The BRC has a long history of working closely with and supporting the Bangladesh Red Crescent Society.  In line with the national society’s strategic plan the BRC have agreed to expand the number of projects over the coming years. On this basis we are seeking to employ a suitably qualified Logistics and Procurement Manager.

Overall Purpose of the Post
The Logistics and Procurement Manager r is responsible – under immediate supervision of the Programme Manager – including warehousing, procurement, customs, transport and overall logistics tasks relating to BDRCS/IFRC programmes and operations for the Population Movement Operations in Cox’s Bazar

The role is also responsible to work with the programme team on creating delivery schedules. As well as ensuring the timely delivery of materials and goods as required by the project activities, maintenance of contracts and capital equipment registers, and stock control records.  Furthermore the role is responsible for ensuring required reports are accurate and submitted as per the agreed reporting schedule.

The role is expected to maintain a good working relationship with the programme team, BDRCS, PNSs and IFRC PMO office.

Duties and responsibilities

  • To support delivery and co-ordination of Cox’s Bazar level logistics and procurement support for BRC activities in-line with BRC standards, practices and procedures in conjunction with IFRC Logistics teams.
  • Manages the implementation of procurement procedures and processes for goods, works and services, including sourcing of suppliers, national and international tendering, competitive bidding, establishing pre-qualified suppliers, developing supplier contracts and framework agreements, in accordance with the programme Procurement Plan and BRC policies and procedures.
  • Develops/modifies the Procurement Plan in collaboration with Programmes (technical and finance staff).
  • Manages and monitors implementation of procurement procedures from receiving requisition through to final payment, for goods, works, and services.
  • Develops tender documents and manages national and international tender processes and procedures.
  • Ensures consolidation of procurement across different programmes/requesters for cost effectiveness and optimal utilisation of resources.
  • Carries out local market assessments where appropriate, and ensures maintenance of supplier databases, procurement tracking systems, considering quality and value for money (VfM).
  • Monitors supplier/service provider performance and quality of goods, works and services.
  • Implements control mechanisms for mitigating risk of fraud, corruption, and conflict of interest.
  • Attends/facilitates CoC (Committee on Contracts) meetings as and when required, according to local procurement policy, purchase authorisation thresholds, and Grant Agreements.
  • Liaises with suppliers and service providers, field operational partners, governmental bodies and other stakeholders to provide a timely and cost-effective service delivery.
  • Assist in supervision and provision of logistics technical advice to the logistics staff, support in training of BRC staff to ensure the necessary capability and understanding exists to ensure that there is full adherence to best practice principles, and compliance with necessary regulation, legislation and BRC procedures.
  • Manages and implements the Warehousing and stock management Plan of Action to meet Programme requirements (including sourcing and contracting local warehouses and storage facilities, erection of temporary warehouses, and the implementation and maintenance of all warehouse systems, including stock level and stock movement, safety and security, organisation of goods, appropriate storage conditions, and correct warehouse documentation (stock cards, bin cards, waybills, GRN’s etc.).
  • Manages and implements the Fleet and Transport Plan of Action to meet requirements for movement of goods and personnel in coordination with Programmes. This includes overseeing and the day to day operations of fleet vehicles and transport, (ensuring compliance with BRC procedures) including daily vehicle checks, fuel, maintenance and repair, log books, insurance, vehicle and driver files, service contracts and agreements, monitoring of outsourced service providers, recruitment and training of drivers etc.).
  • To support preparation of timely monthly reports detailing specifics according to the needs and distributing them to relevant departments. 
  • Implement/maintain BRC standard practices in logistics procedures.
  • Organise the transportation, customs clearance and other formalities for incoming goods to ensure the timely receipt into delegation stores/warehouses.
  • Provide timely advice and technical support on logistics issues to other functions within the team.
  • Support, train and develop national staff and volunteers.
  • Produce regular, timely and accurate narrative and financial reports for the BRC and for donors.
