GRANTS OFFICER

BRAC Institute of Global Health (BIGH) is an autonomous institute under BRAC University incorporating James P. Grant School of Public Health and Department of Midwifery and Nursing. The Midwifery Program under the Department of Midwifery and Nursing at BRAC Institute of Global Health (BIGH), BRAC University is leading the Community-based Midwifery Diploma Program (CMDP) in partnership with six other non-governmental Academic Sites in five districts (Sylhet, Chittagong, Dinajpur, Khulna and Mymensingh) along with its own Urban Cohort in Dhaka. We are inviting applications from suitable candidates for the position of Grant Officer for the Department of Midwifery and Nursing.

Major Duties and Responsibilities:

The Grant Ocer is responsible for the Sub Grantee nance/accounts of the 7 Academic Sites in Bangladesh. More specically, the responsibilities of the Grant Ocer include but are not limited to:

  • Monitor project’s finance and admin staff in the Academic Sites.
  • Maintain close relationship and coordination with BIGH administration/Project teams/departments across the organization and ensure smooth running of the program.
  • Assist Project Resource Manager in the preparation of the project budget with detail breakdown of planned activities.
  • Ensure DFID compliances are met in all the project activities by the Academic Sites.
  • Negotiate with the finance and admin personnel of Academic Sites in achieving deliverables so that financial and administration are not in question.
  • Ensure comprehensive, complete, and effective filing systems of payment-related documents as required by auditor, global assurance/statutory auditor.
  • Lead the process of budgetary management control over the project activities by the Academic Sites:
    • Assist to prepare annual budget along with work plan for the Academic Sites as per Sub-grant agreement.
    • Provide support and guidelines to designated person of Academic Sites’ in identifying budget line items as approved in Sub-agreement.
    • Assist to prepare annual budget, revised budget, monthly /quarterly rolling budget.
    • Review budget and budgetary allocations prepared by Academic Sites and provide guidelines and follow up the modification if necessary.
    • Analyzes budget variances and prepare explanations and submit to Project Resource manager as required.
  • Provide necessary reports for demonstrating periodical progress of project implementation ensuring the deadlines and accuracy of the project financial information
    • Assist in compiling and perpetrating of quarterly expenditure report of the Academic Sites.
    • Review the Fund request of Academic Sites and firm up funding for disbursement once in a month.
    • Preparation of Quarterly Financial Report of the Project.
    • Preparation of Annual Financial Report of the project.
  • Resolve the audit observations and ensure the continuity of the audit guidance
    • Facilitate external and internal audit to Academic Sites.
    • Assist Project Resource Manager to prepare Action Lists based on the audit observation and take corrective measures.
    • Accompany audit team during field visits if required.
    • Assist senior management in wrapping-up audit observations by providing necessary information.
    • Provide necessary assistance to prepare a standard TOR for external and internal auditor.
    • Surprise visit to the field offices to establish a better internal control.
  • Provide direct oversight and support to the finance staff of Academic Sites and ensure that all transactions are in compliance with Sub-grant agreement, organizational polices, local laws and accounting standards
    • Ensure all payments/expenditure are done as per approved project budget and account line.
    • Ensure all expenditure is incurred as per donor guideline and other regulations.
    • Provide necessary financial information to Project Management.
    • Ensure that the transactions are recorded in compliance with International Accounting Standards.
  • Manage and oversee administrative functions, procurement and vendor compliance for implementation of program activity in the Academic Sites
    • Identify procurement needs and process until completion.
    • Review existing Inventory Management in the Academic Sites and suggest modification if needed.
    • To ensure the Value for money of any type of procurement.
    • Check, review and ensure vendor/consultants/employees payment in a timely fashion and in compliance with corporat3e and statutory requirements review like VAT and Tax and ensure submission of the same to NBR on regular basis complying statutory requirement as per rules.
  • Ensure the effective use of BIGH financial resources and assets, maintain proper documentation, inventory and fixed assets registers
    • To maintain a Fixed Asset Register, Asset transfer and handover register.
    • Ensure the Asset identification number and location of the assets.
    • Ensure appropriate safeguards of the project assets.
    • Physical verification of fixed asset periodically.
  • Other duties as assigned by the supervisor.

Qualifications:

  • Minimum Post Graduation degree in Business Administration with CA knowledge level qualified.
  • Minimum of 4 years of working experience in the area of finance/internal audit for donor funded projects. Working in
  • International Organization with development project will be given preference.

Requirements:

  • Demonstrated ability to work as part of a team.
  • S/he is expected to have hands-on experience in Grants/ Sub-grants monitoring, ability to analyze complex financial data, sound understanding on overall budget management and proficiency in MS Office, especially in Excel, and Power Point.
