I. Job Summary:

Tipping Point: Innovation and Advocacy in Addressing Underlying Causes of Child Marriage, the multi-country project, addresses child marriage through a dynamic process of innovation, insight and influence across the national and global platforms. It aims to promote positive/gender equitable norms through exemplifying and celebrating alternative behaviors to establish gender equity and rights for girls’ and boys’. This project is being implemented in Sunamganj and Rangpur district of Bangladesh and the project works with adolescent girls and boys, parents, community and religious leaders, and nationally with networks of social activists, experts, and government agencies to prevent child marriage.

Technical Coordinator – Research and M&E will work as a senior team member for the project entitled Tipping Point: Innovation and Advocacy in Addressing Underlying Causes of Child Marriage under the guidance of the Team Leader. This is a multi-country project, which completes its three year and nine months’ period of Phase-1 and has started its Phase-2 and will continue up-to June 2020. The project is supported by the Kendada Fund aims to address underlying causes of child marriage by leveraging from:

  1. Applying Randomized Control Trial (RCT) technique to assess/compare the changes among intervention and control areas.
  2. Our experience of work with adolescent and women groups using social analysis and action tools for innovations and locally tailored solutions.
  3. Our experience of programming on education particularly girl’s education.
  4. Our experience of working with men and boys.

The primary goal of this position is to lead the development and implementation of a country specific, comprehensive monitoring,  evaluation and learning (MEL) framework that is in alignment with the global Tipping Point MEL framework and  will enable the project to better understand and address the root causes of child marriage and capture important lessons learnt. The M&E system should focus on adaptive learning, regular and ongoing documentation and reflection, real-time feedback, evolving measures and monitoring mechanisms and participatory approaches.  The Technical Coordinator will be responsible for fostering a learning environment within the project through the facilitation of regular learning and reflection exercises, ongoing process and outcome monitoring, frequent and timely syntheses and dissemination of emerging findings and interaction and close collaboration with the broader project team, partner organizations, and the Tipping Point Monitoring, Evaluation Learning (MEL) working group (composed of key MEL staff, partners, and consultants from Nepal, Bangladesh, and USA). The technical coordinator will ensure development of partners’ capacity in implementing the MEL framework, and to utilize emerging findings on an ongoing basis to inform program implementation, monitoring and evaluation activities, and advocacy/policy influencing strategies. S/he will also be responsible for disseminating the achievements and learning at various forums and maintaining relationships with the government and strategic networks/coalitions.  

With regard to programmatic support, this individual will work directly with Women and Girls Empowerment unit CARE Bangladesh to maximize quality and effectiveness of the project to contribute towards CARE-B's long term program on Women's empowerment.

II. Responsibilities and Tasks:

Responsibility # 1: Ensure design and implementation of research plans considering RCT design.

            30%

  • Technical support to develop proposals/ consultant TORs for key MEL activities in consultation with CO teams and Tipping Point MEL working group.
  • Technical support and coordinate the research process with research consultant/organization(s) in terms of baseline and evaluation study in intervention areas and RCT (Randomized Controlled Trial) areas.
  • Technical support to increase understanding about RCT among CARE Bangladesh TPP partners.
  • Develop quantitative and qualitative tools, methods and materials in consultation with Tipping Point MEL working group for ongoing MEL activities including RCT issue.
  • Technical support to CARE Bangladesh TPP partners to implement the research plans in intervention areas.
  • Prepare and organize data collection plan and follow up plan of Baseline and Evaluation study in intervention and RCT areas.
  • Technical support to develop analysis plan for data and uses of data to compare intervention and RCT findings.
  • Technical contribution for data analysis and disseminate findings through written reports and other mediums e.g. presentations, videos, info graphics, blog posts, policy briefs etc.
  • Share the emerging and summative project findings and recommendations with relevant stakeholders/audiences and use them for advocacy, and policy influences as applicable. 

 

Responsibility # 2: Ensure intervention consistency according to expected outcomes and monitoring plan, data management, analysis and Evaluation.

  • Technical support to develop a comprehensive MEL system, result framework and work plan considering RCT.
  • Provide necessary technical support to partner and project staff for ensuring smooth implementation of the MEL plan.
  • Support partners in implementing project intervention and MEL plan through identifying their information needs, supporting tools/guidelines for collection, analysis and reflection.
  • Analyze, synthesize, and disseminate emerging findings from MEL activities on an ongoing, frequent, and timely manner.
  • Develop necessary program quality standards and guidelines (such as child participation).
  • Ensure regular reporting to the senior Tipping Point project management.
  • Synthesize information from M&E reports for donor reports.
  • Ensure use of monitoring data and evidences to take timely program decisions.
  • Feeding information into CARE-Bangladesh internal (CO Measurement and Learning system) and global reporting system.

 

Responsibility # 3: Create an enabling Learning Environment and foster a culture of reflective practice.

              15%

  • Promote principles of learning with the project and partner staff and target groups.
  • Prepare necessary guidelines for reflective practices within the project.
  • Organize and facilitate learning and sharing events to generate reflection driven actions and decisions.
  • Ensure that learning around community initiatives and promoting girls and women empowerment has been captured, documented and shared with relevant stakeholders for the improvement of current projects and also for guiding future programming around women empowerment.
  • Present project learning and achievement to both internal and external stakeholders.

 

Responsibility # 4: Staff Management, supervision and reporting.

             10%

  • Ensure timely Performance Management of the direct supervisees if any.
  • Perform appropriate coaching for all related matter to all relevant staff.
  • Ensure staff development through analysis of staff capacity and project requirement.
  • Assist CARE Staff hiring and separation based on HR policy.

 


III. Reporting to:  

Team Leader.


IV. Working Condition:  

Based in CARE Bangladesh Dhaka Office (CBDO) with approximately 60% time travel in field. A portion of time (about 20%) will be used for networking with outside organizations and projects.


V. Qualification:

  • Minimum 5-6 years’ experience in conducting quantitative and qualitative research along with Monitoring Evaluation at community level including data analysis.
  • 3-5 years’ experience in leading community-based quantitative and qualitative data analysis using appropriate software.
  • Masters in Sociology, Anthropology, Public Relations, or other relevant discipline with emphasis on research and development.
  • Knowledge and skills in Excel/Access/SPSS.
  • Strong knowledge in quantitative and qualitative monitoring, learning and evaluation techniques.
  • Knowledge in participatory monitoring tools and approaches.
  • Documentation, data visualization, and report writing skills.

VI.  Core Competencies:

  • Organizing MEL findings in visual formats (tables, graphs, info graphics) to share with relevant stake holders including community.
  • High quality documentation (both process and outcomes) and report writing. Capability of strong analytic writing with an ability to produce interesting and use-oriented reports and products.
  • Capacity to guide the efficient collection and management of large quantities of information (quantitative and qualitative).
  • Capacity to make sense of large quantities of information (quantitative and qualitative) and synthesize into simple, accessible and readable reports which utilize data visualization techniques.
  • Experience in facilitating reflective processes and participatory analyses workshops.
