BLAST-YPSA Consortium is going to implement the project named Community Legal Services for Access to Justice” funded by DFID and managed by Maxwell Stamp PLC, CLS for 33 months period up to 31 March 2017 in three upazillas - Sandwip, Fatikchari, Rangunia of Chittagong district and three upazillas - Ramu, Moeshkhali and Kutubdia in Coxs bazaar district.

Program Manager (Legal Aid)-Under BLAST Supervision

Job Summary:
The PM (LA) will be a lawyer. The PM (Legal Aid)’s core function will be to addressall legal aid related issues arising in the course of the project. S/he will be responsible for engaging panel lawyers to provide legal aid. S/he will also be responsible for providing legal advice, and arranging for mediation, legal representation and referral to and for individuals who face domestic violence or social injustice of any kind and require legal remedies in the project areas, in accordance with the operational framework and casework guidelines.This position is under supervision BLAST but the job location will be YPSA Chittagong Project Office.

Job Description/Responsibilities:

  • To develop planning, coordinate and supervise all legal activities of the project.
  • To work closely with BLAST CTG unit, panel lawyers for ensuring legal advices, litigation support to the beneficiaries in the project location. To provide legal input on providing training on CLS related law to the programme officer training.
  • To increase knowledge on the role and functions of related stakeholders available to assist those requiring legal assistance and falling within BLAST’s criteria and their families.
  • To work with project team members to adapt any existing training modules and to prepare and publish IEC materials relevant to the project action plan.
  • To coordinate links and referrals between the local government authorities and the civilMembers of CLS coalition at union level .
  • To guide the CLS centers or concerned filed level project personals to provide accurate service and referral to victims of family or any other violence on legal matters set out in the operational framework and casework guidelines.
  • To monitor litigation under the project and give opinion for filing cases in the subordinate courts in CTG and Cox’s Bazar.
  • To prepare and preserve the consolidated quantitative and qualitative report/statement (monthly, quarterly, half yearly and annual) on legal activities along  with case studies on important settled litigation.
  • To make necessary and constant communication with programme coordinator for success coordination, smooth running as well as for achieving of the project activities.
  • To participate in different meeting, fact finding activities organized by other networking organization.
  • Any other relevant duties as required or delegated.

Educational Requirement:

  • Post Graduate degree in law with enrollment as an advocate.

Experience Requirement:

  • At least 5 years working experience in NGOs/INGOs in relevant field.

Additional Job Requirement:

  • Good Team player withsocial and interpersonal skills.
  • Excellent verbal and written communication skill inBangla and English.
  • Proficient in Computer Operations, MS Office Application including typing preferably in English and Bengali both , E-mail & Internet.

Salary & Benefit:

  • Monthly consolidated salary Tk. 52,290/-.
  • Two festival bonuses equivalent to one month’s basic salary each payable after successful completion of 6 months’ probation
  • Costs in relation to field work, including travel and daily allowances, will be borne by the organization
