Advisor, Programme Development

The Advisor, Programme Development will be part of the senior management team of BRAC International and advice BRAC International (BI) management on programmatic issues at strategic level. The position will lead proposal development, programme strategy and design sustainable fundraising mechanism; also work closely with Country representatives, BI senior management, affiliates and BI-Board for programme expansion.

The position will also lead BI technical teams to ensure appropriate technical support required for programme implementation, establish effective Monitoring & Evaluation framework and have an advisory role to capture impact of BRAC programmes in BI countries. Also develop sustainable network with donors and ensure financial sustainability of programmes and also strengthen advocacy framework of BRAC International at global level.

Key Responsibilities:

  • Manage, Coach and develop program anchors of BRAC International and liaise closely with program directors in BRAC to ensure effective knowledge transfer, quality control, quality enrichment and seamless technical assistance from head office to countries and vice versa.
  • Provide successful leadership in proposal development, programme specific strategy formulation, develop programme specific sustainable fundraising mechanism and work closely with senior management, donor and board for programme expansion and exit.
  • Provide strategic guidelines to fundraising teams of BRAC International to enhance sustainable funding source to feed its programme in long run. Work closely with affiliates (BRAC UK, BRAC USA) and Residential Representative, Netherland for proposal development, fundraising, donor liaison, attending seminars and presenting BRAC at global level. Develop a sustainable network/ relationship with donors to lift BRAC International acceptability among donors at global level.
  • Establish an effective Monitoring and Evaluation framework to capture impact of BRAC programmes, lessons learned and manage knowledge. Review donor reports and programmatic reports of the countries.
  • Advice senior management of BI regarding strategic programming in the countries and participate in strategic decision making.
  • Develop a competitive advocacy frame work for BRAC International programmes and provide necessary suggestion and guideline for implementation.

  • Excellent written and spoken English skills.

  • Experience and knowledge of south-based development issues.
  • Technical knowledge of at least one BRAC program.
  • Skills related to Monitoring and Evaluation functions and knowledge management.
  • Adept at multitasking, troubleshooting innovatively.
  • Appreciation of diversity and familiarity with multicultural environment.

Educational Requirements:

  • Masters in technical subject areas.

Experience Requirements:

  • 15 to 20 years experience in a senior technical or management position preferably in an INGO managing complex programmes, including programme planning, monitoring and evaluation, proposal writing and fundraising, advocacy, staff supervision and coaching.
  • Experience in working in more than one country preferable.
  • Demonstrated experience in dealing with multiple stakeholders and multicultural staff and work team supervision and development also in advocacy work of at least one sector BRAC works in.
