TOR to conduct KAP survey in Jamtoli Bhalkahli, and Thinkhali

Background

On 25 August violence broke out in Rakhine state, Myanmar. As a result, more than half a million Rohingya population estimated to have crossed the border into Cox’s Bazar and living in different makeshift camps supported by UN and different humanitarian organisations. The large influx of Rohingya’s is placing tremendous stress on the needs around WASH, Protection with far-reaching impacts on health such as respiratory infection, skin disease, and acute watery diarrhoea risks remain high with increasingly crowded living conditions, inadequate water and sanitation (WASH) facilities and low vaccination coverage. Christian aid along with other partners such as World Vision, DanChurchAid (DCA) Dhaka Ahsania Mission (DAM) Gono Unnayan Kendra (GUK) came together to form a consortium to respond effectively and integrated way to maximise the impact and outreach through broad basing the initial interventions on health, WASH and protection. This project is supported by DFID and managed by UNOPS. Thus, the consortium is looking for a consultant to carry out the KAP survey to understand the knowledge practice and attitude of these refugee populations on WASH, Health and protection, understand their existing practices coping mechanism and capacities. The KAP report will help to reinforce the programme implementation and to be used for the final impact assessment the consultant is supposed to undertake this KAP survey in three major camps having population such as Jamtoli (51000) bhaluhali (172280 and Think Hali (38417) respectively.

The Consortium is support the following interventions through this project

  • Protection Outcomes of the Projects
  • Rohingya population and host community in target areas has access to safe and dignified WASH facilities and hygiene NFIs.
  • Outcome 2 Rohingya population in target areas has access to critical health services and information Related to HRP Health
  • Outcome 3 Rohingya population in target areas have improved access to essential and safe multi-sectoral services

Objectives of the consultancy

The consultancy will conduct, coordinate and oversee Knowledge, Attitude, and Practice (KAP) surveys on WASH health and protection in three camps Jamtoli Bhalu khlai and thinkhali. The data collected needs to be analyzed and formulated into a detailed report.

Specific Deliverables

WASH

  • Determine knowledge, attitudes and practices on water, sanitation and hygiene;
  • Document cultural and traditional practices of WASH that enhance or undermine appropriate WASH practices;
  • Identify key actors of change and/or influential community leaders and recommend approaches to include them in programme designs that helps improved WASH practices;
  • Determine community perception on existing WASH interventions;

Health

  • Determine knowledge, attitudes and practices on health and other related factors such as healthcare seeking behavior during illness, within the communities targeted by different NGOs;
  • Document cultural and traditional practices that enhance or undermine appropriate healthcare practices;
  • Identify key actors of change and/or influential community leaders and recommend approaches to include them in programme designs that helps improved health/ healthcare practices
  • Determine community perceptions on existing healthcare interventions;

Protection

  • Determine the level of awareness and understanding on protection issues in the camps & displaced conditions;
  • People`s perception of risks in the camps and attitude towards the existing protection measures;
  • Current measures of protection in the camps and practices of communities;
  • Understand the nature and prevalence of specific threats and knowledge about these threats put people at risk or compromise the effectiveness of protection mechanisms;

Research team

The consultant will put together a team of local researchers and translators (if required) who can support KAP assessment process. The team will work always in collaboration with the Consortium Manager and partner organization staff involving them in all processes.

Trainings

With the Consortium partner staff, the consultant will design and coordinate trainings for project staff and enumerators to improve their knowledge and understanding of Knowledge, Attitudes and Practice (KAP) surveys and to ensure data quality, quantity and timely delivery of report.

Methodologies

  • To develop a comprehensive study methodology and study design with relevant tools for conducting KAP in all three camps;
  • To train enumerators and community mobilisers in data collection;
  • To follow-up data collection to ensure data quality and quantity;
  • To formulate the final report after data compilation and analysis;
  • To integrate comments/ reviews/ feedback and produce the final report with stipulated timeframe.

NB: The development of the survey methodology, the training provided and the data collection should be highly participative, involving the Consortium Manager as well as Project Managers and project field staff of all consortium members. Tools to be used should include: desk review of reports on Rohingya response and background information on the influx, focus group discussions, in-depth interviews, and on-site observation.

Timeframe

Suggested: 15 days (possibly in between 22 May 2018 to 07 June 2018 initially) for this assignment. Consultant to propose a timeframe with details of anticipated actions/activities.

NB: The team will initiate the survey in two phases. The proposed tenure and report will be the baseline of knowledge, attitude and practice and later the same team will conduct an end-line to comprehend the progress/gaps following the same tool/ modality/ framework.

Desired skills, qualifications, and experience

  • Experience Humanitarian emergency programming or work
  • Previous experience in conducting KAP surveys with participatory approaches
  • Excellent communication, writing, and editing skills
  • Ability to work across agencies and with non-native English speakers
  • Familiarity with history, dynamics and working environment in Bangladesh & Rohingya issues
  • Good understanding of / and sensitive to different cultures and traditions
  • The consultant must have a strong background in emergency programme with a focus on nutrition and WASH interventions
  • Excellent knowledge of and experience with humanitarian guidelines and principles.
  • Ability to work collaboratively as a team.
