I.     Job Summary:

CARE Bangladesh’s Extreme Rural Poverty Program (ERPP) is one of the five major programmatic areas of CARE’s core mission. This program comprises of CARE’s multiple projects. The vision for graduating extremely poor out of poverty identifies the following three inter-related and mutually reinforcing domains of change that speak to economic, social and political dimensions of empowerment: Making the poor powerful through better access to, and use of resources and services, including markets and employment opportunities; Making power work for the poor by facilitating the creation of spaces for the poorest to participate in local government and development processes.

Director is responsible for the implementation of the Extreme Rural Poverty Program (ERPP) and achievement of its objectives through:

  • Providing strategic guidance and management oversight to the current teams, projects and initiatives     grouped in this portfolio.
  • Implementation and continued development of impact and outcome measurement systems, and    establishing evidence base of effective program strategies and models, and regular review and revision of program (impact statement) design identification and development of new initiatives & projects contributing to program impact, in collaboration with Program Evidence, Advocacy, Research & Learning (PEARL) team..
  • Leading and managing strategic partnerships and advocacy relating to the impact statement.
  • Close coordination and collaboration with operational and strategy teams within CARE Bangladesh to        ensure learning, and maximize country program cohesion and effectiveness.
  • Leading collaboration with civil society platforms and movements to influence policies and practices related to eradicating extreme poverty in country context.
  • Representing projects and initiatives within the Impact Statement portfolio to donors, government and other stakeholders.

II.            Responsibilities and Tasks:

Responsibility # 1: Staff Management.


  • Design and ensure appropriate team structure and composition for effective project management and progress towards ERPP’s objectives in line with available resources.
  • Lead recruitment of Team Leaders, Thematic Coordinators and similar positions within portfolio, supports project/initiative leaders in recruiting team members.
  • Manage all aspects of performance of direct reports.
  • Manage development of direct reports and team members, through identifying and addressing relevant skills building needs and enabling opportunities for individual growth.


Responsibility # 2: Coordination and oversight of project/initiative management.


  • Oversee management of projects and other initiatives within the ERPP portfolio, supporting Team Leaders and Thematic Coordinators to develop and implement effective strategies and operational plans, ensuring timely activity and budget implementation.
  • Responsible for management of donor contracts within the portfolio, including ensuring quality and timely reporting to donors and other liaison as needed.
  • Responsible for ensuring clear and timely communication to other relevant stakeholders (e.g., Government, CARE International members) on specific contracts and on the overall program.
  • Oversee financial management of projects and other initiatives within the portfolio, including managing development and approval of project and budget change frames as necessary.
  • Support project/initiative managers to manage implementation in line with appropriate quality standards, including ensuring technical support needs are identified and addressed.
  • Ensure robust monitoring and evaluation at project/initiative level, in line with CARE Bangladesh and stakeholder frameworks and requirements.
  • Provide guidance and support to each team to ensure that strategies and activities are in line with ERPP design, strategies and objectives.
  • Provide guidance and oversight to teams to generate, document and disseminate information, learning and evidence relevant inside and outside CARE Bangladesh.
  • Work closely with managers of other projects/initiatives (non-direct reports) contributing to the ERPP’s broader objectives, to ensure coherence of approach, coordination of activities, and achievement of program objectives.


Responsibility # 3: Program Design and Development.


  • Lead regular, periodic reviews of the ERPP design (including domains, pathways, assumptions, breakthroughs and indicators) in close collaboration with relevant teams in CARE Bangladesh and external stakeholders as appropriate
  • Lead analysis and direction of geographic focus for implementation of ERPP, ensuring cohesion with CARE Bangladesh overall geographic focus in collaboration with relevant  CARE Bangladesh teams
  • Identify gaps for potential projects/initiatives etc. to contribute to implementation of ERPP
  • Collaborate with PEARL team to design new initiatives and prepare quality proposals to support implementation of ERPP.


Responsibility # 4: Evidence, learning, collaboration and partnership.


  • In collaboration with PEARL team, ensure robust impact outcome and impact measurement system and collect evidence of change against the pathways described in the Impact Statement results of ERPP.
  • Coordinate closely with relevant team leaders (Program Directors, Cops) to ensure consistency, cross-learning and cohesion between programs and large initiatives.
  • Identify and build strategic partnerships in line with strategies and pathways outlined in the ERPP Impact Statement, in collaboration with relevant teams, including partnerships for advocacy with external stakeholders.
  • Purposively build linkages and collaborations with the civil society platforms in order to amplify voices of the poorest from ERPP’s work to influence policies and practices. 
  • Lead representation and communication of impact statement and program internally, and externally as required, including with donors and Government stakeholders.

Reports to ACD Program.

IV. Working Conditions:  

Based at CARE Bangladesh Dhaka Office, with extensive (upto 30%) travel, as required.

V.   Qualifications and Experience:  

  • 10 years professional experience at a senior management position in social development, focusing on rural poverty.
  • Master’s degree in relevant area is required.
  • Demonstrated strong people management and leadership skills.
  • Experience in donor liaison, reporting and representation.
  • Strong financial planning and management skills, including experience of managing multi-year grants and knowledge of donor compliance requirements.
  • Demonstrated understanding of gender and women’s empowerment.
  • Demonstrated understanding of monitoring and evaluation.
  • Experience in enabling knowledge management and learning within a program or organization.
  • Experience of developing strategic partnerships at national and local level (GoB, NGOs, development partners, civil society platforms, social movements etc).
  • Experience of program design and development desirable.

VI.  Core Competencies:

  • Demonstrated experience in leading strategic and operational planning.
