  Position  

Programme Head, Human Rights and Legal Aid Services (HRLS) Programme

Job Description/Responsibilities:

  • Provide overall strategic and technical leadership in the design, development, planning, budgeting, and implementation of the programme strategy
  • Lead programme integration, creating a one programme approach and team culture for sharper impact
  • Ensures the delivery of the programme with demonstrable impact and is accountable for overall programme quality and learning
  • Strengthen the advocacy work of the programme to bring policy level change in the area of human rights
  • Working closely with the programme funding manager and BRAC central resource mobilisation unit, identify opportunities for funding to ensure the financial sustainability of the programme
  • Ensuring periodic engagement with BRAC affiliates (BRAC USA and BRAC UK) in programming through meeting affiliates’ needs in donor reporting, marketing, involvement in programme strategy/proposal development and making use of affiliate knowledge and subject expertise
  • Building and developing an approach to programme quality, knowledge production and dissemination
  • Developing learning and knowledge management practices and encourage innovation across the programme
  • Leading, embedding and using monitoring, evaluation and learning work, in close collaboration with BRAC monitoring department
  • Manage the programme team to deliver on the programme strategy, providing leadership and guidance and ensuring that the management of the team is in line with BRAC’s HR policies and procedures
  • Ensure that staff members are given opportunities for development and training, as discussed and agreed, and provide support to the capacity building planning for programme positions
  • Ensure an efficient and relevant staffing structure and lead structural change processes when necessary
  • Take a leadership role in multi-level meeting with the field and facilitate open channels of two-way communication
  • Ensure intra-programme communication within different management level, especially between the staff at the field level and mid management at the HO level
  • Build a high-performance culture in the programmes team
  Requirements  

Educational Requirements:

  • LLM or LLB from any recognised university/ institution. No 3rd division/ class or below CGPA is acceptable

Experience Requirements:

  • Minimum 10 years’ experience in development/ humanitarian sector preferably in legal/advocacy/ human rights/gender rights, where minimum 4 years programme management experience is prerequisite

Additional Job Requirements:

  • Demonstrable understanding of development sector, legal and human rights related issues
  • Excellent leadership capability with necessary analytical, organisational and programme management skills
  • Proven experiences in program development, financial management, advocacy & networking, M&E and knowledge management, partnership, proposal and report writing etc.
  • Excellent knowledge of the critical policy issues and country wide existing legal framework
  • Excellent communicator with strong writing and verbal communication skills both in English and Bangla
  Salary and benefits
