Resource Mobilization Coordinator

1 position, based in Dhaka

The duration of the proposed contract is 1 years with high possibility of extension.

I.             Job Summary:

The Resource Mobilization Corordiantor (RMC) will assist in coordinating the Country Office's resource mobilisationn/proposal development efforts in collaboration with the Program Directors and Assistant Country Director - Program. The RMC will conduct research, donor intelligence gathering, funding trends analysis and donor and national priorities and also keep abreast with advances in wider development and funding environment. S/he will also be responsible for tracking and maintaining information on funding opportunities and support with proposal writing as necessary.


II. Responsibilities and Tasks:

Responsibility # 1: Proposal Development.

           65%

  • Assist Director – PEARL to monitor resource and funding opportunities; maintain and update funding tracking table and corresponding files, communications and information in the “I” drive. 
  • Write concept papers, capacity statements and proposals as required, and in collaboration with relevant teams.
  • Coordinate Go/No-Go decision making processes, ensuring compliance with CARE USA and CIM policies and requirements in consultation with Director-PEARL.
  • Ensure advance timeline for proposal / concept note development is agreed by all concerned staff.
  • Assist Program Directors/program teams to write concepts and proposals in collaboration with CARE members as required.
  • Work closely with cost proposal manager to ensure quality proposal budgets.
  • Document critical lessons learnt, decisions and information on current funding environment and emerging donor priorities.

 

Responsibility # 2:  Internal and External Representation and marketing.

          15%

  • Support mapping donors landscape and follow up maintain that process.
  • Maintain contact lists and build relationships with key CI, HQ and donor representatives and technical teams, as required, in coordination with CD, ACD, program directors and senior program staff.
  • Work closely with relevant Directors to support development of consortia and identification of partners as required.
  • Establish & maintain donar cultivation strategy & plan & monitor progress against the plan.

 

Responsibility # 3: Project Inception and Learning.

          10%

  • Coordinate and support inception and orientation activities for workshops for new projects as required.
  • Work closely with other teams and units and incorporate models, lessons and approaches to make proposal more coherent and attractive.

 

 

Responsibility # 4 Analyze feedback and information regarding proposal success and failure.

            10%

  • Collect and track and analyze all proposal related information and analysis on won and lost proposals and present it to SLT.
  • Incorporate learnings from success and improve proposal reflecting back on losses and to improve proposal quality consistently.
  • Other duties as assigned time to time.

IV.          Working Condition:  

The Resource Mobilization Coordinator is based at CBHQ, with field travel as and when required.


  • Qualification:
  • Master’s degree in International Development, Community Development, or other relevant Social Sciences discipline.

VI.          Core Competencies:

  • 3-5 years extensive experience of proposal development and project design.
  • At least 7 years field experience in development, rehabilitation and/or relief programs.
  • Donor relations and networking.
  • Familiarity with key development and humanitarian aid donors.
  • Excellent English writing skills.
  • Strong understanding of gender issues in Bangladesh and commitment to promoting the empowerment of women and girls.
  • Demonstrated learning agility in order to work across broad range of program areas.
  • Demonstrated ability to coordinate work across teams.
  • Self-directed, systematic, working to tight deadlines.
