Shelter Expert for Shelter Upgradation in Rohingya Crisis Response programme

Background:
Christian Aid (CA) is an International Development and Humanitarian organization working over 70 years across the world. Christian Aid insists the world can and must be swiftly changed to one where everyone can live a full life, free from poverty. We provide urgent, practical and effective assistance where need is great, tackling the effects of poverty as well as its root causes. CA has presence in South Asia since 1960 supporting local partners on addressing issues of tackling poverty and providing support during disasters.

Since violence broke out in Myanmar’s northern Rakhine state last month, an estimated of 507,000 people have crossed the border into Bangladesh as of October 2, 2017 resulting in an increasingly chaotic, unpredictable condition and humanitarian emergency. The new arrivals brought little with them and are dependent on humanitarian assistance for food and other lifesaving basic needs. The makeshift settlements and refugee camps are expanding significantly and are scrambling for food, clean drinking water, health service, latrines, bathing space and hygiene material.

Purpose of the assignment

The Shelter expert for Shelter upgradation is being engaged to provide technical advice and support to Christian Aid’s Shelter Programming for the ongoing Rohingya crisis. The consultant will be assigned the task to plan, develop, monitor and evaluate the technical aspects of the shelter project(s). This involves effectively managing the assigned shelter project(s) in line with the objectives, budget and timeframe laid down in the proposal(s). Provide technical guidance and meet quality standards in shelter delivery, encourage beneficiary participation, liaise with other stakeholders. The Consultant will be responsible for implementation of project operations for upgrading existing shelters in the Rohingya Refugee camps in Cox’s Bazar. The consultant will develop the implementation plan, guidelines and necessary monitoring tools across all project activities. S/he will develop regular implementation and monitoring reports and documents for focal persons related to intervention

Key Responsibilities and Deliverables

  • Lead the Shelter implementation modalities through close collaboration with the Project Manager, beneficiary communities and other relevant humanitarian stakeholders.
  • In close coordination with the Project Manager, manage the administrative, financial, and other related activities of the Programme.
  • Provide technical guidance to programme partners, programme staff and implementing entities.
  • Ensure proper documentation of the projects carried out in the shelter and settlement program, and maintain open consultation and information sharing with the project donor(s).
  • Liaise and promote collaboration and operational partnership with the private sector understanding local, national and regional market mechanisms.
  • Liaise, promote and coordinate interagency collaboration and operational partnership in the Shelter sector. Ensure appropriate coordination with all humanitarian partners (including UN agencies, national and international NGOs and other international organizations), as well as with relevant government agencies, provincial authorities and local community leaders and groups.
  • Act as CAID focal point (when required) to the Shelter Cluster, engage closely and provide input and technical expert support to the shelter cluster as required, including but not limited to developing standards/guidelines, involvement with the Shelter Technical Working Group.
  • Implement a sound Monitoring and Evaluation System to ensure that community assessment guidelines, including criteria developed for the selection of beneficiaries, are properly followed up in all areas of intervention for the shelter programme.
  • Ensure timely reporting of project activities and prepare documentation for donor reporting/visibility tools.
  • Contribute to the resource mobilization efforts, identifying potential new project opportunities and contributing to the preparation of project proposal.
  • Ensure the integration of cross-cutting issues such as gender, children and other vulnerable groups in the programme are considered in the Shelter response.
Note: These terms of reference covers the main tasks and conveys the spirit of the sort of tasks that are anticipated proactively from consultant. Other tasks may be assigned as necessary according to organisational needs

Education, Experience and other Requirements

Qualifications

  • Higher level qualification in a technical field, preferably in civil engineering or in another relevant field such as architecture / engineering / construction management; BSc / BEng in a relevant field desirable

Experience / Competencies

  • Minimum 5 years post-qualification professional experience in a relevant field
  • Management exper. in a construction context; technical construction skills within humanitarian setting
  • Experience working in a construction / shelter programme in a developing country, preferably in a humanitarian context desirable
  • Good numerical, report writing and administration skills
  • Advanced planning, assessment and analytical skills desirable
  • Knowledge and experience on the application of Sphere standards, Red Cross Code of Conduct, and Humanitarian Accountability Partnership standards.
  • Capacity to work under pressure and manage personal stress levels
  • Able to cope with basic living conditions in the field and during field trips and work in a multicultural team under difficult conditions
  • Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physically fit
  • Experience of working with and monitoring budgets and using spreadsheet for financial analysis and management.
  • Must have a knowledge of the local area context
  • Fluency in English and (Bangla desirable) language required.
