Project Development Officer - Monitoring & Evaluation (M&E)

One (1) position, based at CARE Bangladesh Dhaka Office

The duration of the proposed contract is up to November 30, 2020

I.             Job Summary:

CARE Bangladesh is managing a grants of The Global Fund titled “Comprehensive Prevention Programs for People Who Inject Drugs (PWID) and Their Partners” with aim of minimize spread of HIV and minimize the impact of AIDS on the individual, family, community and society. Under this project, CARE is providing health education along with means of behavior change, clinical services and creating enabling environment towards the PWID through operating 18 Comprehensive Drop-In-Centers (CDICs) and Drop-In-Centers (DICs) directly in Dhaka and in partnership with two local /national organizations at outside Dhaka. In addition, four community based CDICs are providing methadone as most effective treatment for PWID. In this project, SCI provides assistance as PR. This position will be stationed at CDIC based at Dhaka city.

The Project Development Officer-M&E (PDO-M&E) is responsible for proper implementation of an effective M&E and MIS system in the field /DIC and project management including progress monitoring
and follow-up of program monitoring activities on a regular basis. He/she will directly participate, assist and supervise monitoring surveys, analyzing data and MIS and M&E activities. He/she will assist the project, DIC and consortium member staff to maintain the proper M&E and MIS systems. He/she will be ensured timely collection of monthly data and keep control on data collection process, data quality control, generating report in time and will support TC M&E and other project staffs. He/she will also be responsible to provide support to the field staff to collect data, checking & interpret the data. PDO-M&E will also responsible for maintaining and providing M&E and MIS related information to program management as and when needed. He will be also responsible to train up of OWs, DIC coordinators, Field supervisors and project staff for data collection, compilation, analyzing and presentation on key indicators at the DIC level. He is also responsible for any other emergency mission & project related activities assigned by the project and mission management.


II.            Responsibilities and Tasks:

Responsibility # 1: Staff Management (if applicable) Field monitoring , supervision and quality control of data collection process capacity building of different stratum of GFATM project staff, PNGOs staff including Drop –in –Center (DIC) level staff.

30%

        - Undertake regular field visit and provide formal training/OJT for the quality control of            data for field level staffs.
        - Orient the field’s staff on data cross checking analyze and use of data at local level.
        - Provides feedback, fine-tuning to the field supervisor &DIC coordinator for proper functioning of monitoring & evaluation related flow.

 

Responsibility # 2: Data collection, compilation, analysis, interpretation and presentation.

20%

  •  Establish effective M&E and MIS system in the DIC level.
  • Collect and management of data including entry, screening, compilation/tabulation, interpretation and presentation form.
  • Develop data entry template, data compilation, analyze and interpretation.
  • Ensure field monitoring and supervision especially focus on M&E and MIS purpose.
  • Provide technical support to the DIC team in local level data management including quality control.
  • Disseminate/sharing of findings.

 

Responsibility # 3: Management of project data/information by applying project M&E and MIS system.

20%

  • Management of data from the DIC to project management level by applying project M&E and MIS mechanism.
  • Ensure different types of data/information flow for report preparation, different types of analysis and other purpose as demanded by the project data/information in a systematic manner both soft and hard copies.
  • Assist supervisor to produce different reports especially in the part of quantitative information. 
  • Participate in different study/assessment/survey initiated by the project, other projects under HIV program of CARE-Bangladesh.
  • Develop appropriate data analysis program for different purpose.

Participate any assignment beyond regular job which will be executed by the GFATM project and or CARE mission.

 

Responsibility # 4: Train up OWs/Staffs/Consortium member staff in M&E, MIS system, data management, analysis and use of data in local level.

  • Facilitate M&E/MIS related sessions in different training program for DIC based and project staff.
  • Conduct formal meeting/orientation on M&E and MIS related Capacity building of different stratum of GFATM project staff, PNGOs staff including Drop-in-Center (DIC)  level staff issues (based on their needs).
  • Organize orientation for DIC and project staff in order to introduce any new tools, methods, techniques related to M&E and or MIS.
  • Facilitate to Install MIS at DIC level and assist DIC team for effective functioning of MIS system.
  • Build capacity of DIC team and project staffs on analysis, interpretation and use of data/information at their level.

 

  • Responsibility # 5: Reporting.

  • Prepare qualitative information part of monthly, quarterly and others report as per nature of the project.
  • Ensure accuracy, validity and reliabilities of data/information from raw to reporting level.
  • Checking and preserving all reports (monthly, quarterly, annual etc.) received from the DICs and consortium partner organizations level.
  • Coordinating with project staff, consortium partner organization for ensuring different reports in time with relevant information.
  • Assist supervisors, TCs-Program and TL to prepare monthly, quarterly & annually report.

 


III. Reporting to:  

The PDO –M&E will be reporting to the Technical Coordinator-M&E.


IV. Working Conditions:  

Based in Dhaka with approximately 60% travel to the field and DIC. Also work as a team member of CBDO management team. Close contacts are required with other organizations working in similar field.


V.   Qualifications and Experience:  

  • Masters’ degree preferably in Statistics, Mathematics, Social Science or equivalent with combination of qualifications and practical experience in relevant field of M&E and or MIS.

VI.  Core Competencies:  

  • Minimum 3 years professional practical/experience in the field of M&E and or MIS development process for HIV/AIDs prevention project especially with injection drug user’s intervention or others high risk populations.
  • Have experience to work with different partner NGOs, being a member of lead NGO of the consortium. Also have experience of working with Government bodies as a part of national program.
  • Ability to manage M&E and MIS and database, including template design, data entry, cleaning, logical checks, report generating etc.
  • Computer skill in SPSS and MS Access in preferable.
  • Documentation and good report writing skills in English.
  • Willingness and strong commitment to travel in the remote field adapt hardship as well as working with any stressful situation and be a good team player.
