Senior Officer - Technical Support and Representation

I.             Job Summary:

Strengthening Household Ability to Respond to Development Opportunities (SHOUHARDO III) Program is a five-year USAID-funded food security program that started in September 2015. The aim of the program is to improve gender equitable food security, nutrition and resilience of vulnerable people in target communities from 8 districts and 23 Upazilas in Char and Haor regions by 2020. The program will achieve enduring change for over 1.1 million women, adolescent girls, children under five, men, and youth, through a comprehensive development approach that strategically layers, sequences and integrates technical interventions that meet the immediate needs of the targeted communities while also investing in social, economic and institutional capital to build a foundation for future food security and resilience. The program will be implemented in partnership with local NGOs with technical support from various Government of Bangladesh departments/units, academia and national/international organizations.

The Senior Officer, Technical Support and Representation, is responsible for coordination of program activities and administrative processes among technical officers sitting in offices away from main field office. S/he will also act as the primary contact for CARE and external actors in that location.

S/he reports to the Regional Coordinator and works closely with all the Technical Teams to ensure consistent and appropriate support to partners based on needs identified by CARE and/or requested by partners. S/he supervises the program support staff in the office of assignment.

The Senior Officer, Technical Support and Representation represent SHOUHARDO III Program at District and Upazila levels and ensure adequate representation of the relevant partner NGOs in person or by debriefing before and after meetings this should be adequately coordinated with the RC. SO-TSR accountable for office resource management and identify areas of efficiencies and redundancies on an on-going basis. S/he will uphold CARE Bangladesh’s values and ensuring programming and organizational principles.

II. Responsibilities and Tasks:

Responsibility #1Coordination with RSTM on PNGO technical needs and follow up.


  • The SO-TSR will be a contact for partners in terms of support needs and follow up as and when needed.
  • The incumbent works with TMs and RSTM during joint field visits and meetings to ensure effect support and follow up.
  • He/she will help the RSTM to follow up on needs as agreed on with TMs and ensure adequate and timely response to partner needs.


Responsibility # 2: Coordination of Field Level Activities and support systems.


  • The SO-TSR is responsible for ensuring that all project staff utilize and coordinate resources as appropriate this includes office space, vehicles and other program materials.
  • She/he will ensure appropriate communication with all line managers for the technical officers when specific actions are required that affect officer’s work plans and schedules.
  • Works directly with operations manager at the field offices in to harmonize and provide adequate support maintaining all necessary CARE standards.


Responsibility # 3: Support and sustain appropriated networks for program implementation.


  • Ensure that SHOUHARDO program is benefiting from and contributing to other CARE activities relevant to program.
  • Identify on an ongoing basis programs by government, NGOs and private actors in the districts of assignment that have a bearing on SHOUHARDO III activities.



Responsibility # 4: Learning, sharing and coordination with program staff and stakeholders.


  • Engage and facilitate systemic communication across the staff, partners, concerned government officials and communities related to program policies, strategies and implementation activities.
  • Contribute to and support new initiatives undertaken by mission in areas such as gender equity, environmental issues, rights based programming.
  • Facilitate regular and smooth liaison with PACC, counterparts, collaborating agencies, governmental offices, research organization, donor(s) and other NGOs.


III.           Reporting to:  

Regional Coordinator, SHOUHARDO III Program, CARE Bangladesh.

IV.          Working Condition:  

Based in hub offices with relatively basic conditions and offices.

  • Qualification:
  • A minimum of 3 -5 years’ relevant experience, of which 1 years (preferably) in food security program planning and implementation.
  • Master’s degree in Development Studies/Sociology/Economics or any related discipline.
  • Project management skills.
  • A good conceptual understanding of key development priorities in Bangladesh.
  • Experience of working with communities in participatory approaches and conceptually strong in implementing program through partnership with local NGOs.  
  • Good networking and liaison skills with counterparts, partners.
  • Good report writing skills.
  • Ability to ride motorcycle and should have valid driving license.
  • Computer literacy on commonly used software mainly internet, Power point, MS-Word and MS- Excel.
