I.             Job Summary:

Strengthening Household Ability to Respond to Development Opportunities (SHOUHARDO III) Program is a five-year USAID-funded food security program that started in September 2015. The aim of the program is to improve gender equitable food security, nutrition and resilience of vulnerable people in target communities from 8 districts and 23 Upazilas in Char and Haor regions by 2020. The program will achieve enduring change for over 1.1 million women, adolescent girls, children under five, men, and youth, through a comprehensive development approach that strategically layers, sequences and integrates technical interventions that meet the immediate needs of the targeted communities while also investing in social, economic and institutional capital to build a foundation for future food security and resilience. The program will be implemented in partnership with local NGOs with technical support from various Government of Bangladesh departments/units, academia and national/international organizations.

The Technical Manager – Youth & Life Skills is one of the Technical Managers (TMs) of the SHOUHARDO III Program, based at CARE Regional Office with overall responsibility to build capacity and provide on the job technical support and guidance to the concerned PNGO Technical Officers (TOs) to ensure quality implementation and monitoring of different youth interventions like school based adolescent club, adolescent girls and boys VSLA plus, young mothers VSLA plus and youth employability skills development with the objective to improve ability of the targeted participants to work together towards changing the behavior, social norms and to prepare them for a future successful income earner through developing  basic life skills, financial numeracy, savings management, career planning and linkage,  and thereby sustainably improve overall food security of the Poor and Extreme Poor (PEP) youth participants.

S/he will support STCs to develop different technical guidelines, conducting training and directly supporting and guiding TOs of selected PNGOs/Districts to effectively plan and ensure quality implementation of different youth activities including identifying district and local level training, apprenticeship and employment opportunities and ensure quality skills training and  employment of (self and wage) targeted youth participants. The TM will plan and provide sufficient time to strengthen capacity of the TOs through accompaniment, coaching and mentoring, as required to support the TOs to understand the sustainability framework and ensure sustainability of the program results.

The Technical Manager – Youth & Life Skills will sit within a TM team and will work closely to ensure that his/her work strengthens integration of purposes and ensures sustainable results of the program. The TM-Youth will jointly plan and visit field to observe activities and support TOs to solve problems and establish linkages with relevant public and private actors.

S/he will also be responsible to uphold organizational values and exercise them at all levels. Promote appropriate organizational culture and be a role model for other in the team. Help to promote and establish CARE-Bangladesh as a gender sensitive organization in development arenas, both national and international. Uphold and ensure the implementation of mission mandates on gender equity, equality and diversity in organizational development and programmatic intervention levels.


II. Responsibilities and Tasks:

Responsibility # 1: Responsibility # 1: Support PNGO technical staff on strategies and guidelines,      and planning activities and setting targets.

10%

  • Work closely and support PNGO technical staff to better understand the ToC, Log-frame, IPTT, program strategies including the integration strategy, modules and guidelines.
  • Support TOs in developing their yearly and quarterly implementation plans, setting targets (district, upazila, union and village levels) and implementing in the field.
  • Support PNGOs to prepare training /session related Gantt.  Chart for FTs to follow.
  • Support PNGOs in revising mid-year activity plan.
  • Prepare own work plan based on the priority and focused to support PNGOs.

 

Responsibility # 2:  Builds PNGO technical staff capacity to effectively implement.

