Manager, Early Childhood Development

Programme Brief:
BRAC addresses poverty and social exclusion of children by providing Early Childhood Development (ECD) interventions to 0-6 years old marginalized children in the low income countries. The dearth of access to ECD services in the low income countries is usually matched by a lack of knowledge about children's rights, protection, developmental needs and the importance of ECD amongst parents and communities. BRAC focuses on a community based low cost solution for creating access to early childhood education services through providing ECE centres with child friendly, safe environments, qualified teachers, an age appropriate play based curriculum and parental education. BRAC implements one year pre-primary (for 5-6 year old), two years early learning interventions through ‘play labs’ (for 3-5 year old) and early stimulation and parental education (for 0-3 year old) depending on the requirement of the specific country context. Currently, BRAC International implements its Early Childhood Education interventions in Uganda, Tanzania, Liberia, Philippines and Afghanistan.

Key Responsibilities:

  • This position will support in planning and implementing the ECD projects of BRAC International (BI), ensuring timely and quality delivery of the project activities. These roles will also include assisting the fund raising team to write concept notes and proposals for donors, review and analyze existing projects’ technical reports and provide technical guidance to implement the ECD projects. The key responsibilities include:

Resource Mobilisation & Grant Management

  • Searching for new funding opportunities & review request for proposal (RFP) guidelines and prepare a summary.
  • Search and review Literature and relevant documents.
  • Provide necessary help for finalizing and getting approval on the proposal and budget.
  • Getting approval and facilitating signing of grant agreement.
  • Draft proposal in coordination with country team and BI affiliates.
  • Prepare draft budget in coordination with country/affiliates and finance team.
  • Coordinate with BRAC/BIED for their technical input in the proposal and budget.
  • Work in collaboration with other programme teams for integrated proposal development
  • Prepare annual financial report with support from finance team.

Manage Technical Relationship

  • Prepare/ review/ edit materials for capacity development workshops/ training
  • Attend training/ workshop/ conference/ research presentation/ seminar/ meeting / field visit related to ECD
  • Review country policy papers relevant to ECD programme
  • Review training manual/IEC &BCC materials for programme
  • Review and edit curriculum activities
  • Follow up programme implementation regularly with the country team
  • Coordinate field visit/workshop/meeting for donor

Monitoring, Quality assurance, Evaluation & Research

  • Review and update Internal Compliance Questionnaire (ICQ)
  • Review draft research report and providing input
  • Support country teams in preparing operational guidelines (programme implementation plan /operational manual, registers, monthly reporting format M&E guideline etc.)
  • Collect and review and analyze monthly performance report from countries
  • Review quarterly audit report and provide feedback to the country teams
  • Review and provide feedback on the risk registers

Communication

  • Review contents for annual reports of BI countries
  • Provide support to communication team in any other communication material development (video, website content etc.)
  • Review contents for project brochures and review contents for annual diary
  • Regular review of country relevant documents (update in the policies, research, donor strategy etc)

Educational Requirements:

  • Masters/Graduation in Education/ECD from any reputed University. Requirements of educational background can be flexible for highly experienced person.

Desired Competencies:

  • Experience in proposal development, and ECD tool development, budgeting, National and global knowledge in ECD.
  • Strong analytical and conceptual skills with strong knowledge on developmental issues
  • Ready to work under pressure and stress, must be deadline oriented and committed to assignment
  • Excellent English verbal and writing skill, coordination (information gathering & analysis) & presentation ability.
  • Outgoing, confident, Persuasive communicator, Ability to communicate effectively, verbally and in writing to management and donors.
  • Expert in MS office, especially in excel, PowerPoint and MS word.
  • Ability to work in group as well as individually and relationship building capability.
  • Creative and innovative, determinant and sincere to work.

Experience Requirements:

  • At least 3-5 years’ of relevant experience in education sector. Candidates having experience in ECD sector will be given preference.
