Gender, GBV and Protection prevention and response programming.
  • Masters in social sciences or other relevant subject area or a combination of significant management and provision of Gender, GBV and Protection in humanitarian and development contexts.
  • Practical field experience in GBV in emergencies, women and girls protection, psychosocial programming in emergency or development contexts
  • Strong knowledge of Gender, GBV and Protection issues and IASC Gender Handbook and GBV Guidelines.
  • Demonstrated field experience working in camps or spontaneous/informal/makeshift settlements.
  • Has experience designing and delivering training to a number of different stakeholders.
  • Experience in supporting program design, implementation and M&E
  • Well-developed text writing skills and demonstrated skills in developing training curriculums and manuals that are adapted to local contexts and target audiences.
  • Ability to communicate clearly, concisely and persuasively, including the ability to advocate for and explain difficult psychosocial issues.
  • Excellent verbal and written communication skills.
  • Good communication skills in Bangla and English.
