I.  Job Summary:

Strengthening Household Ability to Respond to Development Opportunities (SHOUHARDO III) Program is a five-year USAID-funded food security program that started in September 2015. The aim of the program is to improve gender equitable food security, nutrition and resilience of vulnerable people in target communities from 8 districts and 23 Upazilas in Char and Haor regions by 2020. The program will achieve enduring change for over 1.1 million women, adolescent girls, children under five, men, and youth, through a comprehensive development approach that strategically layers, sequences and integrates technical interventions that meet the immediate needs of the targeted communities while also investing in social, economic and institutional capital to build a foundation for future food security and resilience. The program will be implemented in partnership with local NGOs with technical support from various Government of Bangladesh departments/units, academia and national/international organizations.

The purpose of Senior Learning and Communication Officer position is to strengthen and promote the learning efforts of CARE Bangladesh’s Strengthening Household Ability to Respond to Development Opportunities (SHOUHARDO) III at the regional level. S/he will work under the management of Knowledge Management Coordinator based in Dhaka. S/he will also work closely with the Regional Monitoring, Evaluation and Learning Manager, Monitoring Officers and Field Monitors as well as the program’s regional technical teams to capture, document and share program learning, with a special emphasis to USAID’s Collaborating, Learning and Adapting (CLA). This position will entail a great deal of focus on developing communications materials, emanating from success and impact stories. S/he will be responsible for locating good practices and sharing these within and outside the program. S/he will also facilitate the regional learning forums and prepare reports accordingly. S/he will represent regional events organized by the relevant stakeholders and partners and feed the recommendations back to the program implementation. Additionally, this position will act as a communication and branding focal point for the regional offices. S/he will network with the partners and other stakeholders and present the program’s learning and good practices in the relevant forums.

II. Responsibilities and Tasks:

Responsibility # 1: Coordinate the regional learning forums.


  • Coordinate the bi-annual learning sharing meeting and prepare quarterly learning reports.
  • Initiate discussion with the regional program staff to foster a learning culture both in formal and informal setting.
  • Ensure day-to-day support to capture and document learning for the regional staff, especially for the PNGO staff.
  • Compile and disseminate the PACC meeting minutes to ensure further actions on the recommendations.


Responsibility # 2: Build capacity of the regional staff on Collaborating, Learning and Adapting (CLA).


  • Oversee the implementation of the Knowledge Management, Advocacy and Learning Strategy at the regional level.
  • Works with the PNGOs and CARE staff to build capacity on collaborative and adaptive learning.
  • Provide one-to-one support on CLA in addition to the systematic capacity building initiatives.
  • Coordinate and facilitate the regional Community of Practice (CoP) to leverage the knowledge management efforts of the program.


Responsibility # 3: Initiate and act on CLA and Storytelling.


  • Analyze and utilize M&E information meaningfully while developing contents.
  • Identify, collect and synthesize qualitative data and information from the communities.
  • Collaborate with the technical team to influence program implementation in an effective manner based on findings and learning emanating from the ground.
  • Capture and disseminate success and impact stories from the community.


Responsibility # 4: Branding.


  • Practice and promote the branding guidelines and policies of USAID as well as CARE Bangladesh for any kind of materials development.
  • Actively engage with the development of tools, policies and guidelines that will help staff to become better communicators.
  • Initiate innovative/new medium of communications platforms to communicate.
  • Produce and distribute merchandising items for branding.


Responsibility # 5 Networking.


  • Representing the program in various platforms/ forums.
  • Regularly communicate with the local media (print and TV), community radio (if any) to share press release, or photo story.
  • Maintain regular communications with CARE and USAID’s communications group.
  • Deal with vendors/externals to facilitate communication works.


III.           Reporting to:  

The Senior Officer, Learning and Communication reports directly to the Knowledge Management Coordinator.

IV.          Working Condition:  

This position is based at the regional offices in Kishoreganj and Sirajganj. The SO-LC is expected to spend approximately 60% of his/her work time in the project operating areas and local institutions.

  • Qualification:
  • 3-5 years relevant experience in communication, learning and networking in a development organization.
  • Post-graduation in any discipline.
  • Skilled in using word processing, presentation and publication software and preparation of professional documents.
  • Skills in writing photo-stories.
  • Proven ability to produce Information-Education-Communication (IEC) materials targeted to a diverse users.
  • Fluency in written and spoken Bangla & English with experience of writing and editing for different audiences.
  • Technical skills are highly desirable, including knowledge of the professional use of emerging media technologies and social media (Twitter, YouTube etc.); with proficiency in design and visual media, including experience using Adobe Suite, Microsoft Publisher and/or online design platforms.
  • Experience solve problems with energy and a positive attitude.
  • Knowledge of USAID policies related to publication and communication are preferred.
  • Basic knowledge of Monitoring and Evaluation system.
