Senior Human Resources Officer

1 position, based at CARE Cox’s Bazar Field Office

The duration of the proposed contract is up to March 31, 2019.

The Senior HR Officer is responsible for:

  • Facilitating the recruitment process for assigned projects under Refugee Response Program, Cox’s Bazar and ensuring proper documentation of recruitments,
  • Administering compensation packages based on discussion with Program Support Coordinator, Program Team Leaders and Dhaka Office HRD & M Team, following organizational policy,
  • handling staff transition as per the HR policies and regulations,
  • Providing clarification of different policies and procedures of HR Manual and taking guidance from Director HR and HR Manager on policy related issues as and when required.
  • Looking after the wellbeing of National and International Staff and providing counseling to staffs on HR issues.
  • Providing support in Human Resource Development and Performance Management, by coordinating with Gender Learning and Development Coordinator of Dhaka Office HRD & M Team.

II.            Responsibilities and Tasks:

Responsibility # 1: Recruitment and Selection of assigned Project staff

35%

  • Ensure that vacancy announcements are standardized and are in line with benchmark for each position.
  • Arrange internal and external job vacancy advertisements to attract a pool of potential candidates.
  • Ensure short listing of candidates using standard CV evaluation and criteria.
  • Ensure that interview invitations, along with job descriptions and preliminary job application forms, are issued and dispatched timely.
  • Ensure that coding system for the interview process is properly implemented.
  • Help administer suitable tests and interviews and participate in the Interview Board as and when required for selecting best candidates.
  • Ensure that job offers and appointment letters are issued to finally selected candidates on agreed time frame.
  • Conduct salary negotiation discussions based on discussion with Program Team Leaders and Dhaka Office HRD & M Team, following organizational policy.
  • Conduct reference checking process, including Bridger checks, for external candidates.
  • Ensure relevant scoring criteria are followed and test formats are used according to set HR standard of the organization for relevant positions.
  • Prepare short-term contracts and apprenticeship contracts, as and when needed.
  • Review requests from Project Team Leaders for staff requirement.
  • Prepare and submit reports on staff recruitment and status changes.
  • Form Interview Board members with diverse representation in consultation with the concerned projects and department.

 

Responsibility # 2: Staff Transition and Co-ordination

20%

  • Ensure that staff promotions are implemented as per promotion policies.
  • Issue promotion, re-designation, contract amendment etc. letters to the staff based on recommendations by Interview Board members.
  • Handle acting assignment cases for assigned projects.
  • Ensure that staff transfer mechanisms are in place and are coordinated with projects and departments before making transfer decisions.
  • Ensure that staff transfers are handled in conformity with the transfer policy.
  • Handle TDY (Temporary Duty Assignments).
  • Communicate with respective Project Team Leaders, FO management and Dhaka Office HRD & M Team for staff related issues, as and when required.

 

Responsibility # 3: Maintenance of assigned PCF (Personal and Confidential Files) and Recruitment files.

15%

  • Manage personnel files of Cox’s Bazar Field Office and Ukhiya Office based staff.
  • Update employee’s personal and confidential files for the assigned projects/depts.
  • Prepare PCF of new employees for all types of contracts.
  • Sort all personnel action provided from the project/units/departments and maintain in files.
  • Maintain staff lists and organograms of assigned projects/departments.
  • Maintain recruitment panel files.
  • Update data on separated PCF in existing HRIS system.

 

Responsibility # 4: Providing clarification of different policies and procedures of HR Manual and HR related Information collection

10%

  • Give clarification of different policies and procedures of HR Manual against staff queries and take guidance from Program Support Coordinator, Director HR and HR Manager on policy related issues as and when required.
  • Information collection for key factor assignment through e-mail from newly joined staff and disseminate to the concerned persons.
  • Information collection for key factor assignment from existing staff who have gone through any sort of change like transfer, project transfer, re designation etc.
  • Provide information to assist the audit process.

 

Responsibility # 5: Provide support in Human Resource Development and Performance Management

10%

  • Provide support in Human Resource Development and Performance Management, by coordinating with Gender Learning and Development Coordinator of Dhaka Office HRD & M Team.
  • Provide clarification to staff on performance management system and collect the properly filled in Probation Appraisal Forms and Annual Appraisal Forms and forward them to Dhaka Office HRD&M for further action.

 

Responsibility # 6: Looking after the wellbeing of National and International Staff

10%

  • Looking after the wellbeing of National and International Staff by attending their queries and questions.
  • Coordinate with FO Management and Dhaka Office HRD&M Team to ensure staff wellbeing issues are properly addressed.
  • Providing counseling and motivation to staffs on HR issues. 

 


III. Reporting to:  

The Senior Human Resources Officer will report to Program Support Coordinator, but will have a dotted reporting line to HR Manager, Dhaka Office HRD&M Team. S/he have to work closely with the project management of assigned projects.


IV. Working Conditions:  

Based in CARE Bangladesh Cox’s Bazar Field Office.


V.   Qualifications and Experience:  

  • 3 - 5 years’ experience in Human Resources Management functions, especially handling recruitment, staff transition and performance appraisal.
  • Masters in any discipline, preferably PGD in Personnel Management / MBA in HRM.

  • Excellent communication skills both in oral and written English and Bangla.
  • Ability to prioritize, plan and organize work - essential.

  • Willingness to live and work in difficult and rapidly changing conditions.
  • Ability and willingness to travel and stay in the field.
  • Computer skills in Word Processing, Database Management.
