For Developing an Audio-Visual Content on Physical and Humiliating Punishment (PHP)

against Children for `Children are Protected from Violence (CPFV)’ project

 

Purpose

This Terms of Reference (ToR) is referring to hire a consultant/consultancy firm to develop the audio- visual (AV) content highlighting the negative effect of Physical and Humiliating Punishment (PHP) on children and raise awareness to ban it in all settings (home, school, workplace, institution etc.).

The objective of producing this AV is to make people aware on the negative consequences of violence against children in general and PHP in particular so that they can treat children with respect and dignity as well as take actions where children’s rights are being violated. We encourage emotional concept with a unique storytelling approach.

Background and context

PHP means punishing someone using physical force in a way which is meant to hurt them or make them uncomfortable. Any punishment using force is physical punishment, however light it is. There are also other forms of punishment which are not physical, but which are just as cruel – for example, deliberately making children feel scared or embarrassed. This kind of punishment is very disrespectful to children and is just as wrong as physical punishment. This forms of violence against children can happen in various places – including at home, at school, at the workplace and in other places where children are cared for and in prison or other places where children are detained. All kinds of PHP are wrong and should be banned.

Bangladesh has made PHP unlawful in the educational setting based on the judgment of High Court and is committed to reform its laws to prohibit PHP in all settings. However, prohibiting this in all spheres needs extensive and proper educational and socio-cultural initiatives. Though we are recognizing the prevalence of violence against children and are becoming aware of its adversity, the day-to-day violence against children in the name of discipline remains hidden and unchallenged. PHP is socially accepted and has become normalized in children’s lives. The lack of awareness against PHP prevents us from identifying and condoning it as abusive.

Many studies and research showed that PHP leaves a long-lasting effect on a children’s life. It can cause injury and sometimes even death. There is evidence that children who were physically punished by their parents were more likely to have various problems – including being aggressive and unfriendly, difficulty learning about right and wrong, and mental health problems. It doesn’t matter where a child comes from, how old they are or what religion they practice – all children have the right to protection from violence.

Breaking the Silence (BTS) is a Child Rights based organization established by a committed group of activists to combat sexual abuse of children in Bangladesh since 1994. Child sexual abuse is a very delicate issue in the Bangladeshi context with a very less exposure, but it is probably the most traumatizing event a child had ever experienced. With the support from Save the Children in Bangladesh, BTS is working towards achieving the children’s right to be protected from violence. Considering the above scenario, Save the Children and BTS is going to develop an audiovisual production under the project `Children are Protected from Violence (CPFV)’ where the message ‘treating children with respect and dignity’ will be reflected.

Submission Procedures

Applicants are required to submit the following:

  • A Technical Proposal including idea/story: Letter of Interest, stating why you consider your firm suitable for the assignment;
  • Brief methodology on the approach and implementation of the assignment;
  • Personal CVs of technical personnel proposed for this project highlighting qualifications and  experience in similar projects; and
  • Work references - contact details (e-mail addresses) of referees (firms for whom you’ve produced similar assignments).
  • Financial proposal indicating consultancy fee and a breakdown of expenses (unit price together with any other expenses) related to the assignment.
