I.             Job Summary:

Strengthening Household Ability to Respond to Development Opportunities (SHOUHARDO III) Program is a five-year USAID-funded food security program that started in September 2015. The aim of the program is to improve gender equitable food security, nutrition and resilience of vulnerable people in target communities from 8 districts and 23 Upazilas in Char and Haor regions by 2020. The program will achieve enduring change for over 1.1 million women, adolescent girls, children under five, men, and youth, through a comprehensive development approach that strategically layers, sequences and integrates technical interventions that meet the immediate needs of the targeted communities while also investing in social, economic and institutional capital to build a foundation for future food security and resilience. The program will be implemented in partnership with local NGOs with technical support from various Government of Bangladesh departments/units, academia and national/international organizations.

The Infrastructure and Environmental Officer (I&EO) is responsible for ensuring implementation and monitoring of infrastructure and environmental activities in the field. Technical surveys, estimation, funding report preparation, monitoring and environmental assessment are the regular activities for an I&EO. S/he will help developing PNGO staff capacity in implementation of infrastructure activities and adhering to the environmental regulation of the program. The I&EO will help facilitating community participation in infrastructure and environmental activities. Working in closely with CARE and PNGO staff, s/he will ensure effective use of resources at field level.


II. Responsibilities and Tasks:

Responsibility # 1: Oversight implementation of infrastructure and CFW activities by PNGO and LGED.

30%

  • Ensure effective planning, budgeting and implementation of infrastructure and CFW activities by implementing partner and LGED.
  • Ensure timely preparation of the fund request.
  • Monitoring of infrastructure and CFW activities.
  • Monitoring payment of CFW and LCS/Contractors.
  • Ensure timely adjustment report preparation and submission.
  • Review structure expense and arrange final payments.
  • Keep track of the VAT coupons usage in infrastructure schemes.
  • Ensure community mobilization activities before and after implementation of infrastructure.

Responsibility # 2: Implement environmental compliance activities.

25%

  • Get oriented on the environmental compliance activities of the program.
  • Orient PNGO and CARE staff on environmental requirements and implementation.
  • Perform environmental assessment and monitor environmental assessment activities by the partner and LGED.
  • Ensure implementation of the mitigating measures.

 

Responsibility # 3: Capacity building of staff on Infrastructure and Environmental Management.

20%

  • Organize orientation sessions with CARE, PNGO and LGED officials.
  • Provide tools and guidelines for field activities.
  • Make joint/ follow up visits as required and provide recommendation.
  • Provide guidance for community level initiative in relation to Infrastructure and Environmental Management.

 

Responsibility # 4: Reporting.

15%

  • Ensure preparation of Funding Request and Final Status Report for all infrastructures.
  • Ensure preparation of Environmental assessment reports.
  • Contribute to preparation of periodic regional reports.
  • Prepare activity report.
  • Review respective sections of PNGO reports.
  • Take part in case study/success story writing.

 

Responsibility # 5: Coordination and liaison with partners and LGED.

10%

  • Maintain liaison with partner and LGED officials at field level.
  • Organize orientation and periodic review sessions with LGED officials.
  • Joint monitoring with LGED/Partner staff of on-going schemes and follow up on monitoring recommendation for both PNGO and LGED executed schemes.
  • Ensure timely completion of infrastructure schemes and closure reports.
  • Trouble shoot problem related to infrastructure schemes.

 


III.           Reporting to:  

Senior Environmental Specialist, SHOUHARDO III.


IV.          Working Condition:  

Based in Region/Hub Office and requires spending approximately 70-80% time in field. Valid Motorcycle driving license and motorcycle driving to perform the field works is mandatory.


  • Qualification:
  • Minimum of 3- 5 years’ experience in infrastructure construction.
  • Diploma in Civil Engineering.
  • Knowledge and experience of environmental policy and environmental management.
  • Have sound knowledge on design, drawing, estimate and trouble shooting of structural
  • Intervention.

VI.          Core Competencies:

  • Have Knowledge on community engagement in program interventions.
  • Good verbal and written communication skills in English and Bengali.
  • Able to maintain relationship with GoB offices
  • Skilled in using MS office applications.
  • Have Motor cycle driving license and willing to drive Motorcycle.
  • Willing to stay and work in village/remote area.
