I.Job Summary:

The Senior Officer - Gender, Learning & Development will work under the supervision of the Gender Learning and Development Coordinator within the HRD&M Department. This role serves two purposes: 1) to support implementation of the Gender Equity and Diversity (GED) action plans, awareness building and training for staff and 2) to support implementation of the Learning and Development (L&D) Action Plans for staff’s professional development. The ideal candidate will be someone who treats all people equally, embraces diversity and respects differences without judgement, builds rapport quickly, confident, critical thinker, good organizer and negotiator, able to work independently, technology-savvy, comfortable with using MS Excel, conferencing software like WebEx, Skype for Business, Zoom or others, social media platforms like Facebook for Work and numerous web-based applications.


II. Responsibilities and Tasks:

Responsibility # 1: Organize and co-facilitate induction, trainings, workshops and Women’s Internship Program.

  • Support implementation of CARE Bangladesh’s Gender Equity Diversity (GED) and Learning and Development (L&D) Action Plans, awareness building and training for all staff.
  • Provide logistic and administrative support to organize staff orientation programs and all training sessions/workshops, Gender Focals’ coordination meetings and Trainee Meetings using WebEx, Skype or other technology to connect field offices virtually.
  • Provide logistic and administrative support from recruitment stage to onboarding of the Women Trainee Program: from posting advertisements to organizing assessments, interviews, issuing contracts, ensuring salary payments, organizing field visits and all other support during internship.
  • Organize office events for special day celebrations (International Women’s Day, 16 Days of Activism, Pohela Boishakh, awards-giving events and others)
  • Organize monthly learning sessions by coordinating with facilitators, prepare invitation emails using web-based software and broadcast to field offices using WebEx, Skype, or other technology
  • Become trained as a Gender Equity and Diversity trainer to co-facilitate workshops at field offices
  • Prepare Scope of Work/ ToRs for various training sessions/workshops with external facilitators.
  • Coordinate with Directors/Unit Heads to organize induction for international staff.
  • Send New Staff Orientation Pack to every newly joined staff.

 

Responsibility # 2: Data analysis, reporting, documentation and record keeping.

  • Prepare database of staff professional development plans and consolidate into yearly Training Plan for CARE Bangladesh.
  • Prepare and document all training related information and materials.
  • Post photos, videos and updates of training sessions/workshops on social media like Workplace (Facebook for Work platform) and prepare content for Communications team.
  • Support in the drafting of post-training and workshop reports with data from Feedback Forms to enable the GLDC to evaluate effectiveness of training programs.
  • Prepare quarterly HR & GED Newsletter using online software with support from GLD Coordinator.
  • Translate HR & GED Newsletter to Bangla.
  • Support supervisors in disciplinary cases, drafting summary reports in English and Bangla and prepare official letters in Bangla.
  • Maintain GED Training Modules and Resources from the CARE’s Gender Network.

Prepare and maintain meeting minutes from Day Care Parents Meetings, Trainee Meetings, HR Team Meetings, Gender Focals Coordination Meeting and other meetings as needed.

 

Responsibility # 3: Support supervision and daily operations of day care.

  • Daily supervision of day care staff and monitoring of day to day activities, liaising with outsourced service provider and keeping track of new requirements and expenses as necessary.
  • Supervise day care staff: complete their monthly personnel reports, performance management, roster and leave management, and monitor their overall well-being.
  • Prepare monthly payment letters for parents.
  • Maintain database of day care children and parents.
  • Maintain all day care files and keep them updated for the unit.
  • Maintain liaison with outsourced service providers regarding their routine visit, monitoring reports and updates.
  • Maintain liaison with mothers and Admin Department to address any requirements.

 

Responsibility # 4: CARE Academy Liaison and Maintenance (E-learning platform of CARE USA).

15%

  • Provide support to all CARE BD staff as the troubleshooting focal person for all CARE Academy e-learning courses.
  • Maintain liaison with CARE Academy focal person at HR Service Center of CARE USA to resolve issues.
  • Prepare and continuously maintain e-learning course completion reports and status updates of all staff.
  • Enter and update Indemnity database on HR software for staff.
  • Issue Indemnity Letters as per Training Policy.

 

Responsibility # 5: Communication and Coordination with internal staff and external stakeholders.

  • Communicate with all new staff about registering for CARE Academy and Workplace (CARE’s Facebook at Work platform)
  • Maintain necessary communication and follow up with internal colleagues and external service providers as needed

IV.          Working Condition:  

This is a CBDO based position in Dhaka with some field visits as required.


  • Qualification:
  •  Minimum 3-5 years’ experience, particularly in facilitation and training. Experience in gender and diversity-related training is desirable but not essential.
  • Minimum Master’s degree in Management, Social Sciences, Gender Studies or relevant discipline from a reputed university.
  • Strong organization and coordination skills.
  • Solution-oriented approach to new challenges 
  • Accustomed to using technology for virtual meetings (WebEx, Skype, Zoom, others)
  • Comfortable using social media platforms (Facebook, LinkedIn) and different web-based software
  • Excellent oral and written English and Bangla is essential.
  • Computer skills in using MS Word, Excel, PowerPoint, email and internet are essential.
  • Comfortable working with and critically analyzing data to formulate evidence-based reports.
  • Comfortable with people of different backgrounds.
  • Able to prioritize and juggle multiple responsibilities simultaneously.
