I.             Job Summary:

Strengthening Household Ability to Respond to Development Opportunities (SHOUHARDO III) Program is a five-year USAID-funded food security program that started in September 2015. The aim of the program is to improve gender equitable food security, nutrition and resilience of vulnerable people in target communities from 8 districts and 23 Upazilas in Char and Haor regions by 2020. The program will achieve enduring change for over 1.1 million women, adolescent girls, children under five, men, and youth, through a comprehensive development approach that strategically layers, sequences and integrates technical interventions that meet the immediate needs of the targeted communities while also investing in social, economic and institutional capital to build a foundation for future food security and resilience. The program will be implemented in partnership with local NGOs with technical support from various Government of Bangladesh departments/units, academia and national/international organizations.

The Senior MIS Officer will be working under the technical direction of MIS&GIS Manager along with administrative supervision of the SHOUHARDO III Regional ME&L Manager (RME&LM), based at region. S/he will be main focal person to lead the MIS and other ICT applications for monitoring, evaluation and data management across SHO III working area under specific region. S/he will responsible to support MIS&GIS Manager for efficient implementation of Management Information System (MIS) within specific region.

S/he will responsible to oversee staff development needs continuously to ensure that the M&E and MIS standards and procedures are in place. She will prepare training schedule and will periodically check the performance of the system from region. S/he will be held accountable to provide support towards smooth implementation and function of ICT based e-M&E system of SHO III at region. S/he should closely monitor the appropriate use of tools, process, methodology and frequencies applied across the Program and contribute in reconstitute the system and keep the management updated. S/he will directly be accountable and charged to re-monitor the M&E process at region level, tools and results/ performance in relation to the targets.


II. Responsibilities and Tasks:

Responsibility # 1: Capacity building and unrolling of e-M&E system and work closely with the regional and district team towards successful implementation. 

40%

  • Conduct intensive field visit and understand field requirement and map the strengths and gaps of M&E and MIS functions and Program interventions.
  • Assist to conduct training of M&E staff both CARE and PNGO on Program M&E system including ICT based M&E, application of mobile devices; variety of offline and on-line – PDA/mobile - data capturing options.
  • Assist RME&LM to prepare training materials and necessary documentation.
  • Follow-up and monitoring of effective utilization of data and Information Management Flow at region and district level.
  • Oversee and ensure smooth functioning of the MIS updates, standards and procedures at the field level as per requirements from RME&LM.
  • Coordinate with respective supervisors to ensure on time data inputs from their supervisees.
  • Provide support to regional and district M&E colleagues in overseeing the e-M&E system and manage those systematically.
  • For personal capacity building participate in various learning events (physically or virtually), e-learning and keep her/him updated with FFP/ USAID key requirements and compliances and adhere those properly.
  • Assist handheld device users in terms of problem related to handheld device and assist regional IT as deemed necessary.

Responsibility # 2. Automation of outputting numbers for analyzing performance measurements, and presentation purposes. data processing, accumulation and reporting and offer innovation in the arena of greater M&E.

  • Extend technical support to all staffs at region for data compilation, database audit and report publication.
  • Assist program management to ensure on time submission of the operational reports.
  • Oversee performance of the system while automatic aggregation of data for frequent reporting by the program components especially for implementation progress monitoring. Guide M&E team to improve/optimize performance in this respect.
  • Prepare periodic performance by looking at trend of the progress achieved by the program component.
  • Work closely with regional IT and administration department and provide necessary logistic and technical assistance to CARE and PNGO staffs.
  • Organize and archive reports, reference documents, memos, correspondences, etc. relevant to MIS operation and entities.
  • Provide authentic data/ Inputs required to prepare quarterly reports, ARR and PREP and updating IPTT matrix, PIRS, PPR, CDCS, SAPQ and Unique and Direct Counting of participants.

 

Responsibility # 3: Assist to ensure Data Quality Assurance and Data Quality Assessment (DQA) and adhere with USAID FFP M&E requirements.

  • In light of SHO III DQA guideline as well as PIRS, systematically select variables, areas and process for conducting internal DQA in consultation with RME&LM.
  • In a regular fashion conduct systematic internal data quality assessment to meet the donor DQA requirements following guidance and share key findings.
  • Report and share critical findings with strengths (which runs well), key learning and surprises and areas for improvement suggested actions to way forward to reach at height.  
  • S/he will be hold accountable to coordinate the M&E field staff for data quality and data accuracy following the guidelines within the line of authority.
  • Coordinate and locational data collection of Program activities and ensure use of web based GIS data/information to reginal management for progress monitoring/visual sharing & decision making purpose.
  • Observe data collection of Program activities at region level and ensure use of web based MIS/GIS data/information to management for progress monitoring/visual sharing & decision making purpose.

 

Responsibility # 4: Enhances M&E data utilization and support program learning initiatives.

  • Well versed with SHOUHARDO III program M&E tools and process i.e. RMTS, Source documentation, FLAIRB, PM&E, BBSS and MSS tools and process and assist PNGO when required.
  • Ensure quality monitoring data and information through regular purposive visits to the field and local institutions.
  • Assist RME&LM for prepare region level M&E reports.
  • Analyze M&E data and share it among team at regional level.
  • Attend regularly in BLSM and PM&E session and ensure events are as standard as per guideline

 

Responsibility # 5. Other duties as directed.

5%

  • Dealing with ad-hoc requirement as suggested by broader organization and program management.

 


III.           Reporting to:  

Regional ME&L Manager, SHOUHARDO III Program is the direct line manager.


IV.          Working Condition:  

Based in Region, with 70% time at field to support the district team (M&E, Commodity and operation), partner organizations, local institutions and community groups.


  • Qualification:
  • Minimum 3 -5 year’s professional practical/experience in the M&E/ MIS field both quantitative and Qualitative.
  • Masters’ degree preferably in Statistics, Social Sciences, Computer Science or equivalent with combination of qualifications and practical experience in relevant field. However, for truly deserving candidates, qualifications may be relaxed.

VI.          Core Competencies:

Advanced knowledge on RDBMS tools and common techniques preferably on latest PostgreSQL/SQL Server 2005 or above. Should have demonstrated capacities on implementing mobile-web applications using as well as offline android application.

  • Proven experience and expertise in implementation of M&E and MIS instruments and methodology.
  • Proven experience in implementation of handheld device to collect information from rural area.
  • Application of wider range of quantitative, qualitative and participatory approaches and techniques and innovation.
  • Experience in conducting MIS related training towards implementation of the system at field.
  • Strong skills and knowledge for various assessments, data processing, analysis, synthesis and data interpretation.
  • Strong computer skills to independently operate SPSS, STATA, MS Access, Excel and Word (latest version) at a higher degree and ability to train other are essential. 
  • Good understanding on ICT and its functionality preferred.
  • Good team player, strong listening skill and demonstrative learning attitude, hardworking and devotion who can adapt challenging situation without negotiating with compliance and quality. 
  • Ability to work independently with minimal supervision as well as to work as part of a team.

  • Excellent verbal and written communication in English and Bengali.