  • Support STCs in developing and revising training modules and guidelines.
  • Support PNGOs to understand the detail DIP activity and its implementation time, approach and process.
  • Assist STCs to conduct ToT trainings for TOs-Off Farm & Financial Inclusion and TOs- Youth & governance.
  • Support PNGO TOs in understanding and unrolling the program strategies including integration and the activities in field.
  • Support TOs to conduct training for the FTs.
  • Provide regular and need based on the job support to TOs and FTs (through accompaniment in the field).
  • Participate in PNGO staff meetings and share findings and learnings.
  • Contact with the STC for any clarification or guidance required for the PNGO technical team.
  • Guide the TO- Youth and Governance and TO-Off Farm and Financial Inclusion  and ensure quality session facilitation with the different youth group with following the sequence by the FTs.
  • Support PNGOs to identify potential connection including services, skills training, employment, financial institution at the regional and district levels and link youths to ensure technical support and services related to youth’s present and future employment.
  • Support PNGOs to ensure dry run session among the FTs before organizing any training and session.
  • Support PNGOs to select high schools for implementing adolescent schools club intervention and mobilize of village level adolescent and young mothers VSLA plus as per set criteria.

 

Responsibility # 3: Assures quality of program interventions.

  • Sample checks on TO-Governance and Youth and TO –Off farm and financial Inclusion’s actions in adherence to required skills and guidelines.
  • Take necessary steps to improve the skills and quality of implementation.
  • Support STC- Life Skills and Youth in reviewing effectiveness of approaches in addressing felt needs.
  • Guide TO-Governance and Youth and TO –Off farm and financial Inclusion’s and FT to monitor quality aspects of the program activities and results.
  • Support TOs to understand sustainability framework and ensure sustainable results of the program.

 

Responsibility # 4: Anticipates, identifies implementation challenges and responds to technical needs of PNGOs.

  • Visit field, observe activities, discuss with TOs, FTs,  participants and other stakeholders, and identify issues/challenges and provide immediate guidance on the issues.
  • Day to day follow up, tracking and update the progress and provide required guidance to TOs in consultation with STC as appropriate and in timely manner.
  • Respond to immediate needs of the TOs-Governance and Youth and TO-Off farm and Financial Inclusion in relevant areas.
  • Visit field to understand the root causes of food insecurity of target populations, and the program implementation challenges.
  • Guide and support the PNGOs to understand and address the problems of the field.
  • Provide need based technical support to the PNGOs.
  • Update STC about the work progress, challenges, shortfall related to  Youth intervention
  • Identify the challenges and provide necessary support as required.

 

Responsibility # 5: Identifies and builds internal and external networks necessary for peer, technical, scale up, advocacy, sustainability and other appropriate purposes.

  • Represent in different networks and alliances at regional level as appropriate.
  • Support PNGOs to organize program related effective workshop and meeting with external stakeholders e.g. employers, Market actors, service provider, training provider, government institution etc.
  • Provide necessary support to TOs for networking and linkage.
  • Share experiences and opportunities with relevant PNGO staff.
  • Maintain close contact with vocational training institution, market actors, employers, private sector organizations, government service providers and build effective linkages to obtain technical support and create employment and income opportunities for the PEP youth.

 

Responsibility # 6: Supports Program Learning, Reporting and Other Ad-hoc Activities.

  • Support in preparing qualitative reports -QPR, ARR.
  • Attend technical meetings and events; and workshops.
  • Support in documenting learning and provide guidance to TOs for learning documentation as required.
  • Address ad-hoc information requests, from time to time.

 


III.           Reporting to:  

Senior Technical Coordinator- Life Skills and Youth, SHOUHARDO III Program.


IV.          Working Condition:  

Based at the Region with 80% time travel in the field.


  • Qualification:
  • 5 - 7 years’ experience as senior level position in youth development and work readiness   related program.
  • Master Degree in Social Science with relevant experiences may also be considered.
  • For the highly deserving candidates this will be relaxed.
  • Excellent written and oral communication skills in both English and Bangla.
  • Good computer skills.

VI.          Core Competencies:

  • Strong leadership, training and facilitation skills.
  • Working experience with government, private and other organizations. 
  • Considerable technical knowledge and experience in understanding and grasping technical needs of PNGOs and communities in the areas of youth skills development, employment (self and wage) and food security.
  • Experience in developing strategies for capacity building of technical staff and beneficiaries.
  • Experience in preparation of program budget, expenditure analysis and progress reports.
