Program Manager – HALOW+ under Health Access and Linkage Opportunities for Workers Plus, HALOW+ Project

I.   Job Summary:

In April 2015 M&S, CARE and GSK launched a one-year partnership pilot (Health Access and Linkage Opportunities for Workers ‘HALOW’) in Bangladesh to support and build on existing health service provision for the 7,700 ready-made garment (RMG) workers of Interfab Shirt Manufacturing Ltd. and Interstoff Apparels Ltd. and to facilitate their access to needs-based health services including preventive care, health access information and education.
The project showed early signs of success in empowering workers to access services in-factory and in the community by raising awareness and educating workers on key health issues. The project demonstrated that empowering worker ‘champions’ for transferring knowledge and information to workers and mobilizing communities to engage with leaders and decision makers creates positive platforms for change for individual workers, their families and communities. This also enables individuals to collectively influence the systems and policies which affect their lives.

Build on this experience, CARE Bangladesh intended to move into a 3-year extension programme from October 2017 to September 2020 in order to empower workers, particularly women, to improve individual and community health, increase factory productivity and strengthen urban health systems which will truly achieve long-term sustainable social and economic impact for the individuals, businesses and communities related with 15 RMG factories with 50,000 workers in Gazipur and adjacent areas.

Program Manager – HALOW+ is responsible for providing overall management support, partner’s capacity development, quality project implementation, budget monitoring and maintain coordination with the targeted Readymade Garments Factory in project area, Gazipur. S/he will ensure supportive working environment for effective planning and quality implementation of project interventions & approaches through working with implementing partner, RMG workers, factory owners/management, managers of referral centers, national, district and upazila level health & family planning managers and staff, administrative bodies and other relevant departments/organizations. S/he will actively facilitate in the different level of program implementation, partner management, coordination with RMG workers representatives, factory owner & management, management of referral centers and other relevant public, private and NGO stakeholders. S/he will facilitate the capacity building activities of project staffs on project implementation capacity. Since HALOW+ project is being implemented jointly by Health and Women Empowerment unit of CARE Bangladesh, so this position will have to ensure smooth and collaborative working relationship with Health and WEE unit. Furthermore, S/he will closely work with CARE Bangladesh, and other relevant professionals for developing a detail protocol on operation research and develop different tools and guideline for implementing the urban health program activities and ensure health service to target workers and their families. Moreover, PM will facilitate joint field visit with MoHFW, Ministry of Commerce, BGMEA office bearer, GSK and M&S Bangladesh team and organizing coordination meeting for sharing the progress. Finally, S/he will directly supervise project staff to manage performance, capacity building, follow up and monitoring the project activities. S/he will also facilitate day to day financial and administration activities and provide supports for implementing staff's capacity building through on the job training, mentoring and coaching for smooth and quality project implementation and managing staff performance on regular basis.

II. Responsibilities and Tasks:

Responsibility # 1: Capacity development and performance management of relevant stakeholders to move forward the multi sectoral partnership approach

  • Develop conceptual and technical skills to project team on program strategy, implementation and monitoring plan through organizing different sessions and on the job training/coaching.
  • Facilitate supportive working environment within the team and ensure team spirit for effective implementation of project activities.
  • Provide technical support to implementing organization for developing yearly operational plan.
  • Frequent visit to implementation sites to observe and assess the interventions quality and provide OJT to relevant stake as required.
  • Routinely organize formal and informal sharing with field staff to identify the challenges and develop mechanism to resolve the bottle neck.
  • Conduct quarterly and annual performance planning, appraisals in time and identify areas of further development.
  • Closely work with implementing organization and relevant stakeholders to share monthly/periodic progress of project implementation.
  • Proper documentation of all process of activity.

 

Responsibility # 2: Effective Management of Partner Organization for achieving project goals

  • Clarify the partners’ roles and responsibilities towards achieving the project goals.
  • Develop working relationship and maintain close contact with partner NGO staff for effective implementation of project.
  • Foster a learning culture amongst partners’ staff that inspires innovation and creativity and promote reflective practices.
  • Assist partners in fund management and problem solving.
  • Identify partners capacity building needs and facilitate capacity building by arranging support from other units/ departments of CARE as and where required.

 

Responsibility # 3: Facilitate in accessing affordable comprehensive health care through establishing and facilitating referral linkages with appropriate health facilities (public, NGO, private) to ensure quality and low cost service for targeted RMG workers

  • Actively participate in and contribute to referral linkage mapping with implementing organization, workers representative, potential higher health service centers and other relevant stakeholders.
  • Closely work with referral service centre, factory owner, RMG workers and implementing organization for developing service listing and pricing.
  • Regular coordination with implementing organization, Referral centers' management and factory workers to ensure things are going well.

 

Responsibility # 4: Facilitate effective financial, administrative and communication work for project implementation

10%

  • Ensure that the staff adheres to the project and organization administrative and financial rules, policies and regulations.
  • Ensue CARE compliance in financial issue.
  • Assist Team Leader to review budget to ensure a healthy burn rate.
  • Collect monthly report from implementing organization and analyze, compile and submitted to Team Leader.
  • Support to Team Leader to prepare bi –annual reports, annual program report and work plan as per GSK prescribed format.
  • Submit different special reports and documents to Team Leader as per project need.
  • Participate in recruitment process as per organization needs.

 

Responsibility # 5: Ensure technical assistance to develop Monitoring and Evaluation system

  • Coordinate with CBHQ based MIS person and project management team to develop project monitoring and evaluation plan.
  • Facilitate to develop DIP (Detail Implementation Plan) for project execution.
  • Regular follow up of activity execution as per DIP and meet to project objectives and goal. Develop program monitoring strategy, tools and checklists.

 

Responsibility # 6: Coordination,  facilitation systems, and action plans to achieve expected results

  • Regular coordination with project implementation team and relevant stakeholders for activity implementation as per DIP.
  • Facilitate smooth functioning of project operational plan to mobilize and ensure needful resource and logistics.
  • Proactive guidance to project team for timely accomplishments and coordinate with Team Leader – Urban Health and Project Coordinator - WEE for quality programming.

V.   Qualification and Experience:  

  • 5 to 7 years working experience in project management. Experience in workforce engagement will be preferable.
  • Masters in Social Science/Development Studies/MBBS.
  • Excellent verbal and written communication skills in English and Bangla.
  • Should have good understanding of MS Office applications.
