Hiring Consultant for Developing Training Module

Background

Bangladesh Legal Aid and Services Trust (BLAST) with other partners has been implementing a project titled “Shojag” (Initiative to End Gender-Based Violence in the Garment Industry) supported by Global Fund for Women in partnership with other 4 NGOs – Naripokkho, BRAC, SNV, and Christian Aid Bangladesh. The overall objective of the project is to BLAST aims to appoint a Consultant/ Consultancy Firm to prepare Training Manual on focusing human rights and entitlement of the garment workers, including case studies and highlighting the information regarding Supreme Court judgments on sexual harassment and gender discrimination. The overall objective of the project is to create safe working environment for women workers of RMG industry which will be free from sexual harassment and Gender based Violence. The location of the project area is Dhaka and Gazipur.
The key project stakeholders are mainly RMG workers, Mid-level managers (Welfare Officer, Floor Supervisor and HR), owners of garment factories, Owners Association, local level NGOs working on labour rights, government officials and policy makers. . Duty bearers, lawyers, journalists, relevant ministries, senior management of factories, high street retailers etc. are also the stakeholders of the project.

As per planned activities the project is considering a “Training Manual on Human Rights and Entitlement of the Garment Workers” which will also include the case studies and relevant Supreme Court judgment on sexual harassment and gender discrimination with a view to build the capacity of the direct project beneficiaries. Therefore, BLAST is looking for an expert to develop the said Training Manual which would be a knowledge product of the project.   

Therefore, the project need a consultant to develop a Training Manual incorporating content in the area of human rights and entitlement of the garment workers, including case studies and highlighting the information regarding Supreme Court judgments on sexual harassment and gender discrimination. The consultancy service would be for 30 days during November to December 2017.

Objective of the contract

The overall objective of this contract is to prepare a training module with the intent to increase the capacity of participants so that they can respond to the issues related to human rights and entitlement of the garment workers. It will also consider the issue of case studies and highlighting the information regarding Supreme Court judgments on sexual harassment and gender discrimination for knowledge building of the target stakeholders.

Specifically, the training manual is intended to-

  • Build capacity of the relevant stakeholders to understand the issues of human rights and protect their rights and also can contribute to protect the rights of the community members;
  • The training module also enhance the skills of mid-level managers/ workers to defend human right and entitlement of women RMG workers, sexual harassment and gender based violence

 

Responsibilities of the Consultant:

  • Conduct literature review of existing material on similar topics
  1. Conduct a training need assessment and prepare report
  2. Design training session plans (three days) for the extension agents.
  3. Provide orientation to training facilitators on how to facilitate training session by using the training manual and prepare the report on the same
  4. Prepare the draft Training Manual and share with BLAST  for comments
  5. Prepare the final Training manual

 

The Consultant should cover the following issues as content of the training during developing the training module and also other relevant issues can be considered:

  • Human rights
  • Workers’ rights and entitlements
  • Sexual harassment
  • Gender discrimination
  • Gender based Violence
  • Leadership
  • Go/NGOs service  provider
  • Information of police station and local government

Deliverables:

  • Prepare and submit need assessment report
  • Prepare and submit the training or orientation report
  • Prepare and share  the draft Training Manual in communicative Bangla language for comments
  • Submit the final Training Manual

Time frame of the contract:
The duration of the contract would be for 30 days during the period from 20th November to 19th December 2017.

Key Contact Person:
The consultant will work under the overall supervision of the Training coordinator of BLAST and Project Director of Shojag Coalition.

Mode of payment: A/C Payee Cheque

The payment schedule would be as follows:

Instalments Amount Deliverables
1st instalment 20% of the total amount Upon the signing of the contract
2nd instalment 40% of the total amount After submission of draft training manual
3rd instalment 40% of the total amount After satisfactory completion and submission of the final Training Manual.

VAT and Tax:
The VAT and Tax would be deducted at source following the rules of the government.

Competence required

  • Demonstrated commitment to BLAST’s mission, vision and values;
  • Sensitivity and adaptability to cultural, gender, religion, race, nationality and age;
  • Highest standards of integrity, discretion and loyalty.
  • Excellent communication skills (spoken, written and presentational);
  • Good interpersonal skills and ability to work in and with teams;

Education: 

  • Master’s degree in Social Sciences, Law, Communication or any other relevant subject’s area.

Experience:

  • Minimum 5-year experience in developing training manual and or content developer;
  • Experience of working in the area of access to justice, legal aid, conflict resolution and workers’ rights;
  • Experience of working with modern tools and technologies related to module development and ability to translate the module as an effective learning tools;
  • Ability to develop approach and quality methodology for the proposed module;
  • Experience of developing teaching materials and sessions plan;
  • Experience of developing module for the development organisations
  • Capacity to undertake ToT to practice the training module

Language Requirements:

  • Excellent language skills in Bangla and English
  • Training module language in Bangla
