Consultant/Firm/Agency to conduct Baseline Survey for the project of
Child friendly Local Governance (CFLG)

Breaking the Silence (BTS) is a national Non Government Organization is working to establish child Rights and protect children from all types of abuse in Bangladesh. The organization is one of the pioneers in Bangladesh that works to protect children from sexual abuse and also strengthening the capacity of the Local Elected Bodies to introduce child friendliness environment. BTS and BNWLA will implement a project Child friendly Local Governance (CFLG) supported by Save the Children International Bangladesh. Under this project BTS is currently intend to appoint 01 individual consultant/Consultant Firm for conducting the baseline survey.

Overall objective: Better and improved services and accountability by the local government towards children

Specific objectives

  • By 2015 local government in selected project areas have improved capacity to plan and respond to the needs and rights of children with the participation of children and civil society.  
  • By 2015 Children and civil society in 3 districts are participating in local governance and mechanisms are agreed upon to hold duty bearers accountable in the selected project areas.
  • By 2015 Local government, children and civil society of the selected project area are advocating with the Ministry of Local Government to integrate child rights in national local government policies, structures and functions

Objectives of the Baseline Survey:
BTS and BNWLA are going to identify the real scenario of different areas through baseline survey which will identify the mechanisms to implement the activities based on present situation. The baseline survey will be conducted to fulfill following objectives will,

  • To identify total household and population number of the project area.
  • To find out information about child friendliness status of budget and plan of local govt.
  • To identify the status and activities of local govt. institution for service delivery including govt. social safety net towards children specially disadvantage group.
  • To examine social accountability of local govt. towards children issues
  • To find out the status of child rights situation in respective to UNCRC cluster
  • To identify the status of involvement and responsibilities of local elected body in the complaint and response mechanism in the case of child rights violations.
  • To find out the information about social accountability tool and techniques
  • To identify the status of children participation status in the local govt. institutions and local governance.
  • To setup benchmark information for measuring project oriented outcome and output as well as identifying benchmarks and indicators which can be used as a point of reference for monitoring and evaluation of the project

Responsibilities of the Consultant: Scope of work

The consultant shall carry out the following activities:

 Activity 1 – Revision, design and field test of the baseline survey instrument:

  • Review of key documents, LFA, Monitoring Framework,  project proposal, monitoring and evaluation plan and common instruments.
  • Consultation with partners and Staffs on survey plans
  • Preparation of draft instruments.
  • Final draft of the instruments for the survey, translation, field test and adjustments.
  • Consultation with staffs on modifications to the survey instrument before and after field testing.

Activity 2A– Sampling:

  • Design sampling strategy based methodology
  • Calculate sample size  agreed-upon methodologies
  • Conduct sampling
  • Include the above in the final report

Activity 2B– Plan, design, and implement training of enumerators and supervisors:

  • Recruitment of sufficient number of enumerators.
  • Preparation of training plan, field work protocols according to agreed methodologies.
  • Creation of the survey manual for the enumerator and supervisor, including step-by-step     instructions on data collection and guidance on handling problems and questions that might arise during data collection
  • Implementation of training for enumerators    
  • Creation of the data entry plan, entry, cleaning, and analysis.

Activity 3– Implement and supervise field data collection, data input and cleaning:

  • Preparation of materials and equipment
  • Notification to partners and communities
  • Deployment of enumerators  to the field.
  • Conduct data processing: (1) primary processing , comparison and validation of files, clean files, tabulations

Activity 4 –Analyze and synthesize data; and prepare report

  • Preparation of initial results in output tables.
  • Discussion with Staff on initial results
  • Data analysis and synthesis.
  • Revision of the target andd discussion
  • Report preparation in English

Activity 5 – Conduct final presentation.

  • Coordination for final presentation to staff
  • Deliver final report, documents, files, and other materials

Expected outputs/deliverables will include the following:

Recruit enumerators fully equipped with skills to conduct field work using the specific tools developed.
Report containing the main findings of the survey and recommendations. The report will be in the form of three bound hard copies and a soft/electronic copy. The report must incorporate the following:

  • Set of baseline survey tools.
  • Quality data and analysis from individuals focus groups and organizations.
  • Present status, gaps and recommendations for future interventions, including suitable implementation methodology, appropriate structures for the project success, and possible sustainability strategy.
  • Incorporate the findings in the project monitoring and evaluation framework with clear performance indicators.

Minimum Criteria for Submission of Proposal for Bid:

The Consultant should have:

  • A master’s degree in any discipline of social sciences or relevant field   
  • Experience of conducting baseline survey, developing documents on child rights, local governance, social protection and access to quality services
  • Sound knowledge of Local Government Institutions, Service Providers, and related laws and policies 
  • Excellent skill of report writing in English

The proposal shall provide a description of the consultant/firm including an outline of the consultant’s/firm’s recent experience on similar undertakings. The proposal should list itemized details of costs associated with the study.

Assessment of Proposal

  • The proposal will be assessed technically and financially. The weight for technical proposal will be 60% and financial proposal 40%. 

Deliverables:

  • Final instrument for the baseline survey and tracking sheet for entry of baseline data
  • Field manual for enumerators.
  • Detailed report on the sampling, including specifics on the design, methodology, and sample size calculations
  • Field implementation plan with protocols for the enumerators and supervisors
  • Data entry and analysis plan
  • Training of required number of enumerators, supervisors and data entry staff.
  • Electronic files with all raw data in 2 CDs.
  • Two printed and 2 electronic copies on CDs of the final report in English.

Work Location:  Satkhira, Meherpur (Gangni) and Manikganj

Time frame

  • The consultancy will commence on the 27 April 2014 and ending 24 May 2014.
