Terms of Reference
for
IT & Facilities Management Consultant for MF-CIB Component

A. Background:

Business Finance for the Poor in Bangladesh (BFP-B) is a seven year programme funded by DFID. The Bangladesh Bank (BB), the central bank of Bangladesh, and Microfinance Regulatory Authority [MRA] are the implementing agency, and the Financial Institutions Division (FID) of the Ministry of Finance (MoF), Government of Bangladesh (GoB), is the executing agency of BFP-B. Nathan Associates London Ltd, is appointed as the management agency for the programme. The programme aims to promote innovative finance and financial services for micro and small enterprises (MSEs). It is designed to couple social and economic welfare objectives with a commercially-sound approach to increase access to finance for MSEs, especially those that are currently underserved by the formal financial sector. Micro Finance Credit Information Bureau (MF-CIB) is one of the three components of BFP-B project. Objective of MF-CIB is to assist Microfinance Institutions (MFIs) and banks to reduce systematic risks through its establishment.

BFP-B is hiring an “IT & Facilities Management Consultant” for the MF-CIB component who will play a key role in defining high-quality and cost-efficient technical specification of electric and electronic device including laptop, desktop, server and related software and hardware and recommending   procurement for MF-CIB component of the BFP-B Program.  He/she will also provide required support on facilities management for this component, following   guideline of Nathan/DFID and the People’s Republic of Bangladesh.  

B. Objective:

The main objective of this consultancy is to provide operational & technical support pertaining to the defining and recommending specification of IT related equipment including server for procurement and providing required facilities management for MF CIB Project in line with the policies and procedures of the Nathan and DFID.

C. Scope of Work and Timeframe

The consultant will be contracted for a total of 50 input days that would spread over approximately 5 months between October 2018 and February 2019. The scope of work will encompass 4 broader areas that would be covered in 4 time slots. Detail of scope of work and time frame are explained in the following paragraphs.

Scope 1. Prepare Technical Specification. The consultant will prepare technical specifications for the Server, all IT equipment, hardware and software for the Data Management Unit (DMU) of MF-CIB project. Details of the task will include:

  • Prepare a list of all IT equipment including server, desk tops, laptops, printers, scanner, hardware, and software.
  • Prepare technical specifications for each IT equipment (as above) .
  • Prepare and send Procurement Requisition to BFP-B.
  • Task completion report to BFP-B.

Number of input days required: 09.

Scope 2. Renting of space for DMU. The consultant will initiate and complete all necessary actions to rent the space for DMU (Office space, training Lab, Server room). This will include:

  • Prepare Specification of DMU space and send requisition to BFP-B.
  • Collecting and Shortlisting of quotations.
  • Contract preparation and signing.
  • Task completion report to BFP-B

Number of input days required:16.

Scope 3. Civil work of DMU. The consultant will be responsible to initiate and complete the process of hiring of vendor for the civil work for DMU, ensuring completion of the work by the vendor within the given time frame.

  • Prepare specifications for DMU civil work.
  • Collecting and shortlisting of quotations, assigning tasks to the vendor.
  • Follow-up and supervise the task of the civil work.
  • Task completion report to BFP-B.

Total number of input days required: 19 days.

Scope 4. Furnishing of DMU. The consultant will initiate and complete:

  • Preparing the specification of furniture and fixtures for DMU.
  • Task completion report to BFP-B.

Total number of input days required: 06 days

As a member of the proposal evaluation committee you will be expected to perform related functions including:
- opening and recording of proposals, formulating appropriate evaluation criteria, evaluate financial and technical proposals and finally prepare comprehensive procurement report.
-  Organize, facilitate and document any clarification meetings or pre-proposal meetings with prospective bidders as needed.
- Identify areas for improvement and analyze market and delivery trends so as to continuously improve procurement processes, drive performance and business results.
- Conduct business review meetings with key stakeholders to assess risk, review future strategies, and identify potential cost reduction and improvement opportunities.
- Any other tasks assigned by the project management related MF-CIB Project.

D. Deliverables

  • Technical Specifications of all IT equipment including server, desk top, laptop, printers, scanner, hardware, software for MF-CIB project completed.
  • Renting of space for Data Management Unit completed.
  • Civil work for Server room in Data Management Unit completed.
  • Specification of furniture and fixtures for Data Management Unit completed.

E. Reporting

The consultant will directly report to Manager MF-CIB of BFP-B Project. The Consultant will deliver the task in close guidance from the Admin and Finance Department of BFP-B, Project Director of MF-CIB and Deputy Project Director of MF-CIB.

F.  Profile of the Consultant

- Minimum Bachelor’s Degree in Computer science or Management/Business Administration with extensive computer operation knowledge or related subjects
-  At-least 8 years’ experience on handling IT equipment including server, software, hardware and other electric and electronic device, which includes providing facilities management support   to the program (in International organizations, Government or Private services)
- Familiar with DFID and or Bangladesh Government procurement systems
- Demonstrated ability to analyze problems and strategize for better solutions
- Proficient server management skills, including data installation, network establishing fixing of internet line, setting Wi Fi, management with pc, printer, photocopier etc.
- Excellent verbal and written communication skills in English and Bangladeshi.
- Ability to multitask, prioritize, and manage time efficiently
- Accurate and precise attention to detail
- Ability to work well with management and staff at all levels

G. REQUIREMENTS

The consultant:

  • Should demonstrate all the necessary ethical behaviour in the implementation of the project
  • Should be honest
  • Should take all the necessary responsibility and accountability for the entitled jobs
  • Should keep the Ministry’s confidential information in a very strict manner
  • Should demonstrate its integrity with the Ministry’s high priorities and ethical conduct
  • Should be willing to work in stressful conditions
