Advocacy Manager

I.             Job Summary:

CARE Bangladesh is currently shifting towards a program approach, where it has developed longer-term impact visions to have more sustainable changes in the lives of the extreme poor and marginalized.

Strengthening Household Ability to Respond to Development Opportunities (SHOUHARDO III) Program is a five-year USAID-funded food security program that started in September 2015. The aim of the program is to improve gender equitable food security, nutrition and resilience of vulnerable people in target communities from 8 districts and 23 Upazilas in Char and Haor regions by 2020. The program will achieve enduring change for over 1.1 million women, adolescent girls, children under five, men, and youth, through a comprehensive development approach that strategically layers, sequences and integrates technical interventions that meet the immediate needs of the targeted communities while also investing in social, economic and institutional capital to build a foundation for future food security and resilience. The program will be implemented in partnership with local NGOs with technical support from various Government of Bangladesh departments/units, academia and national/international organizations.

  • The Advocacy Manager is responsible for analyzing relevant policy issues that will be useful to update SHOUHARDO III’s advocacy strategy.
  • This position will help to drive change at the local, sub-national and national level by identifying, collaborating with and supporting an engaged set of key stakeholders where the program works to promote the welfare of Poor and Extreme Poor people living in Northern Bangladesh.
  • This position will map key stakeholder groups and individuals in the government, civil society and selected communities and identify and collaborate with existing networks engaged on food security-related issues.
From there, s/he will identify best practices and how challenges were addressed for mass awareness raising and advancing grassroots level advocacies to different levels of the Government of Bangladesh.

II. Responsibilities and Tasks:

Responsibility # 1: Updating of SHOUHARDO III advocacy strategy and guidelines.

  • Review all the documents including
    • USAID HQ and Mission's Strategic Documents: Women Empowerment Framework, Gender Analysis Framework, Gender Policy.
    • Government of Bangladesh Policies such as Sustainable Development Goals and Poverty Reduction Strategic Plan; and other projects of CARE Bangladesh
  • Following the strategic documents on advocacy, unpack the technical issues and suggestions of way forward around the selected advocacy topics which SHOUHARDO III should invest on.
  • Acquire adequate knowledge on SHOUHARDO III lessons learned with regards to advocacy initiatives and their effectiveness.

 

Responsibility # 2: Capacity building.

    30%

  • Contribute to updating of overall Training Modules by providing texture of advocacy issues and facilitate the relevant sessions.
  • Engages in dialogue and helps coordinate capacity development efforts with relevant program teams on advocacy related actions as needed.
  • Provide technical guidance to the Technical Manager responsible for Governance/Advocacy for utilization of the folk drama groups and other platform in awareness raising on selected advocacy issues.
  • Be well conversant with USAID mission and CARE Bangladesh's advocacy initiatives and learn the best practices from other organizations and projects at the national level and share with the program team for its appropriate application in the program.

 

Responsibility # 3: Networking and linkage building.

    20%

  • Identify the potential stakeholders at national level to build purposeful relationships towards alliance building for dealing with identified advocacy issues.
  • Establish network with different forums - print and electronic media - and use them for wider dissemination of the best practices in the program that can influence the policy.
  • Represent SHOUHARDO III/CARE Bangladesh at different workshops, seminars and discussion sessions.  

 

Responsibility # 4: Effective planning, implementation, monitoring and reporting.

   20%

  • Keep track of progress of the advocacy initiatives and provide guidance to the program team for improvement/s.
  • Keep close contact with the field-based colleagues and conduct regular field visits to identify the appropriate advocacy issues and implement work plan.
  • Prepare yearly/multi-year budget in line with the activity plans and monitor the expenditures on a regular basis.
  • Prepare progress reports and position papers as and when required.

 


III. Reporting to:  

Senior Team Leader – Knowledge Management, Advocacy and Learning, SHOUHARDO III Program.


IV. Working Conditions:  

Based at the CBHQ with 30% time travel in the field.


V.   Qualifications and Experience:  

  • Minimum 5 years professional experience in the relevant field.
  • Masters in Political Science, Public Policy, Governance and related sciences.
  • Experience in Policy Advocacy in food security programming.
  • Ability to establish rapport with a wide range of stakeholders.
  • Experience working with policymakers and advocates at a country and regional level.
  • Demonstrated ability to effectively communicate and work collaboratively with diverse teams.
  • Experience organizing workshops or trainings required.
  • Good writing skills both in English and Bengali.

VI.  Core Competencies:  

  • A deep commitment to the mission of a better future for the Poor and Extreme Poor (PEP) of Northern Bangladesh.
  • Strong knowledge of existing national and international laws and policies
    • S/he will have strong skills in the understanding and addressing the rights and abuses associated with violence and family law, with land access and tenure, access of fishing resources, local government reform for empowerment and national disaster policies including climate change risks to contribute to the overall goal of facilitating lasting change by challenging the forces in society that produce and reinforce poverty and injustice.
  • Demonstrated familiarity with the structure and functions of government agencies and organizations working directly and indirectly on issues of the PEP.
  • Demonstrated proactive ability to develop and carry out advocacy activities.
