On this basis we are seeking to employ a suitably qualified Sanitation Engineer.

Overall Purpose of the Post

The Sanitation Engineer will work under the direct supervision of the BRC Programme Manager and alongside Bangladesh Red Crescent Society (BDRCS) and IFRC staff to deliver an appropriate Faecal Sludge Management (FSM) intervention that meets the needs of the affected population in line with the Population Movement Emergency Plan of Actions, IFRC WASH Response Strategy in Cox’s Bazar, Joint Response Plan (ISCG) and adapting interventions as the situation evolves.
The Sanitation Engineer is expected to ensure that BRC/IFRC WASH plan and budget for the response is coordinated with BDRCS, other Red Cross partners and other agencies supporting WASH activities, and responds to local needs and contextual changes. The Sanitation Engineer will support continual assessment and monitoring, design, planning and work closely with other technical areas to ensure a coordinated approach.

Sanitation Engineer will support the quality implementation of all sanitation FSM chain operations in Cox’s Bazar: training of community WASH volunteers to conduct rapid assessment of latrines, establish emergency assessment, focus on latrine construction, and training of WASH committees’ member on O&M of existing functional latrines and work in coordination with the San. Eng. FSM in the management of the FSM treatment site. The Sanitation Engineer will be responsible for managing the sanitation infrastructures (reinforcing existing latrines, engineering any necessary improved toilet design, decommissioning of existing latrines located in areas of risk of flooding and landslide, work in coordination with San. Engineer FSM in selection of appropriate desludging technology, designing collection of sludge from latrine till the treatment site considering of pumping the sludge via containment tanks, and support context specific transport of faecal sludge), as well coordination with IFRC/BDRCS and other actors regarding sanitation activities and programme adaptations in response to changes in the operating environment.

The Sanitation Engineer will ensure the required physical infrastructure is in place to support the whole sanitation chain and especially latrine desludging and faecal sludge treatment in order to ensure the quality of all interlinked FSM activities in the target areas of the camps in CXB.

With the onset of the monsoon season, the Sanitation Engineer may experience significant adaptations to both working environment and the activities required of them. If rains, landslides, or cyclonic events create a secondary emergency within the camps, the Sanitation Engineer may be required to deprioritise standard activities in order to support the response as required.

Duties and responsibilities

  • Under the supervision of the Programme Manager and in coordination with WASH Delegate (Sanitation Engineer FSM), coordinate with IFRC, BDRCS, the WASH ISCG (Inter-Sector Coordination Group), and government authorities to ensure all faecal sludge management and WASH construction activities are in line with government regulations and overall sector strategy.
  • Support the implementation of faecal sludge treatment measures to address priority public health risks as required by WASH Delegate (Sanitation Engineer FSM)
  • Reinforce existing latrines in the target areas of the camps. Design and construct of toilets that can be emptied or flow into a centralized collection point (i.e. transfer station).
  • Ensure community accountability, coordination with HP coordinator in order to ensure community consultation in design and siting of sanitation facilities.
  • In coordination with HP coordinator, training of WASH Committees member in conducting rapid assessment of latrine and based on the findings properly decommissioning of latrines located in risk flooding and landslide areas.
  • Preposition of essential material and equipment on site in the camps such as hydrated lime, emergency latrines with PVC pipes, rings, and personal protection equipment for desludging personnel, tarps, bamboo poles, satopans etc.
  • Support the establishment of a longer-term treatment unit once a design is agreed upon with BRC and global IFRC focal point and BDRCS. In coordination with the ISCG FSM TWG.
  • If required, support the continuation of lime stabilisation of sludge.
  • Support where possible the capacity building of the BDRCS through skills development of local RC volunteers and/or BDRCS counterparts.
  • Be responsible for the assessment of the needs and resources required for latrine construction and reinforcing, together with the Programme Manager and other team members, and jointly plan appropriate measures.
  • In collaboration with the Hygiene Promotion Coordinator, be responsible for the recruitment of team and training on latrine assessment, construction and reinforcing, as well as any additional infrastructure needs that arise to support the Faecal Sludge Treatment Unit.
  • Support the development of procedures for Operation, Maintenance and Monitoring of Faecal Sludge Treatment unit. This includes Emergency Standard Operation Procedures for events such as the outbreak of AWD/Cholera, flooding, landslides, or cyclonic events. Ensure all staff and volunteers understand these Emergency SOPs.
  • In coordination of the San. Engineer FSM to set up system for emptying toilets or collection points through a variety of desludging means, including manual and mechanical units.
  • In coordination with the San. Engineer FSM, develop SoP for safe procedure of desludging of latrines, collection of sludge, transport of sludge (considering application of mechanical pumping methods and convey of the sludge via transfer tanks till the FSM site).Investigate potential for sustainable scale-up depending on results, need and capacity of current system
  • Support as required documentation of the whole treatment process and procedures for handover to partner agency (TBC)
  • Support as required monitoring/mapping protocol existing and newly constructed latrines using mobile application (Kobo tool etc.) in order to collect main information to help the monitoring of the desludging needs. For example: location, status of functionality,  level of sludge in the pit latrines, list of priority pit to be emptied, volume of faecal sludge treated, sludge characteristics at inlet and outlet, end by product quality, treated wastewater characteristics at outlet.In collaboration with the Hygiene Promotion, be responsible for the recruitment of team and training on desludging procedures to operate the desludging equipment (manual and mechanized).
  • Determine in collaboration with Hygiene Promotion occupational safety & hygiene measures applied at all steps of the desludging process;
  • Ensure that all activities achieve the qualitative and quantitative aspects of relevant standards (SPHERE standards, Federation Watsan and Health and Care policies, national standards and international guidelines, Inter-Sectorial Coordination Group recommendation etc.).
  • Monitor sanitary conditions and progress of the treatment interventions and produce regular, timely and accurate narrative information and share with Federation, BDRCS and/or other parties.
  • Plan and manage construction budgets for the Sanitation FSM activities, control/authorize expenditure, together with the Program Manager.
  • Manage day-to-day logistics, administration and personnel (construction desludging team) activities (including any local contracted personnel / daily labour) in accordance with guidelines on the use of local staff, Local Recruitment Guidelines and in collaboration with other Team Members.
  • Coordinate plans and activities with other members of the Red Cross/Red Crescent Movement (Federation Watsan Delegate, other PNSs delegates, local NS staff and volunteers etc.) and with other agencies (governmental and non-governmental), as necessary.
  • Ensure that the Sanitation FSM activities and resources are implemented and handed over or ended in a way that promotes local capacities and sustainable operations.
  • Perform any other related duties or responsibilities that may be assigned by the BRC Programme Manager.
  • Ensure understanding of roles, responsibilities, lateral relationships and accountabilities.
  • Establish and ensure effective working relationships with the other delegates, ERUs and RC partners.
