Shelter Expert for Shelter Upgradation in Rohingya Crisis Response programme

Background:
Christian Aid (CA) is an International Development and Humanitarian organization working over 70 years across the world. Christian Aid insists the world can and must be swiftly changed to one where everyone can live a full life, free from poverty. We provide urgent, practical and effective assistance where need is great, tackling the effects of poverty as well as its root causes. CA has presence in South Asia since 1960 supporting local partners on addressing issues of tackling poverty and providing support during disasters.

Since violence broke out in Myanmar’s northern Rakhine state last month, an estimated of 507,000 people have crossed the border into Bangladesh as of October 2, 2017 resulting in an increasingly chaotic, unpredictable condition and humanitarian emergency. The new arrivals brought little with them and are dependent on humanitarian assistance for food and other lifesaving basic needs. The makeshift settlements and refugee camps are expanding significantly and are scrambling for food, clean drinking water, health service, latrines, bathing space and hygiene material. 

Purpose of the assignment

Under the the overall supervision of the Project Manager and direct supervision of the Shelter expert, the successful candidate will support the Rohingya Response programme by coordinating and implementing the activities and work plans of the Shelter related projects.

Key Responsibilities and Deliverables

  • Support in implementation of day to day shelter upgradation activities including compliance with the work plan, project documents, and CA rules, regulations, policies and guidelines
  • Work in close coordination with the Project Team and provide the necessary timely information for the development of donor reports and drafting project proposals.
  • Undertake specific components of needs and risk assessments related to shelter projects.
  • Assist in developing CA shelter upgradation options, which is sensitive to context and culture of affected geographic locations and populations.
  • Contribute to a coordinated shelter delivery in the areas of intervention by ensuring shelter response is complements other essential services.
  • Ensure delivery of shelter project targets and bring to the attention of the supervisor delays, bottlenecks, quality, budget or procedural issues, etc., and make recommendations for corrective action.
  • Contribute to designing and conducting needs assessments related to shelter in camps.
  • Contribute to designing and conducting post-distribution upgradation of all shelter activities.
  • Develop and maintain effective project progress trackers and project monitoring tools.
  • Assist in identifying priority locations for rapid shelter response.
  • Work closely with Logistics and Procurement on the delivery of program items.
  • Contribute to developing Standard Operating Procedures for different activities implemented by CA Shelter unit.
  • Support in reporting of all shelter activities for both internal and external audience.

Note: These terms of reference covers the main tasks and conveys the spirit of the sort of tasks that are anticipated proactively from consultant. Other tasks may be assigned as necessary according to organisational needs


Education, Experience and other Requirements

Qualifications

  • Diploma / Degree in a technical field, preferably in civil engineering or in another relevant field such as architecture / engineering / construction management; BSc / BEng in a relevant field desirable

Experience / Competencies

  • Minimum 3 years post-qualification professional experience in a relevant field
  • Experience working in a construction / shelter programme in a developing country, preferably in a humanitarian context desirable
  • Good numerical, report writing and administration skills
  • Knowledge of Sphere standards, Red Cross Code of Conduct, and Humanitarian Accountability Partnership standards.
  • Capacity to work under pressure and manage personal stress levels
  • Able to cope with basic living conditions in the field and during field trips and work in a multicultural team under difficult conditions
  • Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physically fit
  • Must have a knowledge of the local area context
  • Fluency in English and (Bangla desirable) language required.
