BACKGROUND

Red Cross Red Crescent Movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS), a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 with retrospective effect from 16 December 1971, is the biggest humanitarian organization in Bangladesh. As an auxiliary to the Government, the Society provides humanitarian assistance to the vulnerable people and distressed people. Over the last 48 years BDRCS has undertaken a wide range of activities in humanitarian response, disaster management, health, WASH, capacity building and in promoting Red Cross/Red Crescent ideals and principles.

Currently Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the position of WASH Officer considering following criteria/issues:

Reportable to : Programme Coordinator, Community Development Dept., BDRCS

Purpose of The Position

Bangladesh Red Crescent Society in partnership with International Committee of the Red Cross (ICRC), is implementing “WASH CHT Project” for in three hill districts of Bangladesh. To provide technical and engineering support in relation to installation of tube wells and latrines at project sites, this position will play a key role. The position holder will facilitate implementation and monitoring of the project’s activities.

Competencies

Education:  Minimum Bachelor Degree in Civil Engineering /Civil & Environmental Engineering or Diploma in Civil Engineering.

Experience:  At least 05 years working experience with Humanitarian/development organization (s) including understanding on WASH and DRR context/issues. In case of candidate having Bachelor degree must have at least 02 years’ relevant work experience. Besides, person having experience on project planning, monitoring and evaluation and reporting as well as working in a multidisciplinary and multicultural team will add value.

Skills:  Must have computer operation both in English and Bangla (Bijoy software), communication (oral and written), Internet navigation, Report writing, development of resources (Policy/strategy, Guideline/Manual, Module, IEC materials), design & facilitation of training/workshops, willing to travel in field/community etc. Have analytical skills and ability to think strategically, able to plan and work independently with minimum or no supervision and have to work under pressure with minimum deadline.

Specific Duties and Responsibilites

  • Coordinate and assist the Programme Coordinator, CD Department, BDRCS-NHQ for technical matters and implementation of WASH Project. 
  • Maintain regular communication with ICRC WatHab team and district units for project implementation purposes.
  • Prepare activity plan and validate with supervisor and implement as per schedule.
  • Act as technical focal person for the WASH Project and responsible for conducting baseline survey like KAP, community mobilization through PHAST and CHAST approaches.
  • Impart PHAST and CHAST training and provide guidance to implement at field.
  • Design, estimate and prepare budget to meet the community need in terms of Water, Sanitation and Hygiene (WASH) surveillance system and hardware.
  • Impart on-the-job training and orient the WASH field team and contractors/service providers of water and sanitation options on assessment, monitoring and preparation of design and BoQ.
  • Organize and facilitate training for Caretakers of tube well by developing training module and establish a linkage with GO/NGO as well as for Contractor/Service Providers of water and sanitation options at local level.
  • Prepare implementation and operation guidelines for proper running of WASH hardware at field and give orientation for project team and WASH based community groups.
  • Provide necessary technical support to Unit office and Project Implementation Committee (PIC) on WASH hardware related issues.
  • Monitor and control the quality of the WASH (Deep tube-well, Shallow tube-well with Platform, Ring well, Latrine or any technical options adopted by the project senior team member/s) works.
  • Assist supervision of all construction works at field, develop monitoring mechanism and report to Programme Coordinator of CD Dept. BDRCS- NHQ. 
  • Liaison and coordination with DPHE, Union Council, Upazila office, Municipality and other relevant departments.
  • Prepare field visit report and compile monthly reports to share with ICRC on WASH hardware related matters.
  • Perform any other duties as instructed by the Programme Coordinator or other senior management, BDRCS.
