BACKGROUND

Red Cross Red Crescent Movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS), a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 with retrospective effect from 16 December 1971, is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable and distressed people. Over the last 48 years, BDRCS has undertaken a wide range of activities in humanitarian response, disaster management, health, WASH, capacity building and in promoting Red Cross/Red Crescent ideals and principles.

Currently Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the position of Assistant Disaster Management Officer (ADMO) considering following criteria/issues:

Purpose of the position

Bangladesh Red Crescent Society in partnership with International Committee of the Red Cross (ICRC), is implementing the “WASH CHT Project” for three hill districts of Bangladesh. Disaster Management (DM) is a core component of this project. To plan, implement and oversee the DRM activities under the project, this position will play a key role. The position holder will implement, monitor and facilitate the implementation of different technical and capacity building works related to DM and WASH issues. The Programme is being implemented primarily at Bandarban Sadar Upazila (3 Unions) and Lama Municipality area but potential to expansion.

Competencies

Education: Minimum Bachelor degree in Social Science/Disaster Management/Development Studies or any other relevant field but candidate having Master degree will get preference.

Experience: At least 03 years working experience with Humanitarian/development organization(s) including experience to work DRR context/issues. In case of candidate having Master Degree must have at least 02 years’ relevant work experience.

Skills: Must have computer operation both in English and Bangla (Bijoy software), communication (oral and written), Internet navigation, Report writing, design & facilitation of training/workshops, willing to travel in field/community etc. Have analytical skills and ability to think strategically, able to plan and work independently with minimum or less supervision and have to work under pressure with minimum deadline. Must have valid motorbike driving license and willingness to move around remote villages in Bandarban.

Specific duties and responsibilites

  • Coordinate and assist the Programme Coordinator (PC), CD Department, BDRCS-NHQ for project technical matters, capacity building work and overall implementation process in regular basis.
  • Coordinate with Project Implementation Committee (PIC) at Unit (district branch) level, Unit Level Officer (ULO), WASH Project Officer and undertake necessary actions to implement DM activities at various level.
  • Prepare activity plan and validate with supervisor and implement as per schedule.
  • Responsible for implementation of DM component of the project through regular contact with different stakeholders at Union, Upazila, Pourashava and district level including different disaster management committees.
  • Maintain regular communication with CD Department, BDRCS-NHQ and ICRC WatHab team for project implementation purposes.
  • Identify and ensure stakeholders at different level and support them to implement project activities smoothly.
  • Organize and facilitate different training, workshop and meetings at field level i.e. vulnerability and capacity assessment, First Aid and Early Warning System (EWS) etc. and take role in developing EWS.
  • Play key role to prepare detail contingency planning and other risk reduction activities at unit and district/Pourashava and Upazila level.
  • Regular communicate with different GO/NGOs, media people, local key persons, civil society etc. for proper implementation of project.
  • Prepare project reports on monthly, quarterly and yearly basis and responsible for proven track record and documentation of Disaster Management component of the project.
  • Assist BDRCS management to conduct different field assessment works and responsible for collection of case stories and other information as per need and guidance of PC.
  • Perform any other works as desired by the senior management of BDRCS.
