REQUEST FOR PROPOSAL
Design of a Disability-friendly Case Tracking System
Expanding Participation of People with Disability Program (EPD)

Date: 22 February 2018

  1. Bangladesh Legal Aid and Services Trust (BLAST), a national non-governmental legal services organisation hereby solicits your bid for the above subject, in accordance with this document and the annex attached.
  2. This Request for proposal consists of this document and the Annexure - Terms of Reference – Design and Develop Disability-friendly DRPA Case Tracking System
  3. Consultants shall submit a Technical Proposal and a Financial Proposal, which shall be valid for 15 days from the deadline of submission of proposals.  The Technical Proposal shall demonstrate that the consultant will be able to meet the objectives of the TOR (see Annex I below) within the time frame stated.
  4. The budget for the proposed assignment is BDT 400,000.  The Financial Proposals shall not exceed this amount.  During contract negotiations, the selected firm would have to justify its Financial Proposal.
  5. Rates or Prices of the Proposal shall be inclusive of VAT and Tax.
  6. Rates shall be quoted and, subsequent payments under this Agreement shall be made in BDT (Taka) currency. The price offered by the bidders, if accepted, shall remain fixed for the duration of the Agreement.
  7. Consultants must have legal capacity to enter into the Agreement. The consultants, in support of its qualification, is required to submit certified photocopies of the latest documents related to a) Trade License, b) Tax Identification Number (TIN) Certificate, c) BASIS Membership, d) VAT Registration Certificate and e) Financial Solvency Certificate from any scheduled Bank; without these the Quotation may be considered non-responsive.
  8. BLAST reserves the right to reject all the Proposals or the procurement proceedings.
  9. If any consultant requires any clarifications on this RFP and the TOR, such requests for clarifications shall be submitted in writing by 05 March, 2018, Monday, within 4:30 pm and shall be sent by email to purchase@blast.org.bd, with copy to shahriar@blast.org.bd
  10. The Technical and Financial Proposals of the Consultants shall be submitted through email to purchase@blast.org.bd under the subject line of ‘Proposal: Disability-friendly DRPA Case Tracking System - EPD Project’.  The deadline for submission of the Proposals is 11 March 2018, Sunday, not later than 05:00 pm

Annex I

Terms of Reference (TOR): Disability friendly Case Tracking System Design and Development Service

Background:
BLAST is a leading national non-governmental legal services organization providing access to legal aid from the frontlines of the formal justice system to the highest court. It prioritises support to individuals living in poverty or facing disadvantage or discrimination. It provides legal aid across a range of areas, including civil, criminal, family, labour and land law, as well as on constitutional rights in courts and through alternative dispute resolution wherever appropriate. BLAST also undertakes public interest litigation, as a key part of its advocacy for law and policy reforms to ensure effective legal protection of rights.

BLAST is implementing a project by USAID’, Expanding Participation of People with Disability Program, in partnership with the National Grassroots Disabled People’s Organization (NGDO) and the National Council of Disabled Women (NCDW) for capacity building of Disabled People’s Organisations and advocacy activities in Bangladesh. The overarching goal of this project is to empowering Bangladeshi DPOs to activate the district-level mechanisms created under the Disability Rights and Protection Act of 2013 (DRPA). The DRPA empowers district committees to consider and respond to disability rights claims. The DRPA district committees provide a vital new opportunity for Bangladeshi citizens with disabilities and their families and supporters to access justice.  .

In the given context, a case tracking application is required to track relevant data regarding District Disability Rights Protection Committees (DDRPC), the status of applications for compensation filed with DDRPCs and status of cases filed under DRPA.

1. Scope of work and Services Required:
The Case Tracking System shall be designed developed and operationalized to include the following elements and activities n:

  • Language: Development of a new mobile-friendly web base application, design, format and layout with Bangla-language content and support multilingual use.
  • Users of the System: Users will include members from Disabled People’s Organizations and lawyers/staff members from BLAST across the country. The users will be able to update with new information, but will not be able to erase, review except otherwise BLAST permits.
  • Accessibility: System must be user friendly, fast, and accessible by persons with visual, speech and hearing disabilities (Should follow w3c Standards: https://www.w3.org/TR/WCAG21/ ). Text to Speech technologies, color and font change options, sign language images may be used for this purpose.
  • Input Feature: To enable use by individuals with limited literacy dropdown list should be maximised instead of written inputs.

The Experience, Resources and Delivery Capacity required for the web based application are the following design elements:

  • Professional and clean overall theme and layout, initial design   
  • All codes and documents will be transferred to BLAST.
  • Compatible with any kind of browser (most mainstream internet browsers) and with most mainstream devices such as cell phones/smart phones, TAB, Fablets.
  • Copyright of the app with BLAST, but BLAST will not be responsible for piracy and other types of copyright and patent issues in regard to design, template etc.

Technical Specifications:

  • The Case Tracking System will be a dynamic web based report viewing tool.
  • User and Disability (Should  follow W3C : https://www.w3.org/TR/WCAG21/) friendly menus, icons, buttons and clickable links that are easily updateable by BLAST staff
  • No free template should be used as layout design.
  • Ensure cross browser compatibility and coding standards.

2. Work/Time Schedule: Expected vendors are requested to submit their detailed timeline (NOT exceeding 90 days ) with tasks and for handover of the data plan for field test on or before 02 May 2018 and the final version on or before the exhaustion of contract tenure by 15 July 2018.
